PLASTIC CRUSHER EXPORT PROCEDURE GUIDE
Plastic crushers may require two distinct HS classification analyses. Misjudging machine function or the shipped scope can trigger customs, origin, buyer-document and transport-booking amendments.
This guide covers HS, destination-market access, origin, machinery safety and packing, from pre-contract review through ETD, cut-offs and post-shipment records.
1. QUICK OVERVIEW – KEY FACTS
Plastic size-reduction equipment used around injection moulding, blow moulding, extrusion or recycling can be a high-speed granulator, slow-speed crusher, single-shaft shredder, runner crusher, film crusher, or crusher + conveyor + dust collector system. The trade name “plastic crusher” is not enough to finalize HS classification. The exporter must compare design purpose, principal function and the boundary between headings 84.77 and 84.79.
Market scan should look at at least two possible HS6 branches: 847780 and 847982. EU, United States and Indonesia show meaningful signals; Cambodia/Thailand are stronger under 847780.
A new standard industrial machine is generally handled as a commercial export, subject to exact-model, condition, end-use/end-user, modules shipped and sale/demo/repair purpose.
8477.80.39 is a route to review when the machine falls within machinery specifically for working plastics; 8479.82.10 is a route to review when the classification is electrically operated crushing/grinding machinery not specified elsewhere.
RCEP gives CTSH or RVC40 for both 8477.80 and 8479.82. ATIGA gives RVC40 or CTSH for both. Final HS must be fixed before promising preference.
Key issues include guarding, chamber-door interlocks, E-stop, electrical safety, LOTO, noise/dust and destination-specific conformity. Buyer standards are not automatically nationwide law.
Track Cargo Ready Date, CY/CFS gate-in cut-off, Shipping Instruction (SI) cut-off, verified gross mass (VGM) cut-off and estimated time of departure (ETD). Do not assume a universal fixed T-minus schedule.
Freeze packed L×W×H, GW/NW, CoG, rotor lock, removable hopper, knife protection, lifting/forklift points, wood packing and OOG profile before booking.
Updated 8 Oct 2026. WITS/UN Comtrade 2024 is used as importer-side mirror data. HS6 847780 and 847982 are broader than plastic crushers alone, and WITS displays HS 1988/92 nomenclature for these datasets; therefore the market data must not be used to finalize the current AHTN 8-digit code.
2. PRODUCT SCOPE & DETAILED CLASSIFICATION
The central classification issue is the boundary between heading 84.77 and heading 84.79. Heading 84.77 covers machinery for working rubber or plastics, or manufacturing articles from those materials, when not specified elsewhere. Subheading 8479.82, however, expressly covers mixing, kneading, crushing, grinding, screening and similar machinery. A machine that crushes plastic therefore does not automatically have one universal code.

Because final HS can fall into two materially different branches, the market scan should not rely on one dataset only. Under HS6 847780, 2024 WITS importer-side mirror data records EU USD 3,557.30K, United States USD 1,814.59K, Cambodia USD 1,487.24K, Thailand USD 1,320.19K and Indonesia USD 576.96K. Within EU member-state reporters, Netherlands records USD 3,543.61K and France USD 2,659.70K. EU aggregate and member-state reporters overlap and must not be added together.
Under HS6 847982, the same 2024 mirror direction shows Indonesia USD 1,819.42K, Japan USD 1,582.84K, Korea USD 974.81K, EU USD 903.84K, United States USD 350.98K and Thailand USD 83.20K. Both datasets are broader than plastic crushers, so they are market signals, not crusher-only turnover or market share.

