GUIDE TO IMPORTING SESAME SEEDS INTO VIETNAM
Raw sesame seeds may look straightforward, yet one shipment can simultaneously trigger three control layers: HS classification, plant quarantine and state food-safety inspection. Misidentifying raw seeds as processed/roasted goods, missing an export-country phytosanitary certificate, or failing to review food-safety origin conditions before shipment can lead to document supplementation after arrival.
This guide applies primarily to whole sesame seeds, edible or other, under subheading 1207.40 and covers product identification, duties/origin, quarantine, food safety, documentation and pre-clearance control points.
Operational reference for import-export businesses · Updated through 10 Sep 2026.
1. QUICK SUMMARY & SCOPE
Focus on raw whole sesame, hulled/unhulled, cleaned/dried at ordinary preliminary-processing level; not automatically applicable to roasted sesame, sesame powder, tahini or sesame oil.
Branch by edible vs. other use and actual shipment facts; do not lock an HS code from the trade name “sesame” alone.
Plant-origin sesame may trigger both plant quarantine and food-safety inspection depending on processing state, intended use and shipment dossier.
For retail/consumer circulation, review supplementary labeling and declaration/food-safety obligations according to the actual product state.
MFN, ordinary duty, VAT and FTA preferences should only be finalized after HS branch, processing state and origin are confirmed.
Wrong processing status, missing phytosanitary documents, origin-condition issues or inconsistencies across C/O – Invoice – B/L can delay clearance.
2. KEY TERMS & WHY THE PROCEDURE MATTERS
The customs classification used for commodity policy, duties and declaration data. For sesame, raw – roasted – ground – oil-pressed states may lead to different headings.
A phytosanitary control against introduction of plant pests. Sesame seeds are quarantine articles; a shipment normally requires a phytosanitary certificate from the competent authority of the exporting country and the Vietnamese quarantine outcome.
Imported food may be subject to reduced, normal or tightened inspection. The method depends on compliance history, warnings and conditions under Decree 15/2018/NĐ-CP, which continues to apply during the 2026 suspension of the replacement regime.
Certificate issued by the exporting country’s competent plant-health authority. Product/botanical description, quantity, origin and any required additional declarations should be checked against the shipment.
Used to claim special preferential import duty under an FTA. Several FTAs provide 0% for sesame, but the product-specific rule and evidence of origin must be satisfied.
The operational milestone for finalizing documentation, food-safety eligibility, quarantine and C/O before storage/demurrage exposure develops.
3. DETAILED PRODUCT IDENTIFICATION & CLASSIFICATION
The core scope is whole raw sesame seeds, hulled or unhulled, cleaned/dried within ordinary preliminary processing. Roasted/seasoned products, flour, tahini/paste and oil require separate HS, VAT, self-declaration and food-safety analysis.
| Product/situation | Technical signs to check | Example use/state | Evidence | Potential policy | Documents to reconcile | Application note |
|---|---|---|---|---|---|---|
| Raw edible sesame | Whole; not roasted/cooked; may be cleaned, dried, hulled | Food ingredient, bakery, seasoning | Specification, process flow, COA, label, photos | HS 1207.40.10; PQ; food safety; C/O if preference claimed | Invoice, Packing List, B/L, Phyto, C/O, food-safety dossier | Main scope. |
| Other sesame seeds | Not classified as edible while still fitting 12.07 | Technical/other end use | Contract, spec, end-use statement | HS 1207.40.90; Appendix II still marks PQ and food safety, so actual end use must be reviewed | Spec, end-use and specialized docs | Do not infer “non-food = no food safety” from wording alone. |
| Seeds for sowing | Seed quality, germination, cultivar, sowing purpose | Agricultural planting material | Seed certificate, phytosanitary dossier, technical description | PQ; possible pest-risk analysis/quarantine import permit and plant-variety/seed rules | Seed + PQ + import dossier | Separate from food-sesame conclusion. |
| Roasted/seasoned sesame | Roasting, cooking, flavoring, mixing | Ready-to-eat food | Formula, process flow, retail label, spec | Possible different HS; food-safety/self-declaration/label rules for finished food | Product dossier, tests, labeling, declaration dossier if applicable | Do not default to 1207.40. |
| Sesame flour/tahini/oil | Ground to flour/paste or pressed into oil | Ingredient/sauce/edible oil | Composition, process, COA | Different HS and product-specific food rules | Dossier for the new product | Outside scope. |
4. HS CODE – TAXES – C/O
Two branches should be reviewed for whole sesame seeds; edible and “other” types must not be collapsed into one conclusion.
