EXPORTING HORIZONTAL HFFS PACKAGING MACHINES FROM VIETNAM
An HFFS line looks like one packaging machine, but export control requires the exporter to lock the principal function, module configuration, HS classification, rated electrical power, conveyor/robot modules, component origin and destination-market requirements. A flow wrapper and a form-fill-seal dosing line may not be classified or regulated in the same way.
This guide follows the shipment from market scan and Vietnam policy through HS/tax/VAT, origin, Japan–Korea–India compliance, packing, cut-offs, transport documents and post-shipment records.
1. QUICK FACTS
Compilation note: updated 7 October 2026. Main scope: new industrial HFFS/flow-wrapper machinery; filling-dominant configurations, sealing-only units, separately shipped modules and used machinery are treated separately.
WITS 2024 importer-side data for HS 842240 shows Japan, Korea, Indonesia, India and Switzerland among the leading importers from Vietnam. Japan–Korea–India are analysed in depth because they have clear compliance triggers.
A new standard industrial HFFS may generally follow normal export procedures after screening. Used/refurbished machines and models with wireless, robots, batteries or special modules require separate review.
A complete horizontal flow-wrapper/HFFS generally points to 8422.40.00 when packing/wrapping is the principal function. Do not automatically apply it to feeders, printers, conveyors, robots or spare parts shipped separately.
RCEP PSR for 8422.40 is CTSH or RVC40. For India, review AIFTA. For Japan, note that Japan’s 2026 tariff for 8422.40 is Free, so origin documents may not create a tariff saving.
Japan: DENAN/PSE can apply to packaging machinery within the legal definition at ≤500W. Korea: the base HFFS is not automatically KCs, but a conveyor over 3m or a fixed programmable robot with ≥3 axes may trigger screening.
Lock exact model, BOM/origin, packed dimensions, GW/NW, CoG and SI data before Cargo Ready. HFFS commonly moves by Sea FCL/LCL with crate/steel frame, secured carriage/sealing assemblies, protected HMI/servo and defined lifting/forklift points, OOG and oil/battery status.

2. PRODUCT SCOPE & TECHNICAL CLASSIFICATION
This article uses “horizontal HFFS” for machines fed by rollstock film in the horizontal direction, with product infeed, film forming, longitudinal sealing, cross sealing and cutting to produce a finished pack. “Flow pack”, “horizontal flow wrapper” and “horizontal form-fill-seal” are often used interchangeably in commerce, but customs classification must follow the actual cycle.
Integrated systems may include dosing, checkweighing, metal detection, coding, conveyors or pick-and-place robots. Those modules do not automatically inherit the main machine’s HS when shipped separately. A complete functional unit must be analysed under Section XVI principles and its clearly defined function.

3. EXPORT MARKETS & MARKET ACCESS
Because no destination market was specified, the article begins with a market scan. WITS 2024 HS H0 842240 importer-side data records imports from Vietnam of about USD 9.689 million for Japan, USD 0.710 million for Korea, USD 0.691 million for Indonesia, USD 0.582 million for India and USD 0.542 million for Switzerland. The figures are for the broader HS 842240 group, not HFFS-only shipments.
Japan is prioritised because trade is significant and DENAN scope is power-sensitive. Korea matters because integrated conveyors/robots can create KCs obligations. India is included because the 2024 Omnibus Technical Regulation was withdrawn in 2026, so older compliance checklists may now be wrong.

4. VIETNAM EXPORT POLICY
From 5 September 2026, Decree 292/2026/ND-CP took effect and replaced Decree 69/2018/ND-CP. A new industrial HFFS with ordinary packaging use and no prohibited/restricted or dual-use characteristics will generally follow normal export procedures after exact-model screening.
Normal export procedures are generally the working route for a new standard HFFS. Used/refurbished machines, wireless/X-ray/laser modules, robots, lithium batteries, oil/chemicals or sensitive end-use require separate screening.

5. HS CODE – EXPORT DUTY – EXPORT VAT
The key HFFS classification question is which function defines the machine. A complete horizontal flow-wrapper commonly points to 8422.40.00, while a machine primarily filling/closing containers or separately shipped modules may require another heading.

