Import procedure for MFP with Wi-Fi/Bluetooth

Import procedure guide

IMPORT PROCEDURE FOR MFP WITH WI-FI/BLUETOOTH

This guide applies only to MFP (Multi-Function Printer) with printing, copying, scanning and possibly fax functions, integrated with Wi-Fi/Bluetooth. It does not automatically apply to single-function printers, standalone photocopiers, standalone scanners or industrial printing equipment. For the product covered in this article, the importer should confirm the model, intended use, construction or composition, new/used condition, and technical documents before concluding the HS code, tax treatment, or specialist policy. The following sections organize the main controls from document receipt, catalogue and label review through dossier preparation, declaration, and coordination at the port of entry.

QUICK FACT

ItemReview points for MFP with Wi-Fi/BluetoothOperational note
Product nameMFP / multifunction printer with print-copy-scan and possibly fax; USB/LAN/Wi-Fi/Bluetooth connectivity.Avoid generic descriptions such as “printer” or “office machine” if the catalogue shows color copy, fax, scan or wireless features.
Indicative HS code8443.31.xx – machines performing two or more functions of printing, copying or facsimile transmission, capable of connecting to an automatic data processing machine or network. Detailed codes may include 8443.31.11/19/21/29/31/91/99.The exact 8-digit code depends on technology, function, color/mono configuration, speed and model.
Indicative taxesOrdinary import duty: generally 5%; MFN import duty: generally 0%; proposed VAT: 10%; FTA preferential duty: often 0% with a valid C/O.Check the final code, origin and tax policy on the declaration date.
Key specialized policiesThree layers: printing-equipment policy, conformity for Wi-Fi/Bluetooth modules if applicable, and labeling/technical dossier.Do not conclude “no license/declaration required” before checking color photocopy, printing technology, speed, paper size and condition.
Key technical documentsCatalogue, datasheet, user manual, model list, original label photos, printing technology, wireless specification and test reports if available.Model, serial, functions, origin, wireless module and printing technology must match across all documents.

Legal note: This is an operational reference for importers. HS code, duty, printing-equipment declaration, wireless conformity, Vietnamese labeling and dossier requirements must be checked against the actual catalogue, datasheet, model, printing technology, color/mono function, speed, paper size, Wi-Fi/Bluetooth module and regulations in force on the customs declaration date.

Problem – risk – solution map

An MFP with Wi-Fi/Bluetooth may fall simultaneously under customs classification, printing-equipment management and wireless conformity logic. Relying only on the commercial name “printer” may lead to incorrect HS classification, missing printing-equipment declaration or missing RF/EMC documents for Wi-Fi/Bluetooth.

Incorrect handling may cause documentary inspection, requests for technical clarification, loss of C/O benefits, DEM/DET costs, delivery delay or post-clearance documentation debt.

This guide provides an E2E (End-to-End) review map before ETA: HS code, duty, C/O, printing-equipment policy, wireless conformity, customs dossier, clearance decision points and risk checklist.

Scope of application

Applicable

Office MFPs with print-copy-scan, possibly fax, connected via USB, LAN, Wi-Fi or Bluetooth; brand-new goods for trading, office projects, EPE/FDI or factories.

Not automatically applicable

Single-function printers, standalone photocopiers, scanners, industrial printers, 3D printers, label printers, pre-press equipment or finishing lines.

Variants requiring separate review

Color photocopy MFPs, high-speed MFPs, A3 or larger devices, fax-enabled devices, storage drives, advanced security modules, Wi-Fi 6/6E/7, BLE or NFC.

Application principle

Review must be based on catalogue, datasheet, model and actual import purpose. New, used, refurbished, sample, warranty or project goods may trigger different policies.

Classification and technical identification

The key is not only whether the item is a “printer”, but whether it combines printing, copying, scanning/faxing, wireless connectivity, paper size, speed and condition.

HS code – duty – C/O

MFPs with Wi-Fi/Bluetooth are usually reviewed under 8443.31.xx if they perform two or more functions of printing, copying or faxing and can connect to an ADP machine or network. The detailed 8-digit code depends on technology, fax/scan function, color/mono configuration and model specifications.

C/O note: preferential duty requires a valid form, correct origin criterion, matching product description and HS code. Inconsistencies between “printer”, “MFP” and “color copier with Wi-Fi” should be resolved before ETA.

FAQ

Does MFP import require a permit?

It depends on the model. If printing-equipment declaration or wireless conformity is triggered, the corresponding dossier must be prepared.

Is quality inspection required?

Do not conclude absolutely. Check printing technology, color copy, wireless specs and the Group 2 list at the import time.

Is Vietnamese sub-label required?

Yes, for market circulation in Vietnam, subject to labeling regulations.

Can C/O reduce duty?

Yes, if the form, origin criterion, description and HS code are correct.

Are samples or warranty goods handled like commercial goods?

Not necessarily. Customs type, purpose, value, quantity and post-clearance duties must be reviewed.

What if invoice model differs from catalogue?

Ask the supplier to amend documents or provide a model mapping/confirmation before declaration.

EXECUTION SUPPORT FROM TGIMEX

This guide maps HS code, duties, dossier and specialized policies for MFP with Wi-Fi/Bluetooth. In real shipments, importers still need model-level review based on catalogue, datasheet, documents, origin, condition and import purpose.

Pre-ETA review

HS, printing policy, C/O, duties, labels, catalogue/model and wireless specs.

Compliance dossier control

Cross-check invoice, PL, B/L/AWB, C/O, catalogue, test reports, labels and technical files.

International logistics

Coordinate agents, carriers/airlines, ETA, pre-alert and transport documents.

Customs declaration

Prepare declaration dossier, handle channels and support HS, value, origin and specialized policy explanations.

For shipments involving specialized inspection, permits, C/O or labeling requirements, companies should not wait until cargo arrival to start the dossier review. Small inconsistencies may lead to document supplementation, delayed clearance or unplanned storage costs.

TGIMEX supports an E2E import plan: pre-ETA policy review, document check, international transport coordination, customs declaration, clearance handling, domestic delivery and post-clearance dossier archive.
