Do not infer export duty from Vietnam’s MFN import tariff. Decree 26/2023/ND-CP provides the export tariff framework, while Decree 201/2026/ND-CP, effective 23 Jul 2026, amends export duty rates for certain products. Check the final HS against the export tariff in force on declaration date.

14. FAQ
1. Does a new plastic extruder require a separate Vietnamese export licence?
Do not assume a dedicated licence solely from the trade name. A standard new industrial extruder is normally exported commercially, but exact model, condition, end-use/end-user and special triggers must be screened.
2. What is the working HS code?
For a complete plastic extruder, 8477.20.20 is the strongest working code. Rubber extruders use 8477.20.10; parts and downstream machines need separate classification.
3. Does twin-screw versus single-screw change HS automatically?
No, not if both remain extruders for plastics. However, configuration may change BOM/origin, compliance, weight and OOG planning.
4. Can a complete pipe extrusion line use one 8477.20.20 code?
Do not assume so. Vacuum tank, haul-off, cutter, chiller or winder can have independent functions. Build a machine/HS matrix.
5. How is export duty checked?
Check the final HS against Decree 26/2023 and amendments in force, including Decree 201/2026. Do not infer export duty from MFN import duty.
6. Is 0% VAT automatic?
No. Decree 181/2025 sets the 0% framework and conditions in Articles 17–18; the transaction and evidence must satisfy the legal conditions.
7. What is the RCEP PSR for 8477.20?
RCEP Annex 3A states CTSH or RVC40. BOM, supplier evidence, production records and costing are needed as applicable.
8. What should be checked first for Indonesia?
Search the exact AHTN in INTR and confirm Lartas/non-tariff measures and importer document requirements before selecting ATIGA/RCEP.
9. Is India’s 2024 OTR still applicable in 2026?
MHI published its withdrawal on 16 Jan 2026. Other current BIS/QCO requirements still need exact-machine/component screening.
10. Is Form D always the best option for Malaysia or Cambodia?
No. Compare actual tariff, PSR and importer eligibility between ATIGA and RCEP before choosing the origin route.
11. Can hydraulic oil affect booking?
Yes. Obtain SDS and residual quantity, then determine whether draining, declaration or DG handling is needed.
12. What data is mandatory for OOG booking?
Packed L×W×H per package, GW/NW, CoG, lifting points, floor load, package construction, lashing points and route constraints.
13. How is Cargo Ready different from production complete?
Cargo Ready includes the physical machine plus compliance, origin, packing and master data sufficient for shipment execution.
14. What must be archived after on-board?
Customs file, final B/L/AWB, origin proof + Origin Audit Trail, BOM revision, compliance docs, packing/loading evidence, buyer/bank set, payment and claim/survey records if any.
15. FINAL OUTPUT & POST-SHIPMENT ARCHIVE
A shipment should only be closed when the business can reconstruct months later which machine was shipped, which BOM/origin revision applied, which packages were loaded, which compliance set accompanied the model, what the buyer received, and the status of payment/claims.
