EXPORTING PLASTIC INJECTION MOULDING MACHINES FROM VIETNAM

Injection moulding machines are high-value, heavy industrial assets whose export treatment depends on moulded material, clamping force, drive system, automation modules and machine condition. A generic Invoice description can lead to the wrong HS, origin claim, market-compliance route or packing plan.

This guide follows the shipment from market scan and Vietnam policy through HS/tax/VAT, origin, EU–Korea compliance, Production Freeze, Cargo Ready, cut-offs, OOG packing and post-shipment records.

1. QUICK FACTS

Compilation note: updated 7 October 2026. Main scope: new plastic injection moulding machinery; rubber machines, used/refurbished machines, moulds, robots and auxiliary equipment are treated separately where HS/compliance changes.

MARKETS

WITS 2024 HS 847710 importer-side data records trade from Vietnam into the EU, Indonesia, Thailand, Korea and Japan. EU and Korea are analysed in depth because product compliance can affect machine design and release.

VIETNAM EXPORT POLICY

A new standard plastic injection moulding machine will generally follow normal export procedures after screening. Used/refurbished, rubber-moulding, wireless/laser/robot-equipped or sensitive end-use configurations require separate review.

HS – DUTY – VAT

Main heading 8477.10: 8477.10.10 for rubber; 8477.10.31 for PVC injection moulding; 8477.10.39 for other plastics. Export duty/VAT must follow the final HS and file.

ORIGIN / FTA

RCEP PSR for 8477.10 is RVC40 or CTSH. EVFTA ex-Chapter 84 uses a change-of-heading or non-originating-material value rule unless a specific exception applies. Manage origin BOM-first.

MARKET COMPLIANCE

EU: Machinery Directive 2006/42/EC remains the main regime until the new Machinery Regulation applies on 20 Jan 2027. Korea: power-driven injection moulding machines are KCs Safety Certification and Safety Inspection subjects.

2. PRODUCT SCOPE & TECHNICAL CLASSIFICATION

An injection moulding machine plasticises material, injects it into a mould under pressure and controls the clamping/injection cycle. Classification follows the material being moulded and the machine’s actual function, not brand, motor power or commercial wording alone.

Robots, loaders, dryers, chillers, mould-temperature controllers, grinders, conveyors and moulds may form one production cell but do not automatically take the machine’s HS when separately invoiced or shipped. If a shipment is presented as a complete line, Section XVI functional-unit principles still need to be tested against the actual scope and documentation.

3. EXPORT MARKETS & MARKET ACCESS

WITS 2024 HS H0 847710 importer-side data, partner = Vietnam, records approximately USD 866.44k/4 units for the EU (Germany USD 784.38k/3 units), USD 426.93k/5 units for Indonesia, USD 370.73k/4 units for Thailand, USD 219.68k/3 units for Korea, and USD 46.93k/1 unit for Japan. This legacy 6-digit code does not split plastic from rubber injection-moulding machines; EU and Germany must not be added together because Germany is already part of the EU total.

The EU is prioritised because the machinery legal regime is transitioning into Regulation (EU) 2023/1230. Korea is prioritised because injection moulding machines are directly named in the KCs Safety Certification and Safety Inspection systems. Indonesia and Thailand remain relevant commercial markets, but their exact importer/local requirements must be checked against the final HS and configuration at shipment date.

4. VIETNAM EXPORT POLICY

From 5 September 2026, Decree 292/2026/ND-CP is the current foreign-trade framework replacing the previous Decree 69 framework. A new injection moulding machine for ordinary industrial use generally follows normal export procedures after exact-model screening. The conclusion should be re-opened for used/refurbished machines, sensitive end-use, special radio/laser modules, robots or other controlled functions.

Old → new: Decree 292/2026 replaced the Decree 69/2018 framework from 5 September 2026. New shipments should use the current basis while transition provisions remain relevant to earlier files/permits.

5. HS CODE – EXPORT DUTY – EXPORT VAT

Vietnam’s AHTN structure distinguishes injection moulding machines by moulded material. Confirm machine application first, then distinguish PVC-specific and other plastic machinery. The drive architecture or clamping force is important technical data but does not replace the material/application test for the 8477.10 subheading split.

6. ORIGIN / C/O / FTA

Injection moulding machinery commonly uses imported PLC/HMI, servo motors, controllers, hydraulic pumps/valves, screws/barrels, sensors and safety components. Origin therefore has to be managed BOM-first, with change control after Production Freeze. A machine assembled in Vietnam is not automatically Vietnamese-origin for every FTA.

7. PRODUCT-SPECIFIC MARKET COMPLIANCE

Injection-moulding-machine compliance can change the machine before shipment: guards, interlocks, safety relays, E-stops, robot-cell boundaries, manuals and nameplates cannot be left until the final week before ETD. Lock the exact model and legal placement/installation route by market.

CONCLUSION

On 7 October 2026, machinery placed on the EU market before the new application date remains under Directive 2006/42/EC. Regulation (EU) 2023/1230 applies from 20 January 2027. A late-2026 shipment can still hit the new regime if market placement/putting into service occurs after the transition date.

MAIN REQUIREMENTS
  • The technical file must cover mould-area crushing hazards, guards/interlocks, hot surfaces, hydraulic/electrical hazards, emergency stop, maintenance access and robot-cell interfaces. In the harmonised-standards list updated 7 September 2026, EN ISO 20430:2020 is referenced specifically for injection moulding machines; correct use can provide presumption of conformity for the EHSR it covers, but it does not replace the risk assessment or technical file.
  • Screen EMC Directive where the exact electrical/electronic configuration falls within its scope.
  • Partly completed machinery uses a different documentation route: declaration of incorporation and assembly instructions.