4. VIETNAM EXPORT POLICY SCREENING
For a new electrically operated plastic crusher used in a standard plastics or recycling plant, do not invent an export licence simply because the machine contains knives or a rotor. Decree 292/2026/ND-CP, effective 5 Sep 2026, is the current foreign-trade-management framework. The actual screening must remain exact-model and end-use/end-user based.
A new standard industrial plastic crusher, without a special controlled feature, is generally exported through ordinary commercial and customs procedures. This conclusion does not automatically extend to multi-material shredders, used machinery, sensitive projects or machines shipped with separately controlled substances/components.
Decree 292/2026 is used as the general policy-screening framework. It should not be cited as if it created a plastic-crusher-specific permit where no relevant list or trigger applies.
Create a Policy Screening Sheet: working HS, model, material scope, motor power, hydraulic pusher, wireless/remote, oil/grease, dust collector, new/used condition, end-use/end-user, destination, spare knives/parts and sale/demo/repair purpose.
Used/refurbished equipment; temporary export; multi-material shredders; RF connectivity; battery/oil/cleaning chemicals; large quantities of spare blades; sensitive end-users. These cases can change customs regime, classification, transport or market access.

5. HS CODE – EXPORT DUTY – EXPORT VAT
This is the key correction from the content review: 8477.80.39 should not be locked merely because the machine crushes plastics. Current AHTN contains both 8477.80.39, the “other” branch under electrically operated machinery for working plastics, and 8479.82.10, electrically operated mixing/kneading/crushing/grinding/screening machinery. Heading 84.79 is residual, so the 84.77 vs 84.79 boundary must be resolved from technical scope and classification rules.

For this knowledge article, 8477.80.39 and 8479.82.10 are both routes to test. Without an exact model/catalogue, neither should be presented as universally final. For high-value or high-risk shipments, consider advance classification mechanisms available under current customs rules.
Decree 26/2023 provides the export-tariff framework; Decree 201/2026, effective 23 Jul 2026, amends export-duty rates for certain goods. Check the final HS against the schedule in force on declaration date. Do not infer export duty from MFN import duty.
Consolidated VAT Law 114/VBHN-VPQH (2026) and Decree 181/2025 are key references. Decree 181 addresses the 0% rate in Article 17 and conditions in Article 18. The rate is conditional on the transaction and evidence, not automatic after export clearance.
Before Final Invoice/C/O: fix final HS → check export tariff → review VAT case → align description/model/qty across Contract, Invoice, PL, declaration and proof of origin. Use an HS matrix for multi-module lines.
6. C/O – FTA – RULES OF ORIGIN: BOM-FIRST
A crusher BOM may contain motor, inverter, gearbox, rotor, shaft, knives, screen, bearings, housing, PLC/HMI, safety relay, sensors, control cabinet, hydraulic pusher, conveyor and dust collector. Until HS is finalized, Origin Review should model both 8477.80 and 8479.82.
RCEP gives CTSH or RVC40 for both 8477.80 and 8479.82. ATIGA gives RVC40 or CTSH for both. This reduces origin-rule divergence, but proof of origin must still match the final HS and importer preference route.

7. MARKET ACCESS & PRODUCT-SPECIFIC COMPLIANCE
A plastic crusher presents direct mechanical hazards from rotor, knives, feed opening and transmission. Market Access should be separated into destination law → importer/employer obligations → test/cert/declaration/technical file → manual/label/traceability → buyer/project specification. Whether final HS is 8477.80 or 8479.82 does not remove the need to screen machinery-safety requirements.
EUROPEAN UNION
The EU shows trade signals under both candidate HS6 branches. Regulation (EU) 2023/1230 applies from 20 Jan 2027. Under Articles 51–52 of the current consolidated text, Directive 2006/42/EC is repealed from that date and products placed on the market in conformity with the Directive before the cut-off benefit from the transitional rule.

UNITED STATES
The US has no single CE-equivalent import certificate for every crusher. OSHA 1910.212 is a workplace guarding rule, not an import permit. USTR currently lists the Vietnam relationship under TIFA/Bilateral Trade Agreement plus a reciprocal-trade framework still being negotiated, rather than a comprehensive preferential FTA in force.

Indonesia is the largest 847982 mirror destination from Vietnam and also appears under 847780. Classification should be finalized before tariff/Lartas review.

8. EXPORT DOCUMENT SET & DATA CONTROL
A crusher can change late in the project: removable hopper, motor brand, screen mesh, interlock design, separate dust collector or spare-knife packages. If each department works from a different file, Invoice/PL/C/O/SI/B/L and the technical file can diverge quickly.

