A fabric stenter is usually a finishing line combining pin/clip chains, width and overfeed control, thermal chambers and electrical or fuel-based heating. If the exporter does not freeze the principal function, exact model, heating configuration, BOM and packed-module data, the shipment can face classification, origin, compliance and transport errors.

This guide follows the shipment E2E from market scan, HS, origin and market compliance to packing, cut-offs and post-shipment archive, with deeper screening for Myanmar, Korea, Japan and the EU.

1. QUICK OVERVIEW

WITS/UN Comtrade 2024 importer-side HS6 845180 records imports from Vietnam of about USD 663.55k by Myanmar, USD 161.86k by Korea, USD 84.90k by Cambodia and USD 63.75k by Japan. The EU imported about USD 51.89m globally under this HS6 but only about USD 6.77k from Vietnam, so it is treated as a strategic compliance market rather than a current major Vietnam destination.

VIETNAM EXPORT POLICY

A new ordinary stenter with no separately controlled goods is initially screened as a normal export. Used condition, pressure vessels, burners or explosion-proof equipment are further triggers, but they do not automatically create a Vietnam export-licence requirement.

HS – DUTY – VAT

8451.80.00 – Other machinery is the main working code when the principal function is textile finishing/heat-setting. Dryers, fusing presses, cutters and separately shipped parts must be classified separately.

ORIGIN / FTA

RCEP can be reviewed for Myanmar and Korea; HS 8451.80 carries CTSH or RVC40. Japan’s 2026 tariff shows 8451.80-000 = Free, so preferential C/O is not automatically a tariff-saving tool. EU origin must follow the current EVFTA rules under Circular 14/2026/TT-BCT.

COMPLIANCE

No single certificate applies to every stenter. Screen the exact heat source, pressure/exhaust, guards/interlocks, electrical/explosion-proof items, batteries/UPS, wooden packaging, residual fluids and heavy/OOG triggers.

CLASSIFICATION WARNING: 8451.80.00 is a working code only when the principal function fits textile finishing under heading 84.51. A machine marketed as “fabric setting machine” may need another subheading if its actual principal function is drying or pressing.

MARKET CONCLUSION: Myanmar and Korea are the strongest Vietnam-origin signals in this dataset. Cambodia exceeds Japan in reported Vietnam flow but remains a comparison market so Section 7 stays focused on four deep markets. Japan and the EU are retained because their compliance decisions materially affect product design and documentation.

CHANGE CONTROL: a PLC, motor, burner, heat exchanger or supplier change can affect origin even when the machine looks identical. Re-run the relevant PSR whenever a BOM change can affect origin.

A stenter combines thermal, mechanical and electrical risks, but obligations cannot be inferred from “industrial machinery” as a generic label. Exact model, heat source, pressure/exhaust arrangement, guarding/interlocks, electrical cabinet, separately supplied components and intended use determine compulsory scope.

KCs is not a blanket requirement for all stenters. KOSHA lists ten hazardous-machine types. Importantly, KCs “Roller” is defined as a power-driven roller used to soften or plastically deform rubber, rubber compound or synthetic resin; ordinary stenter guide rollers are not automatically that category.

14. FAQ

1. Can a fabric stenter be exported from Vietnam under ordinary procedures?

For a new ordinary stenter with no separately controlled goods, the initial route is ordinary export customs. Used status, burners, pressure vessels, explosion-proof items or batteries/fluids require separate screening, but do not automatically mean a Vietnam export licence is required.

2. Does HS 8451.80.00 apply to every “fabric setting machine”?

No. It is a working code for stenter/heat-setting/finishing machinery under heading 84.51. A dryer, press, cutter or separately shipped part may classify elsewhere.

3. Can a standalone dryer and stenter share the same HS?

Do not assume so. Standalone textile dryers point to 8451.29, while a stenter is generally reviewed under 8451.80 based on principal function and fabric path.

4. Is an import licence definitely required in Myanmar?

Not according to the current 8451800000 commodity entry. The portal states that the item does not require an import licence, but recommendation/registration from another authority may still be required. TradeNet 2.0 becomes a licensing step only where an actual licence/permit trigger exists.

5. Is KCs mandatory for a stenter in Korea?

There is no basis for a blanket KCs statement. KOSHA’s KCs “Roller” scope concerns powered rollers used for softening/plastic deformation of rubber, rubber compound or synthetic resin, so ordinary stenter guide rollers are not automatically that category. Pressure vessels above the relevant threshold or explosion-proof apparatus may create separate triggers.

6. Is PSE mandatory for a stenter in Japan?

Not automatically. DENAN/PSE applies to 457 designated Electrical Appliances and Materials. For in-scope imports, the Japanese importer carries the Notifying Supplier obligations; separately supplied electrical items should be screened individually.

7. Is a preferential C/O always needed for Japan?

No. Japan’s 2026 tariff shows 8451.80-000 as Free, so if the final HS remains there a preferential C/O provides no additional import-duty saving. Origin proof may still be required by contract, buyer/bank or a different final HS.

8. Which EU machinery regime applies?

As of 6 Oct 2026, Directive 2006/42/EC remains central before the new Regulation applies fully. Regulation (EU) 2023/1230 applies from 20 Jan 2027, so the relevant placing-on-market/putting-into-service timing must be confirmed.

9. Does an RCEP proof automatically give preference?

No. The product must satisfy the PSR and all FTA conditions. For HS 8451.80, RCEP shows CTSH or RVC40, requiring BOM/input HS/origin/value evidence.

10. Can changing a PLC or motor affect origin?

Yes. A component change can affect RVC or tariff-shift compliance. Apply change control and re-run the PSR assessment before issuing proof.

11. Is production completion the same as Cargo Ready?

No. Module packing, packed dimensions, GW/NW, CoG, compliance/origin evidence, booking data and shipment-document inputs must also be ready.

12. What should be archived after on-board?

Keep origin evidence, technical/compliance files, manuals/drawings, packing/lifting evidence, buyer/bank documents, payment and commissioning/warranty/claim records so the shipment can later be reconstructed.

15. POST-SHIPMENT OUTPUT & ARCHIVE

Close the shipment file only when the business can reconstruct the exact model/serial, BOM-origin version, market-compliance scope, module packing, transport data and payment. For line machinery, commissioning and package-to-installation evidence are part of the commercial control file.
