VIETNAM POLICY

A new, ordinary industrial fabric cutting machine is initially screened as a standard export, but the exact model, cutting principle, condition, end-use and technical triggers must be locked before a final conclusion.

HS – TAX – VAT

Machines specifically for reeling, unreeling, folding or cutting textile fabrics may be screened under 8451.50.00. Laser/waterjet cutters and parts require separate classification. Export duty and VAT remain document- and law-dependent.

C/O / FTA

Germany/EU: review EVFTA. Japan: use an FTA only when it creates a real benefit or the buyer needs origin proof. Singapore: ATIGA/CPTPP/RCEP may support origin governance, but ordinary machinery is generally non-dutiable in Singapore.

2. PRODUCT SCOPE & TECHNICAL CLASSIFICATION

“Fabric cutting machine” is not a sufficient customs or compliance description. The classification file should identify the cutting principle, material processed, automation level, power source, working area, model, new/used status and whether the shipment is a complete machine or part.

Classification checkpoint: a laser unit, paper/leather cutter or a cutting system whose principal function is not textile-fabric cutting must not inherit HS 8451.50 merely because the invoice says “fabric cutter”.

The figures are used only to identify relevant routes. A market is not selected merely because it ranks highly in one year: accessibility, FTA/origin logic, technical compliance and logistics feasibility must also be considered. Germany/EU, Japan and Singapore are therefore analysed in depth below; Brazil and the United States remain comparison markets for a later country-specific article.

The Vietnam tariff nomenclature lists 8451.50.00 for machines for reeling, unreeling, folding, cutting or pinking textile fabrics. The final classification must still be supported by the actual model file, especially where laser, waterjet, multifunction or separately presented components are involved.

6. C/O – FTA – RULES OF ORIGIN

For fabric cutting machinery, origin work should be BOM-first. Motors, controllers, servos, vacuum pumps, blade heads, frames and electrical assemblies may come from multiple sources. Before promising preference, lock the finished-good HS, PSR, component origin, value/processing and supplier evidence.

Safety Mark is not a blanket requirement for industrial machinery. Importers must check HS/CA control status. Cargo Ready ≠ production finished. For a fabric cutting machine, Cargo Ready should be confirmed only when the physical machine and the packing data, compliance evidence, origin inputs, booking data and base shipment documents are all ready.

Incoterms control: the point where risk transfers is not always the point where cost transfers. The Contract and quotation must also state installation/commissioning, unloading, crane/forklift and destination handling where these are material to the machine.

14. FAQ

1. Does a fabric cutting machine require an export licence from Vietnam?

For a new, ordinary industrial machine with no special trigger, the initial route is standard export. The exact model, cutting principle, new/used condition, end-use and Decree 292/2026/ND-CP still need shipment-specific screening.

2. Does HS 8451.50.00 cover every fabric cutting machine?

No. It is a working code for machines specifically used to reel, unreel, fold or cut textile fabrics, especially knife cutting. Laser/waterjet machines and parts need separate classification by technology and function.

3. Can a laser fabric cutter still be classified under 8451.50.00?

Do not assume so. Heading 84.56 covers machine-tools removing material by laser/light beam/waterjet processes. Review the laser source, cutting principle, material scope and technical file first.

4. For Germany/EU, is the Machinery Directive or Machinery Regulation currently relevant?

As of 6 Oct 2026, Directive 2006/42/EC remains central for machinery placed on the EU market before transition. Regulation (EU) 2023/1230 applies from 20 Jan 2027; near-transition shipments should lock the placing-on-market date with the importer.

5. Does every EU machine require a notified body?

No. The conformity route depends on the machinery type and exact legal scope. Confirm the model, applicable Annex/scope and standards before deciding whether third-party involvement is required.

6. Is PSE mandatory for a fabric cutting machine exported to Japan?

Not automatically. DENAN/PSE applies only to designated Electrical Appliances and Materials; screen the complete machine and separately supplied electrical accessories. Separately, buyer/site machinery safety and risk-information needs may arise under Japan’s Industrial Safety and Health framework.

7. Does industrial machinery entering Singapore require a Safety Mark?

Not by default. Safety Mark applies to in-scope CPSR Controlled Goods. Industrial cutting machinery also needs WSH Fifth Schedule screening from 1 Jan 2025, so importer/supplier/installer machinery-safety duties should be checked independently of Safety Mark.

8. What EVFTA origin rule should be reviewed for a fabric cutting machine?

For ex Chapter 84, EVFTA allows materials from any heading except the product heading, or an alternative under which the value of all materials used does not exceed 70% of the ex-works price, unless a line-specific rule provides otherwise. Map the BOM and input HS before selecting the rule.

9. Is C/O necessary to reduce import duty in Japan or Singapore?

Not necessarily. Japan’s 2026 tariff shows 8451.50-000 as Free; Singapore has only four main dutiable categories and ordinary fabric cutting machinery is non-dutiable. C/O may still be needed for buyer, tender, re-export or origin-governance purposes.

10. When is Production Freeze needed?

Use it when component/spec/label changes can affect HS, compliance or origin. Controller, motor, blade head or supplier changes after freeze should trigger change control and re-review.

11. Should a long cutting table move LCL or FCL?

Do not decide by weight alone. Use packed dimensions by module, GW/NW, CoG, container door clearance, floor load and lashing; automatic tables often suit FCL to reduce handling.

12. What should be archived after sailing?

At minimum keep the customs declaration, final B/L/AWB, origin proof if used, technical/compliance set, packing/lashing evidence, BOM-origin version, buyer/bank documents, payment and any claim/survey records.

15. FINAL OUTPUTS & POST-SHIPMENT ARCHIVE

A fabric-cutting-machine shipment should not be closed until the business can reconstruct the model/serial, HS, BOM/origin version, market-compliance status, packing configuration, transport and payment. This matters especially for machinery that requires commissioning, warranty support or may be subject to later claims.

Archive principle: months later, a person who did not work on the shipment should still be able to identify which machine/configuration moved, which origin version and compliance set applied, how it was packed and which documents the buyer received.
