CUSTOMS CLEARANCE OF A DECLARATION DOES NOT MEAN THE ENTIRE EXPORT TRANSACTION IS UNDER CONTROL
A shipment may still face document amendments, missed cut-off, or loss of preferential origin treatment or additional document requests from the buyer if the core shipment data is not locked down from the outset. Therefore, before the cargo moves, the company should clearly answer the following 06 questions.
Vietnam export policy, licensing requirements, and specialized regulatory controls where applicable.
Market Access, registration, certification, quarantine, technical standards, labeling and traceability.
Function, structure, materials, composition, level of processing, model and technical documentation.
Rules of origin, material sourcing, production process, and supporting origin documentation.
Contract, Invoice, Packing List, customs declaration, C/O, B/L/AWB and relevant certificates.
Air, Sea, Road, Rail or Multimodal, selected according to cargo characteristics, deadline and Incoterm.
Export risk rarely sits in a single document. It usually arises when shipment data is not locked down consistently across the transaction.

EXPORT DOCUMENT CONTROL
Product name, quantity, weight, model, origin, shipper, consignee and shipping marks should be kept consistent before the shipment moves to customs declaration and transport.
EXPORT DECLARATION & CUSTOMS CLEARANCE
Prepare the declaration data and customs document set appropriate to the shipment.
INTERNATIONAL TRANSPORT PLANNING
Build the transport plan based on market → Cargo Ready → deadline → cargo type → weight/volume → Incoterm.
Special cargo may require Reefer, Open Top, Flat Rack, DG or OOG equipment/handling.
POST-SHIPMENT DOCUMENT COMPLETION

EXPORTING FROM VIETNAM IS NOT ENOUGH
This review should be completed before production is finalized, especially for products subject to technical requirements, quarantine, registration, certification, or market-specific standards in the importing country.

The questions below should be assessed against the actual dossier of each product, each market, and each shipment.
01Does exporting goods always require an export license?
This cannot be determined from the product name alone.
The following should be reviewed:
HS code + function + composition + cargo condition + export purpose + applicable policy at the time of shipment.
02Is a C/O mandatory for every export shipment?
Not every shipment is required to have a C/O.
A C/O or other origin document may be required when:
- The buyer requires it.
- The importing country requires it.
- The exporter intends to claim FTA preferential treatment.
03Can the HS code be finalized from the Commercial Invoice alone?
This is not recommended for technical goods or products with multiple variants.
Additional references are usually needed:
Catalogue / Datasheet / Composition / Model / Specification / Actual function.
04When should Market Access be reviewed?
It should be reviewed before Cargo Ready, ideally before finalizing:
- Product configuration.
- Label.
- Contract.
- Production configuration.
Especially for products subject to registration / testing / certification / quarantine / technical compliance.
05Can cargo be delivered directly to the buyer’s warehouse?
Possible service options include:
Port-to-Port / Airport-to-Airport / Door-to-Port / Door-to-Door
The suitable option depends on the Incoterm, route, cargo type, destination customs requirements, and service capability in the destination market.
