Exporting PET Bottle Blow-Moulding Machines from Vietnam: HS, Documents and Shipping
PET bottle blow-moulding machines can generally be exported from Vietnam under ordinary merchandise procedures. The exact HS classification, shipping documents and destination requirements depend on the machine configuration, its condition and accompanying units.
Before crating and booking transport, the exporter should confirm what is included in the sale, where the machine will be installed and which evidence the buyer needs for customs and commissioning.
Korea, Indonesia and India appear in Vietnam’s reported HS 847730 exports for 2023.
Ordinary new production machinery can generally follow normal export procedures; used or special-purpose units require individual review.
8477.30.00 for blow-moulding machines. Preform injection machines and separately sold auxiliaries are not automatically covered.
Verify export duty against the final classification. A 0% VAT rate may apply to qualifying exports, subject to statutory evidence.
Catalogue, model, contract, commercial invoice, packing details, buyer information and origin requirements, where relevant.
Product covered: PET bottle blow-moulding machinery that forms bottles from PET preforms. Preform injection machines, air compressors, chillers, moulds and spare parts sold separately require classification according to their own functions and transaction documents.
01HS CLASSIFICATION, EXPORT DUTY AND VAT
For a machine whose main function is to blow-mould PET bottles, 8477.30.00 is a useful indicative HS classification for plastics blow-moulding machinery. Customs classification nevertheless follows the machine’s actual operation and configuration, not merely the trade description on an invoice. A PET preform injection machine uses a different process; compressors and chillers may have their own functions and classification. When a complete line is sold, the treatment of the assembled line and any separately supplied units should be established from the specifications.
| Equipment sold | Classification approach | Information to provide |
|---|---|---|
| Complete PET bottle blower | Indicative HS 8477.30.00 (blow-moulding machinery). | Catalogue, photographs, operating principle, model, capacity and bill of equipment. |
| Separate PET preform injection machine | Do not automatically use the blow-moulding code; review injection-moulding provisions. | Injection process specifications and machine configuration. |
| Separately sold compressor, chiller, mould or parts | Classify each product by its own function and characteristics. | Itemised equipment list, quantity, value and technical sheets. |
Vietnamese export duty must be checked against the final HS classification and the tariff in force when the export declaration is registered. An import MFN rate does not establish the export duty. Decree 26/2023/ND-CP, together with applicable amendments, is the tariff reference; no exact export-duty percentage is promised without a classified model.
For VAT on exports, Article 9(1) of Vietnam’s VAT Law 48/2024/QH15 provides a 0% rate for qualifying exported goods. Documentary and other conditions under Article 18 of Decree 181/2025/ND-CP and applicable amendments must be satisfied. A zero VAT rate does not eliminate freight, customs or other taxes and charges.
02VIETNAM EXPORT POLICY AND DESTINATION-MARKET REQUIREMENTS
A standard new PET bottle blow-moulding machine is generally exported under ordinary merchandise procedures without a product-specific export licence solely because it is plastics machinery. The actual model must still be reviewed against restricted or controlled-goods rules under Decree 69/2018/ND-CP and subsequent amendments. Used machines, temporary exports for repair, or equipment with special functionality may require separate analysis.
Being allowed to leave Vietnam is not the same as being ready to enter the buyer’s country. The importer may need technical declarations, electrical-safety information, manuals, conformity evidence or local permissions, depending on the precise machine and destination. Agree on these requirements before the supplier finishes the machine: changes to voltage, controls or guards after factory acceptance can delay shipment and installation.
Check the actual model against relevant machine-safety rules. KOSHA’s KCs material lists injection-moulding machinery among controlled types; that alone does not establish a universal KCs obligation for PET blow-moulding machines.
Machinery photographs, electrical diagrams, guarding details, operation manuals and any required certification evidence.
The local importer should confirm import documentation and any specific technical requirements. Avoid assuming that every machinery model requires an identical registration.
Invoice, packing list, catalogue, model, origin information and electrical specifications.
India’s Ministry of Heavy Industries listed the withdrawal of the Machinery and Electrical Equipment Safety OTR 2024 on 16 January 2026. Other product-specific rules must still be checked.
Technical file and the buyer’s confirmed import requirements before dispatch.
The market indication is based on WITS/UN Comtrade 2023 data as reported by Vietnam for the whole HS 847730 category. It is not a PET bottle machine-specific market dataset and cannot establish today’s product-registration or import rules in those countries.
03WHAT DOCUMENTS SHOULD THE EXPORTER PROVIDE?
The initial paperwork is usually manageable when the machine and transaction are properly described. Delays often occur when the invoice names a single machine but the catalogue shows an entire production line, or the packing list does not match the number of crates after dismantling.
DOCUMENTS TO PROVIDE
- Sales contract or purchase order: machine description, quantity, value, delivery term and buyer details.
- Commercial invoice: equipment name, model, price, currency, quantity and relevant sale terms.
- Packing list: crate count, packed dimensions, net/gross weights, package marks and dismantled modules.
