EXPORTING HEAT-SHRINK WRAPPING MACHINES FROM VIETNAM
A “shrink wrapping machine” may look simple on an invoice, while the actual shipment can include an L-sealer, shrink tunnel/chamber, conveyor, electrical cabinet, sensors and accessories. If the exact configuration is not frozen, HS classification, origin, market compliance and booking can diverge just before ETD.

New industrial shrink wrappers for ordinary packaging generally follow the normal export route after policy screening; used machines, parts, integrated robots/conveyors and special triggers require separate review.
Main route: 8422.40.00 – other packing or wrapping machinery, including heat-shrink wrapping machinery. Export duty and VAT depend on final HS, filing date and qualifying documentation.
Japan/Korea/Indonesia may use RCEP; the PSR for 8422.40 is CTSH or RVC40. Do not promise preference before BOM, supplier evidence and the importer tariff route are frozen.
Compliance must be screened by exact model. For Japan, PSE scope depends on the statutory definition of wrapping/packaging machines and rated power; Korea requires module-level KOSHA screening for conveyors/robots; India should not treat the withdrawn 2024 OTR as a blanket rule.

4. VIETNAM EXPORT POLICY
From 5 September 2026, Decree 292/2026/ND-CP directly implements the Law on Foreign Trade Management and replaces Decree 69/2018/ND-CP under Article 65. For a new standard industrial shrink wrapper, policy screening should focus on the exact model, end-use/end-user and attached modules; do not add unrelated circulars merely to make the legal list look fuller.
No separate export licence is identified solely because the product is called a heat-shrink wrapping machine. A standard shipment normally follows ordinary export customs after checking HS, model, condition, end-use/end-user and accompanying modules.
Law on Foreign Trade Management 05/2017/QH14; Decree 292/2026/ND-CP dated 22 July 2026, effective 5 September 2026. Article 65(1) replaces Decree 69/2018/ND-CP, while Article 64 provides transition rules for existing licences, CFS, prior implementing instruments and files already accepted before the effective date.

5. HS CODE – EXPORT DUTY – EXPORT VAT
Classification follows the principal function and actual line architecture. HS 8422.40 expressly covers “other packing or wrapping machinery (including heat-shrink wrapping machinery)”, making it the primary route for complete shrink wrapping equipment.

Do not infer from import MFN duty. Finalise the 8-digit HS and check the Export Tariff under Decree 26/2023/ND-CP and amendments in force, including Decree 201/2026/ND-CP effective 23 July 2026. If the good is not named in the Export Tariff, apply the mechanism under Article 4(1) of Decree 26/2023.

7. PRODUCT-SPECIFIC MARKET COMPLIANCE
A shrink wrapper combines heat sources + moving machinery + electrical controls. Compliance therefore has to follow the exact model and destination, while integrated modules such as conveyors and robots are screened separately.
JAPAN
Do not dismiss PSE simply because the machine is industrial. METI lists wrapping machines / packaging machines as non-specified electrical appliances when rated power consumption ≤500 W. Many high-power shrink tunnels may fall outside that definition, but low-power models must be screened separately.
- If within DENAN/PSE scope, the Japan-side manufacturer/importer must follow the required business notification, technical conformity, self-inspection and PSE marking procedures before sale.
- Check the rated power consumption of the whole machine, not merely the rating of one heater or motor.
- Separately control guarding, interlocks, E-stop, hot-surface warnings, manuals and residual-risk information.
- Exact model + rated power consumption.

KOREA
“Packaging machine” is not a standalone mandatory KCs machine name on the KOSHA lists. However, integrated conveyors and industrial robots can trigger separate obligations, so the line must be screened module by module.
- KOSHA Self-declaration covers conveyors and industrial robots; the published conveyor scope excludes systems with travel/displacement of 3 m or less.
- An industrial robot is defined around a fixed programmable robot with a manipulator of three or more axes.
- Conveyors and industrial robots may also be subject to Safety Inspection at the workplace within the applicable scope.