Do not infer export duty from import MFN rates. Article 4(1) of Decree 26/2023/ND-CP provides that where an exported item is not listed in the Export Tariff, the exporter declares the corresponding 8-digit code and does not declare an export-duty rate. Confirm the final HS and current Appendix I at declaration date.
0% is conditional, not automatic. Review VAT Law 48/2024/QH15 as amended by Law 149/2025/QH15 and Law 09/2026/QH16, plus Decree 181/2025/ND-CP as amended by Decree 359/2025/ND-CP and Decree 144/2026/ND-CP.
Maintain a technical classification file containing commercial/technical descriptions, catalogue, sequence, layout, module list, electrical data, nameplate and classification rationale. Reuse it for customs, origin and buyer explanations.
6. ORIGIN / C/O / FTA
An HFFS BOM can contain imported PLCs, HMIs, servo motors, inverters, photo sensors, safety relays, heaters, bearings, pneumatic components and fabricated frames. Therefore origin must be managed BOM-first, not as a certificate request after packing.

7. PRODUCT-SPECIFIC MARKET COMPLIANCE
HFFS compliance is not one universal “packaging-machine certificate”. The exporter must separate the exact model, rated electrical power, conveyor/robot modules, electrical architecture, intended use and importer obligations market by market. Adding a robot or extending the conveyor can create a compliance trigger that the base machine does not have.
JAPAN
Not every HFFS requires PSE. METI lists packaging/packing machinery as non-specified electrical appliances only when rated power consumption is ≤500W. Many industrial HFFS models are above that threshold, but the exact rating and legal definition must be checked.
- Check rated power consumption and METI product scope.
- If in scope, the Japanese manufacturer/importer must follow the DENAN conformity/marking route.
- Manual, nameplate, wiring, earthing/protection and test file must match the exact model.
- Japan Customs lists 8422.40 as Free in 2026, so C/O may not create a tariff saving.
- Rated power, voltage, phase, frequency, model.
- Importer confirmation of DENAN/PSE scope.
- Japanese/English manual and safety warnings.
- Keep buyer standards separate from legal obligations.
KOREA
The base HFFS is not separately named among KOSHA’s 11 hazardous-machine types, so it is incorrect to say that every HFFS automatically requires KCs. Integrated modules can trigger their own scope.
- KOSHA lists conveyor as a hazardous machine; displacement of 3m or less is excluded.
- KOSHA lists fixed programmable industrial robots with manipulators of three axes or more.
- In-scope modules require the relevant self-declaration process by the responsible party.
- Safety circuit, guarding, E-stop, interlocks and module boundaries should be documented.
- Conveyor type and displacement length.
- Robot axis count and controller configuration.
- Line layout and module boundary.
- Korean importer/KOSHA confirmation before shipment.
INDIA
Do not apply the 2024 Omnibus Technical Regulation as a blanket requirement in 2026. India’s Ministry of Heavy Industries published its withdrawal on 16 January 2026. The withdrawal does not cancel independent QCO/BIS requirements that may apply to particular components.
- Do not route the HFFS through Scheme-X solely on the basis of the withdrawn OTR.
- Screen independent QCO/BIS requirements for motors, switchgear or other components where applicable.
- Importer should confirm current tariff/import documentation and buyer standards.
- Treat AIFTA origin separately from product-safety compliance.
- Exact electrical BOM and module list.

Manage HFFS documentation from one master data source. The same model, serial, package, weight and technical description should flow into the Invoice, Packing List, customs declaration, proof of origin, SI/B/L and buyer FAT/SAT records.

Upcoming change: Law 11/2026/QH16 amending the Customs Law has been promulgated but only takes effect on 1 March 2027. This October 2026 article does not apply future provisions early.

Customs reviews the operation sequence to distinguish 8422.40 from 8422.30, parts and other modules. Procurement provides BOM inputs for origin.

11. TIMELINE BEFORE ETD / CARGO READY / CUT-OFF
Add a BEFORE PRODUCTION FREEZE milestone because changing a module afterwards can alter HS, origin, PSE/KCs scope, packing dimensions and buyer approval. Cargo Ready means both the physical machine and shipment/compliance data are ready.