Review processing level, end use, product description, spec/process flow and shipment documents.
Apply duty only after the final HS is confirmed; never transfer a rate from one HS branch to another.
Unprocessed/ordinarily pre-processed agricultural products may have a different VAT treatment from roasted/seasoned/deep-processed goods.
Review ACFTA, RCEP, ATIGA, VKFTA, AJCEP/VJEPA, AIFTA, etc. based on origin and the applicable product-specific rule.
Confirm the HS branch first, then calculate duty and assess origin preference.
PROPOSED HS CODE – TAX – C/O TABLE
| Reference HS | Description | Classification basis | Applicability | Ordinary duty | MFN duty | VAT | FTA/C/O to review | Evidence |
|---|---|---|---|---|---|---|---|---|

5. DOCUMENT SET & PREPARATION
Sesame shipments should be managed in three layers so that a complete commercial set is not mistaken for a complete specialized-control dossier. Filing channels and receiving authorities vary by inspection method and current decentralization; this article therefore describes the operational logic rather than click-by-click submission instructions.
Commercial Invoice, Packing List, B/L or AWB, Contract/PO if any, C/O for preferential duty, and valuation/payment evidence when required.
Specification, process flow, COA, label/photos, Phytosanitary Certificate, quarantine dossier, food-safety dossier, and evidence supporting ordinary preliminary processing for VAT treatment.
Applicable inspection registration forms, documents supporting the food-safety inspection method, packing list, origin-country eligibility data and additional documents triggered by the shipment.
OPERATIONAL DOCUMENT CHECKLIST

| Valid FTA origin evidence | FTA tariff + origin rules | Special duty potentially 0% on many routes | Customs | PSR and documentary compliance. |
7. PROCESSING TIME, FEES & OPERATIONAL COST RISK
| Stage | Officially grounded time | Condition | Fees | Operational risk |
|---|---|---|---|---|
| PQ only or PQ + normal food-safety inspection (combined procedure 1.004038) | 24 hours under the procedure effective from 1 Sep 2026 | Valid dossier; PQ only or simultaneous PQ + normal food-safety inspection | Under the current fee schedule; do not assume one fixed amount | Incorrect phytosanitary/shipment data, pests or food-safety dossier deficiencies may extend processing. |
| PQ + tightened food-safety inspection (combined procedure 1.004038) | 7 working days | Tightened inspection with sampling/testing as required | Testing costs may arise in addition to administrative fees | Failed parameters, alerts or quarantine treatment can increase storage time. |
| Normal food-safety inspection – standalone procedure 1.003814 | 3 working days from receipt of dossier | Where the standalone food-safety procedure applies | Under current fee rules | Do not mechanically add these 3 days to the 24-hour combined-procedure timeline; identify the actual receiving route. |
| Tightened food-safety inspection – standalone procedure 2.001604 | 7 working days from receipt of dossier | Where the standalone tightened-inspection procedure applies | Testing costs may apply | Missing dossier items, failed samples or origin verification may extend processing. |
| Customs clearance | Depends on declaration channel and completion of specialized controls | Customs, tax and specialized requirements completed | Import duty; logistics charges per booking/contract | DEM/DET/storage may arise if dossiers or specialized-control results are delayed. |
8. END-TO-END OPERATIONAL WORKFLOW
Lock raw/hulled/dried/roasted state, food versus sowing use, and bulk versus retail. This drives the HS and food-safety route.
Assess 1207.40.10 versus 1207.40.90, MFN/FTA, PSR and C/O. In parallel, determine VAT based on the real process.
Check export-country eligibility for plant food, Phyto requirements, possible PRA/permit for sowing seed, and expected food-safety method.
Match Invoice – Packing – B/L – Phyto – C/O – spec – process flow. Correct draft errors before arrival.
For sesame subject to both PQ and food-safety control, determine the receiving mechanism upfront: review combined procedure 1.004038 from 1 Sep 2026; if a standalone food-safety procedure applies, review 1.003814/2.001604 and the provincially assigned/designated authority. Do not mechanically split and add the timelines.
Green means system-based release processing under risk management; Yellow means document examination; Red means document and physical inspection. Specialized obligations remain if applicable regardless of channel.
Reconcile PQ outcome and food-safety pass notice where required, settle tax obligations and customs queries, then release the goods from supervision.