- Catalogue and specifications: function, output capacity, electrical supply, machine photographs, and new/used condition.
ADDITIONAL DOCUMENTS WHEN APPLICABLE
- Origin documentation, where required: C/O application materials or other evidence appropriate to the agreement and transaction.
- Destination technical certificates, if applicable: documents genuinely required for the particular model and importer.
A logistics provider can coordinate customs declarations, cross-check commercial data, arrange transport bookings and follow up on shipping documents. The exporter must provide accurate machine and transaction information. Any statutory permits or certificates remain subject to issuance by the competent authority or body.
04IS A CERTIFICATE OF ORIGIN OR FTA PREFERENCE NEEDED?
The buyer may ask for one to claim preferential import duty or to complete contractual documentation. The actual benefit depends on the importing country, applicable trade agreement, final HS code and whether the machine satisfies the agreement’s origin rules. Shipment from Vietnam alone does not establish Vietnamese preferential origin.
AGREEMENTS TO ASSESS
AGREEMENTS TO ASSESS
AGREEMENTS TO ASSESS
If preferential origin documents are required, provide the manufacturing location and origin information for main components. Assembling imported components in Vietnam does not automatically create qualifying origin.
Vietnam’s MOIT Circular 26/2026/TT-BCT was issued on 20 May 2026 with a general effective date of 29 May 2026 and amended administrative-delegation arrangements. The receiving authority and applicable C/O procedure should therefore be confirmed for the actual application date.
05THE EXPORT PROCESS IN FIVE PRACTICAL STAGES
Machinery shipments normally move through five straightforward stages. Total lead time depends on machine readiness, collection arrangements, customs checks and carrier schedules; one universal number of days would be misleading.
01 · Confirm the machine and destination
Provide the model, catalogue, condition and destination to assess preliminary HS classification, Vietnam export policy and buyer requirements.
02 · Agree on documents and freight arrangements
Check the contract, invoice and packing data. Determine whether dismantling, oversized transport or special lifting equipment is needed.
03 · Pack, collect and clear export customs
Crate the equipment, move it to the agreed shipping point, file the export declaration and address any documentary or physical checks.
04 · Hand over to the carrier
Complete shipping instructions and review transport documents. For ocean cargo, the gate-in and documentation cut-offs depend on the confirmed booking.
05 · Complete post-shipment documents
Obtain the final transport document and any qualifying C/O, deliver the buyer or banking document set, and preserve evidence for payment and warranty matters.
Where installation is included in the contract, delivery and acceptance must be distinguished. FAT means Factory Acceptance Test, while SAT means Site Acceptance Test after installation. These are contractual milestones, not mandatory customs formalities for every machine.
06FREIGHT, COSTS AND PRACTICAL RISKS
A PET blower can contain electrical cabinets, heating assemblies, moving mechanisms and heavy structures. Freight cost therefore depends not only on gross weight but also on packed dimensions, centre of gravity, lifting and securing arrangements. If the machine is dismantled, the packing list should enable every crate to be identified at delivery.
Packed measurements
provide the length, width, height and gross weight of each completed package. These figures inform the choice between standard containers and special equipment, such as flat-racks.
Safe handling
unusually heavy or unbalanced units may require centre-of-gravity (CoG) data, lifting points, floor-load information and a securing plan.
Equipment protection
restrain moving parts, protect electrical components against moisture, and disclose accompanying oils, liquids or batteries so transport restrictions can be assessed if relevant.
Quote scope
compare packing, origin collection, customs clearance, lifting, international freight, insurance and destination delivery under the agreed Incoterm. Quotations are comparable only if their services match.
Ocean schedules and cargo-document deadlines are confirmed with each booking. Oversized and heavy machines require a dedicated loading plan; do not promise sailing dates based only on the machine’s unpacked dimensions.
07FREQUENT QUESTIONS FROM EXPORTERS
Does a new PET bottle blower need its own Vietnamese export permit?
Ordinary new production machinery can generally be exported without a licence solely because it is plastics machinery. The model, function and current controlled-goods rules must still be checked. Used machines, project equipment and unusual functions can change the assessment.
Do not assume so. Blow-moulding and injection-moulding use different production processes. For mixed lines or separately shipped equipment, send full specifications and an itemised machine list for classification.
Is KCs always mandatory for a PET blower delivered to Korea?
No universal conclusion is justified. KOSHA’s controlled-machinery lists include injection-moulding equipment; the precise blow-moulding model and current import obligations should be assessed with the Korean importer or competent specialist.
Must every shipment to Indonesia or India carry a C/O?
Not necessarily. The commercial agreement, importer requirements and intended FTA preference determine whether origin proof is required. Preferential certification is only appropriate when the actual machine meets the origin criteria.
Can a freight quote be issued before the crates are measured?
A preliminary estimate is possible. Firm equipment and freight arrangements need packed dimensions, gross weight, collection and delivery points, Incoterms and handling requirements. A small change in crate height can alter container suitability.