INDIA
Do not apply the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order 2024 as a blanket requirement to 2026 shipments. The Ministry of Heavy Industries published its withdrawal on 16 January 2026.
- Do not require Scheme-X solely on the basis of the withdrawn 2024 OTR.
- Still screen any other QCO/BIS requirements that remain in force for the exact machine or components.
- Freeze buyer/importer specifications, voltage/frequency, panel design and guarding in the contract.

14. FAQ
Can shrink wrapping machines be exported from Vietnam?
For new industrial machinery used for ordinary packaging, the normal route is export customs after policy screening. Final conclusions still depend on the exact model, condition, end-use/end-user and Decree 292/2026.
What HS code applies to a shrink wrapper?
The main route is 8422.40.00. If the machine is sealing-only, or the shipment consists only of a conveyor or parts, classify from the actual function rather than reusing 8422.40.
Does a standalone shrink tunnel use 8422.40.00?
Potentially yes where it is dedicated machinery performing heat-shrink packaging. Catalogue, sequence of operation and the packaging function should support the decision.
Can export duty simply be stated as 0%?
No. Finalise the 8-digit HS and check the current Export Tariff. If the code is not named in the tariff, use the mechanism under Article 4(1) of Decree 26/2023.
Is export VAT automatically 0%?
No. 0% is conditional on the transaction, payment and export evidence required by current VAT law.
What is the RCEP PSR for HS 8422.40?
The RCEP PSR is CTSH or RVC40. The exporter needs BOM, input HS/origin, supplier evidence and production records.
Does the whole machine always need PSE in Japan?
Not every shrink wrapper requires PSE, but “industrial machine” is not an automatic exemption. METI lists wrapping/packaging machines with rated power consumption ≤500 W as non-specified electrical appliances. If the exact model is in scope, the Japan-side manufacturer/importer must follow DENAN/PSE procedures; higher-power models should be confirmed as out of scope based on exact function and rated power.
Does Korea require KCs for every shrink wrapper?
Not every shrink wrapper is automatically a KCs machine. KOSHA does list conveyors and industrial robots under Self-declaration; the published conveyor scope excludes travel/displacement of 3 m or less, while industrial robots are defined around fixed programmable manipulators with three or more axes. Conveyor/robot modules may also face Safety Inspection after installation, so the importer should confirm module-level scope.
Does India still require the 2024 OTR?
Do not use it as a blanket rule. The Ministry of Heavy Industries published withdrawal on 16 January 2026; other QCO/BIS requirements still need current checking.
Are used/refurbished machines covered by the same conclusion?
No. Condition, year, serial, valuation, destination rules on used machinery and buyer acceptance must be reviewed separately.
When should Production Freeze occur?
Before final packing and origin/compliance release. After the freeze, PLC/heater/motor/conveyor/guard/supplier changes should go through change control.
What should be archived after sailing?
Final B/L/AWB, C/O/proof, customs file, technical/compliance file, BOM/origin audit trail, packing/lifting evidence, buyer/bank documents, payment and any claim/survey record.

The archive should allow another person, months later, to reconstruct which machine shipped, which configuration, why the HS was selected, which BOM/origin version applied, which market route was used and how the cargo was packed/lifted.
- Completed export customs declaration + Invoice + Packing List + classification file.
- Final B/L/AWB/Sea Waybill; SI/VGM and carrier milestone record.
- C/O/proof + BOM, supplier evidence, production records and CTSH/RVC working file where relevant.
- Japan/Korea/India compliance screening + importer confirmation + technical/safety file.
- Packing evidence: final dimensions, GW/NW, CoG/lifting marks, crate/steel frame, lashing, stuffing/seal photos.
- Buyer/bank documents, payment, debit/credit notes and claim/survey records where applicable.
- Change log for model/BOM/supplier/controller/conveyor/safety circuit/packing.
RECOMMENDED OPERATING APPROACH
For shrink wrapping machinery, control should run through product scope → market access → HS/policy → BOM/origin → machinery safety/compliance → packing/booking → customs/cut-off → archive.
Lock exact model, heater/conveyor/controller, HS route, BOM/supplier, safety scope, PSR and buyer deliverables.
Lock final packed dimensions, GW/NW, CoG/lifting, crate, master data, customs/SI/B/L and the origin route.