Manage Vietnamese supplementary labeling/market obligations for retail goods and retain C/O, Phyto, food-safety, customs and process evidence for audit and traceability.
9. FREQUENTLY ASKED QUESTIONS
1. Are raw sesame seeds subject to plant quarantine?
Yes, based on the current specialized list: Appendix II of Circular 01/2024 marks both 1207.40.10 and 1207.40.90 for plant quarantine, and Circular 14/2024 covers plant seeds/quarantine articles. The actual consignment should still be checked against the current text.
2. What HS code applies to edible sesame?
The main reference is 1207.40.10 – edible sesamum seeds. Roasted, seasoned, ground/paste or oil products should not automatically retain this code.
3. What is the MFN import duty?
Reference MFN is 5% and ordinary duty 7.5% for both sesame codes. Many FTAs provide 0% when origin rules and evidence are met.
4. Can sesame from China qualify for 0%?
Potentially yes under ACFTA or RCEP with compliant origin. ACFTA’s product-specific rule for 1207.40 generally requires WO (wholly obtained), so actual cultivation/harvest origin matters.
5. Is raw imported sesame subject to VAT?
If it is an imported crop product unprocessed into another product or only ordinarily preliminarily processed such as cleaning, drying or hulling, it falls within the non-VAT category under the legal framework applicable from 1 Jan 2026. Roasted/deeply processed products need reassessment.
6. Does prepacked sesame require self-declaration?
Packaging alone is not decisive. Decree 15’s self-declaration rule applies to processed, prepackaged food; Official Letter 2613 requires review of the actual process, technical dossier and goods.
7. Must the exporting country be on Vietnam’s accepted food-safety list?
For plant-origin food falling under Article 14 of Decree 15 and not within an exception, the origin should be from a country/territory whose food-control system is accepted and included on Vietnam’s relevant list. Check this before purchase/shipment.
8. Are sowing seeds handled the same as food sesame?
No. Sowing purpose can trigger pest-risk analysis/import quarantine permit requirements and plant-variety/seed rules. Separate the review at procurement stage.
9. How long does normal food-safety inspection take?
Under standalone procedure 1.003814, the published time limit is 3 working days from receipt of the dossier. For a shipment simultaneously subject to plant quarantine and food safety, combined procedure 1.004038 from 1 Sep 2026 provides 24 hours for PQ + normal food-safety inspection and 7 working days for the tightened route. Identify the applicable receiving mechanism rather than adding these periods together.
10. Does a valid C/O replace quarantine or food-safety controls?
No. C/O concerns origin and tariff preference. Quarantine and food safety are separate specialized obligations.
11. Do hulled or dried sesame seeds automatically move to a different HS code?
No. Hulling, cleaning or drying may still be ordinary preliminary processing, but the actual treatment, product description and HS notes must be reviewed. Roasting, seasoning or processing into a different product may require reclassification.
12. What data should be locked before ETA?
At minimum: processing state, intended use, country of cultivation/harvest, spec/process flow, phytosanitary documents, C/O data, weight and consistent descriptions across Invoice – Packing List – B/L.
10. OUTPUTS & POST-CLEARANCE OBLIGATIONS
HS supported by spec/process/photos and the actual product state.
Invoice, Packing List, B/L/AWB, declaration, tax and valuation records stored under one shipment reference.
Plant-quarantine certificate/result, food-safety dossier, lab result if any and origin-country evidence.
Origin proof and supporting FTA compliance file consistent with the customs declaration.
For retail/consumer products, complete Vietnamese supplementary labeling and applicable food-declaration obligations.
Keep shipment records for traceability, post-clearance audit, tax review and supplier/origin/process-change management.
11. SOLUTION FROM TGIMEX
For sesame imports, a robust process means locking the policy before ETA and ensuring the commercial, quarantine, food-safety, origin and customs records describe the same goods. Businesses should work with teams experienced across logistics, documentation, customs and specialized regulation.
Distinguish raw/hulled/roasted/seed-for-sowing; review HS, MFN/FTA, VAT, export-country condition, quarantine and food-safety route before shipment.
Reconcile Invoice, Packing List, B/L/AWB, Phyto, C/O, specification, process flow and food-safety dossier at draft stage.
Coordinate specialized inspection, customs declaration/channel handling, cargo release and post-clearance dossier closure for accounting and audit readiness.
The objective is not “speed at any cost,” but reducing corrections, inspection delays and storage exposure that could have been controlled earlier.