CONCLUSION

KOSHA directly lists a power-driven injection molding machine to mold plastic or rubber among hazardous machines subject to KCs Safety Certification. Injection moulding machines are also Safety Inspection subjects after workplace installation.

MAIN REQUIREMENTS
  • KCs Safety Certification has its legal basis in Korea’s Occupational Safety and Health Act Article 84. KOSHA describes documentary assessment, technical capability/production-system assessment, product assessment and surveillance. This is Safety Certification, not the self-declaration route used for some other machinery categories.
  • KOSHA application standards for injection moulding machinery reference EN 201:2009, KS B ISO 6389:2014 and KS C IEC 60204-1.
  • Safety Inspection scope also lists power-driven injection moulding machines for plastic or rubber.
  • KOSHA states the inspection cycle for this group as initial inspection within three years after installation, then every two years.

Upcoming changes: Vietnam Law 11/2026/QH16 takes effect 1 March 2027, so it is not applied early to an October 2026 shipment. The EU also switches to Regulation (EU) 2023/1230 on 20 January 2027, so distinguish ETD from market-placement/putting-into-service date.

Injection moulders are heavy machines with asymmetric CoG and, for hydraulic models, retained oil/accumulators. Logistics planning starts with packed dimensions, GW/NW, CoG, floor load, lifting points, forklift pockets and oil/accumulator status.

INCOTERMS TO REVIEW: FCA for exporter-cleared delivery to a named carrier point; FOB only for sea shipment, with risk passing on board rather than at gate-in; CIP where seller buys carriage/insurance but risk passes at first-carrier delivery; DAP for project delivery to buyer’s plant while import clearance/duty generally remains with buyer unless contracted otherwise.

Packing checks: secure moving platen/injection carriage; protect tie bars, nozzle, HMI and connectors; drain/secure cooling lines; pack mould separately where required; mark CoG/lifting; photograph before/after closing; maintain crate mapping by serial.

14. FREQUENTLY ASKED QUESTIONS

1. Can a plastic injection moulding machine be exported from Vietnam?

A new standard industrial machine generally follows normal export procedures after screening. Exact model, material application, new/used condition, end-use and special modules must still be checked under the current rules.

2. Is 8477.10.39 always the correct HS?

No. Vietnam distinguishes 8477.10.10 for rubber, 8477.10.31 for PVC injection moulding machines and 8477.10.39 for other plastics. Technical application evidence is required.

3. Do hydraulic and all-electric machines have different HS?

Drive architecture is normally not the key split between 8477.10.31 and .39, but it changes safety, packing, oil/accumulator and market-compliance data. Review the exact machine.

4. Does the mould use the same HS as the machine?

Not automatically. Moulds have their own heading under 8480 and normally require separate classification when separately invoiced/shipped. Mould weight also needs to sit inside the lifting and crate plan.

5. Which EU regime applies to a December 2026 shipment?

Do not look at ETD alone. Regulation (EU) 2023/1230 applies from 20 January 2027, so lock the market-placement/putting-into-service date and buyer route for late-2026 shipments.

6. Does an EU-bound injection moulder need CE?

A complete machine under the current Machinery Directive must satisfy relevant EHSR, technical-file, conformity-assessment, EC Declaration of Conformity and CE-marking requirements before market placement/use. EN ISO 20430:2020 is currently the harmonised safety standard specific to injection moulding machines and can support presumption of conformity for covered EHSR. Partly completed machinery follows a different route.

7. Is KCs required in Korea?

KOSHA directly lists power-driven injection moulding machines for plastic/rubber as Safety Certification subjects. Lock manufacturer/model/clamping force/safety architecture and certification route early.

8. Is there an inspection after installation in Korea?

Yes, injection moulding machines are also Safety Inspection subjects. The buyer/operator needs installation and safety data for ongoing inspection obligations.

9. Does a RCEP C/O guarantee Korean preference?

No. RCEP 8477.10 uses RVC40 or CTSH, but HS, proof, claim conditions and tariff treatment must all qualify. KCs is a separate compliance layer.

10. Does assembly in Vietnam automatically satisfy EVFTA origin?

No. The applicable ex-Chapter 84 rule requires the specified change of heading or non-originating-material value condition, subject to exceptions. BOM, input HS/origin and supplier evidence are required.

11. What container should be used?

Decide from packed dimensions, GW, CoG and crate design. Small machines may fit GP/HC; large machines may require Open Top, Flat Rack or project cargo. Do not book from brochure dimensions alone.

12. What should be archived post-shipment?

Customs file, Invoice/PL, final transport documents, origin audit trail, final BOM/change log, EU/Korea compliance file, FAT/SAT, packing/lifting evidence, buyer/bank documents and payment/claim records.

15. POST-SHIPMENT OUTPUTS & ARCHIVE

A shipment is not closed until the exporter can trace serial → configuration → BOM/origin version → market compliance → crate map → transport document → commissioning/buyer handover → payment.

  • Completed export declaration and classification/customs file.
  • Commercial Invoice, Packing List, crate/sub-module list and serial mapping.
  • Final B/L/AWB/Sea Waybill, SI, VGM and OOG approval if applicable.
  • C/O/proof plus BOM, supplier evidence, RVC/CTC working and Origin Audit Trail.
  • EU technical/CE evidence or Korea KCs file/certification route for the shipped model.
  • Final BOM/change log, manuals, electrical/hydraulic drawings and FAT records.
  • Packing photos, CoG/lifting plan, oil/accumulator sheet and claim/survey records.
