1. Can standard filling machines be exported from Vietnam normally?

Usually yes where no specific control trigger applies, but exact model, end-use, components and destination rules must be screened before a final conclusion.

2. Does HS 8422.30.00 cover every “filling” machine?

No. It fits equipment whose principal function falls within filling/closing/sealing/labelling containers. Pumps, dosers, weighing systems and wrappers may classify elsewhere.

3. Must a filler–capper–labeller be split into separate machines?