12. INCOTERMS – TRANSPORT – PACKING – COST
HFFS machinery is vibration/moisture sensitive and its shipping footprint can change significantly with line configuration. Start with packed dimensions, GW/NW, CoG, lifting points, floor load and module-separation plan, not with the cheapest freight quote.
FCA suits shipments where the exporter clears export and hands the machine to the carrier at the named place;
FOB is sea-only and risk passes when cargo is on board, not at gate-in;
CIP lets the seller buy carriage and insurance while risk passes at delivery to the first carrier;
DAP can suit project deliveries to the buyer’s plant while import clearance/duty normally remains with the buyer unless the contract says otherwise.

14. FREQUENTLY ASKED QUESTIONS
1. Can a new HFFS machine be exported from Vietnam?
Generally yes under normal procedures when the exact model has no restricted or special trigger. Screen model, condition, modules and end-use under the current framework.
2. Is 8422.40.00 always correct for HFFS?
No. It is a common direction for a complete flow wrapper where packing/wrapping is principal. Filling-dominant machines, parts and separate modules must be classified separately.
3. Does Japan always require PSE for HFFS?
No. METI places packaging/packing machinery in scope when rated power consumption is 500W or less. Exact model and importer confirmation are required.
4. What if the HFFS exceeds 500W in Japan?
METI has an interpretation example for a 4.8kW polyurethane packaging system that is treated as outside the DENAN packaging-machinery scope because it exceeds 500W. It is a scope example, not a blanket exemption for every HFFS above 500W; the exact model and other obligations must still be checked.
5. Does every HFFS require KCs in Korea?
No. The base HFFS is not separately listed among KOSHA’s 11 hazardous-machine types, but a conveyor over 3m or a fixed programmable robot with at least three axes can create a KCs trigger.
6. Does India’s 2024 OTR still apply in 2026?
Not as a blanket rule. The Ministry of Heavy Industries published its withdrawal on 16 January 2026. Separate QCO/BIS obligations may still apply to particular components.
7. What is the export duty?
Do not use the import MFN rate. Confirm the final 8-digit HS against the current Export Tariff; if not listed, apply Article 4(1) of Decree 26/2023/ND-CP.
8. Is export VAT automatically 0%?
No. The 0% rate is conditional and depends on the current VAT law and documentary conditions.
9. Is a C/O useful for Japan if 8422.40 is Free?
It may have no tariff-saving effect for that code if MFN is already Free. The buyer may still require origin evidence for contractual or sourcing reasons.
10. When should the BOM be frozen for origin?
Before production freeze. PLC, servo, motor, HMI, frame-source or supplier changes should trigger a new PSR/RVC review.
11. FCL or LCL?
Decide from packed dimensions, weight, crate count, machine value and handling sensitivity. Long HFFS lines often favour FCL, but the packing drawing should drive the choice.
12. What should be retained after shipment?
Customs records, final transport documents, Invoice/PL, origin proof, final BOM/origin version, FAT/SAT, compliance confirmations, packing photos, buyer/bank documents, payment and claim records.
15. POST-SHIPMENT OUTPUTS & ARCHIVE
A HFFS shipment is not truly closed until the exporter can trace from machine serial → BOM/version → HS/origin → packing → transport documents → buyer handover → payment.
- Completed export declaration and customs evidence.
- Final B/L/AWB/Sea Waybill, SI, VGM and booking evidence.
- Commercial Invoice, Packing List and crate-level sub-list.
- C/O/proof of origin and Origin Audit Trail if preference is claimed.
- Final catalogue/manual/wiring/risk assessment and market-compliance confirmations.
- Final BOM, change log and supplier/origin evidence.
- FAT/SAT/handover, warranty or commissioning records where contracted.
- Packing photos, lifting/CoG evidence and survey/claim file if any.
- Buyer/bank set, payment evidence, debit/credit notes.

For HFFS, pre-ETD control is much more than the customs declaration. Engineering, Procurement, Compliance, Docs and Forwarder should work from the same master-data set.
- Screen product scope, HS and market compliance.
- Lock BOM, origin, model, power and module triggers.
- Lock packing drawing, CoG, lifting and OOG.
- Cross-check Invoice – PL – customs – SI – VGM – B/L – C/O.
- Control cut-offs, gate-in, on-board and buyer/bank set.
- Archive by serial for verification and claims.
