EXPORTING SHUTTLE LOOMS FROM VIETNAM

“Shuttle loom” should not be researched through one HS6 line only. For shuttle-type looms wider than 30 cm, market screening should cover at least 844621 – power looms and 844629 – other shuttle-type looms; narrow looms sit under 844610. Using one narrow line can distort market selection, FTA analysis and destination compliance.

VIETNAM POLICY

An ordinary new industrial shuttle loom should not be assigned a special export licence by name alone. From 5 Sep 2026, Decree 292/2026 replaced Decree 69/2018; exact models still require screening where a specialised or strategic-trade trigger exists.

HS – DUTY – VAT

Over 30 cm, shuttle-type power loom: 8446.21.00; shuttle-type other: 8446.29.00. Narrow, shuttleless and parts use different lines. Export duty is checked separately; 0% VAT is conditional.

ORIGIN – FTA

UAE: Vietnam–UAE CEPA. India: AIFTA. Korea: VKFTA/RCEP. Do not reuse one PSR across 844621 and 844629 without checking the final HS and BOM.

UAE: do not assume the whole loom is ECAS-regulated without a matching technical regulation. India: OTR 2024 once covered weaving machinery but was withdrawn 16 Jan 2026. Korea: KOSHA’s KCs Self-declaration subject list does not expressly list weaving looms.

The market scan was corrected because looking only at HS6 844621 was too narrow for the product name “shuttle loom”. In WITS 2023, Vietnam’s 844629 exports were about USD 993.67k / 72 items. UAE and India were the two largest destinations, while Korea also appeared under 844629 and separately under 844621.

This overview therefore deep-dives UAE – India – Korea. Indonesia remains a secondary case where a specific buyer or used-machine transaction exists, rather than a primary market selected from global demand alone.

DATA DISCIPLINE: WITS states that HS844629 uses HS 1988/92 (H0) and reports gross exports. HS844621 is a separate HS6 line, so the article presents the two datasets side-by-side and does not add them into a synthetic “shuttle loom market total”.

Heading 84.46 cannot be classified from the phrase “shuttle loom” alone. Lock working width, then shuttle/shuttleless and power/other. From 15 Sep 2026, Circular 85/2026/TT-BTC is the current Vietnam rule on classification and analysis for classification, replacing Circular 14/2015 and Circular 17/2021.

Shuttle looms may contain imported motors, VFDs, PLC/controllers, sensors, bearings, gearboxes and dobby/Jacquard equipment. Origin should follow final HS → PSR → BOM → input HS/origin → supplier evidence → production/assembly records → final Invoice/PL/C/O. Do not automatically reuse an 844621 rule for 844629.

India’s Ministry of Heavy Industries published category-specific guidance for All Types of Weaving Machines (Looms) on 10 Oct 2025 under OTR 2024/Scheme-X. However, the underlying OTR 2024 was withdrawn on 16 Jan 2026. The 2025 guideline therefore should not be used as an independent current basis for saying looms remain mandatory under that withdrawn OTR.

CONFIGURATION FREEZE: where motors/controllers/dobby/Jacquard vary by order, lock the machine configuration before packing. A late change can simultaneously affect PSR, technical file, crate plan and buyer acceptance.

FCA often gives a clean split where the exporter clears export customs and the buyer controls main carriage. FOB/CFR/CIF can be used for sea commercial terms with correct risk-transfer understanding. DAP/DPU/DDP should only be accepted after destination permits, duties/taxes, unloading/rigging and installation responsibilities are mapped.

Is HS 8446.21.00 automatic for every shuttle loom?

No. 8446.21.00 is a reference for power shuttle looms wider than 30 cm. Other shuttle looms may fall under 8446.29.00; narrow and shuttleless machines use other lines. Width, weft-insertion method and drive must be known first.

Why should the market scan not use only HS844621?

Because “shuttle loom” is broader than power looms. WITS 2023 shows Vietnam exported nearly USD 994k under 844629, far above the USD 5.10k recorded under 844621. Using only 844621 materially distorts market selection.

Does a shuttle loom need a Vietnam export licence?

Do not assign a special licence automatically to an ordinary new loom. Check Decree 292/2026 for the actual goods and run strategic-trade screening where technical characteristics or end-use/end-user create a trigger.

What changed in Vietnam from 5 Sep 2026?

Decree 292/2026 replaced Decree 69/2018 from 5 Sep 2026, while its transition clause allows certain existing ministry guidance under Decree 69 to continue through 31 Dec 2026 and protects already accepted complete administrative files.

Does a loom exported to the UAE automatically require ECAS?

No. MoIAT distinguishes regulated and unregulated products. Conformity obligations should be fixed only after the exact loom/component is matched to an applicable technical regulation or regulated scope.

What origin document is used under Vietnam–UAE CEPA?

Circular 24/2026 implements CEPA rules of origin and the UAE-VN C/O. Check the PSR for the final HS. CEPA took effect 3 Feb 2026; Circular 24 took effect 5 May 2026 with retrospective issuance arrangements for qualifying Vietnam exports from 3 Feb.

Is a shuttle loom still mandatorily under India Scheme-X because of OTR 2024?

Do not state that. OTR 2024 once covered weaving machines and had a 2025 category guideline, but the Ministry of Heavy Industries withdrew the OTR on 16 Jan 2026. The exact machine still needs screening for other current QCOs/rules.

How does AIFTA origin work for India?

VNTR states a general criterion of at least 35% RVC and CTH, unless the product has a specific PSR. Therefore check the final HS against the PSR list before using the general rule; Form AI is the origin certificate route.

Is Korea KCs Self-declaration mandatory for shuttle looms?

A blanket conclusion is not supported. KOSHA lists 11 hazardous-machine groups and its Machine Tool scope names lathe, drilling, planer, slotting and milling, not weaving looms. Other electrical/site requirements may still apply.

Can separately shipped dobby/Jacquard equipment use the loom HS?

Not automatically. Separately declared auxiliary equipment can fall under heading 8448. Use the part number, function, drawing and Invoice/PL structure to classify it.

Should the loom ship assembled or dismantled?

Decide from packed size, frame rigidity, container opening, lifting and OEM instructions. If dismantled, maintain a part-to-crate map and serial/part photos.

Is test-run completion the same as Cargo Ready?

Not necessarily. Cargo Ready should also require market-compliance data, origin evidence, final packing, crate mapping, oil/battery screening and booking-ready documents.

15. POST-SHIPMENT OUTPUT & ARCHIVE

The archive should be sufficient to reconstruct model/serial, HS logic, legal version, BOM-origin version, market-compliance decision, machine-to-crate mapping, packing evidence and buyer/bank documents months later.

Legal archive rule: do not retain only “the newest regulation”. The shipment file should identify the legal/PSR/compliance version actually relied upon on the decision date, so later HS/origin/market-access reviews can be reconstructed.