This is an operating workflow, not a decorative infographic. Handoffs between Sales, Engineering, Compliance, Docs and Forwarder should occur only when upstream data is usable by the next function.

Sales collects model, input material, capacity and destination; Engineering distinguishes crusher/granulator/shredder and plastic-specific vs multi-material design. Compliance selects real markets and identifies safety, origin and transport triggers before final quotation.

PACKING ENGINEERING
Rotor lock: prevent free rotation in transit. Knife protection: cover and secure sharp edges, especially spare knives. Hopper/chute: if removed, map package and orientation. 14. FAQ
1. Does a new plastic crusher need a dedicated Vietnam export licence?
The trade name alone does not determine licensing. A new standard industrial machine may normally be exported commercially where no controlled feature applies. Screen exact model, intended use, condition and destination before contracting.
2. Is the HS code 8477.80.39 or 8479.82.10?
These are classification routes to test, not interchangeable choices. Compare the principal function and scope of heading 84.77 with heading 84.79, particularly 8479.82 for crushing and grinding machinery. Catalogue, flow diagram and engineering details should support the final code.
Not automatically. Separately described parts and independently functioning equipment may require different headings. Map each item to its Invoice line, package and classification evidence before issuing final documents.
4. How should export duty and 0% VAT be assessed?
Export duty must be checked against the final HS and the tariff effective when declaring the shipment; do not infer it from MFN import duty. The 0% VAT rate is conditional and requires the transaction and supporting evidence to qualify. Customs and Finance should align the treatment before issuing the document set.
5. Can RCEP origin be achieved with imported motors and PLCs?
Possibly, but assembly in Vietnam alone does not guarantee origin. For either 8477.80 or 8479.82, evaluate CTSH or RVC40 against the BOM and supplier evidence. Material component or supplier changes trigger a fresh origin review.
6. Which EU machinery regime applies to a late-2026 shipment?
The relevant placing-on-market date matters, not ETD alone. Regulation (EU) 2023/1230 applies from 20 Jan 2027, with transition from Directive 2006/42/EC. Review guarding, interlocks, E-stop, risk assessment and technical documentation before freezing production.
7. Does an EU-bound crusher require CE and a technical file?
Determine whether the product is complete or partly completed machinery and the applicable conformity framework at placing on the market. Complete machinery in scope will generally require conformity assessment, technical documentation, instructions and the relevant declaration. Certification of a motor does not replace assessment of the whole machine.
8. Does every crusher entering the US need UL listing?
There is no universal rule that every imported crusher must bear a UL mark. OSHA 29 CFR 1910.212 addresses workplace machine guarding, while electrical listing or field-evaluation needs depend on equipment and installation. Obtain the buyer/AHJ requirements before design freeze.
9. Where should an Indonesia-bound crusher be checked for Lartas?
The importer should search the exact AHTN line in Indonesia INTR and review applicable import restrictions or documentary controls (Lartas). The result depends on final HS, model and accompanying modules. Do not assume industrial equipment is automatically unrestricted.
10. Should Cambodia or Thailand use ATIGA or RCEP?
There is no default answer. Compare actual import tariff, PSR, proof mechanism and the buyer’s eligibility to claim preference. Lock the origin route after agreeing import classification and reviewing the BOM audit trail.
11. What makes a crusher Cargo Ready for cut-off control?
FAT completion alone is insufficient. Freeze serial/model, shipped safety configuration, rotor/knife securing, actual packed weights/dimensions and required origin/market documents. Carrier booking, CY/CFS, SI, VGM and ETD milestones then follow the confirmed transport schedule.
12. What must be archived after sailing?
Keep customs declaration, commercial documents, final B/L or AWB, origin proof/audit trail, technical safety documents, packing photographs and buyer/bank documents. The record must reconstruct model, serial, BOM revision, packages and payment/claim status. Customs clearance is not the end of shipment control.
15. FINAL OUTPUT & POST-SHIPMENT ARCHIVE
A crusher shipment should only be closed when the exporter can reconstruct months later which model/serial was shipped, which safety revision and BOM/origin version applied, which packages moved, which guards/interlocks were installed, which document set the buyer received, and the status of payment/claims.
