IMPORT PROCEDURES FOR SMART LOCKS INTO VIETNAM

Smart locks should not be treated as ordinary mechanical locks when the model includes Wi-Fi, Bluetooth, Zigbee/Thread, fingerprint reader, keypad, cloud app or gateway. Wrong HS, missing ICT conformity review, mismatched model between Invoice, Packing List and label, or missing datasheet may delay clearance, affect C/O preference and create DEM/DET costs. This article provides an E2E map for checking HS, duties, C/O, wireless/ICT policy, customs documents, clearance workflow and pre-ETA risks.

QUICK FACT

Checkpoint Recommendation for smart locks
Product scope Smart lock / electronic door lock operated by password, card, fingerprint, app, Bluetooth, Wi-Fi or gateway.
Indicative HS Main review: 8301.40.20 for base-metal door locks; 8301.40.90 for other locks; parts under 8301.60.00.
Duties For 8301.40.20/8301.40.90: indicative MFN 25%; ordinary duty 37.5%; VAT budget 10%, only review 8% if eligible under current VAT reduction policy.
Specialized policy If the model has Wi-Fi/Bluetooth/Zigbee/Thread/NFC or a radio module, review ICT group-2 goods, certification/declaration of conformity and quality inspection under Circular 29/2025/TT-BKHCN.
File lock point Model, frequency, transmit power, protocol, battery/adapter, lock body material, security/encryption functions, original label and C/O must match 100%.

SCOPE OF APPLICATION

Legal note

This article applies only to smart locks within the smart home group. It does not automatically apply to mechanical locks, vehicle locks, furniture locks, video doorbells, access control controllers, standalone gateways or cyber-security appliances.

In scope

  • Smart door locks for homes, offices, apartments or hotels.
  • Unlocking by PIN, card, fingerprint, Bluetooth, Wi-Fi or app.
  • Complete retail set including lock body, handles, battery box and mounting accessories.

Separate review required

  • Gateway/hub imported separately.
  • Camera doorbell or camera-integrated lock.
  • Access control controller or server-based door management system.

Review must be based on catalogue, datasheet, model, frequency, transmit power, material, accessories and actual import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Main function

Locking/unlocking a door using an electronic or electromechanical mechanism, often with motor/solenoid, keypad, fingerprint sensor, RFID, Bluetooth/Wi-Fi and app.

Technical configuration

Check battery type, adapter, gateway, Wi-Fi/Bluetooth/Zigbee/Thread/NFC, frequency and transmit power.

Material/structure

Lock bodies are often zinc alloy, aluminum, steel or stainless steel; material affects HS review under 8301.

Technical criterion Document to compare Risk if wrong Suggested description
Product name/function Catalogue, manual, product photos Generic “smart device” description may trigger HS/policy explanation. Smart electric door lock, model…, brand…, with/without wireless function.
Wireless protocol Radio datasheet, test report if any ICT conformity/quality inspection may be missed. State Wi-Fi/Bluetooth/Zigbee/NFC and frequency when available.
Lock body material BOM, catalogue, label photos Wrong material may lead to wrong HS. Base-metal smart door lock with mounting accessories.
Battery/adapter Packing List, MSDS, adapter specs Dangerous goods or accessory policy may be missed. Declare battery/adapter if packed in the set.
Model/serial Invoice, PL, label, model list Mismatch may invalidate conformity/C/O documents. Separate model lines when many SKUs are imported.

HS CODE – DUTIES – C/O

Most smart locks remain base-metal door locks with electronic or electromechanical operation. HS must be finalized by material, principal function and accessories, not by the trade name alone.

Indicative HS When applicable Risk Documents to check
8301.40.20 Base-metal door lock, including electrically operated type. May be challenged if the item is actually an access controller or gateway. Catalogue, material description, product photos.
8301.40.90 Other locks not classifiable as door locks. Wrong duty/C/O if door-lock vs other-lock classification is confused. Catalogue, usage, installation structure.
8301.60.00 Lock parts imported separately. Complete set declared as parts or vice versa. Packing list, component list.
8517/8537/8543 or other Gateway, controller, communication module or PCB imported separately. ICT/MMDS/ATTT policies may be missed if grouped under 8301. Datasheet and independent function.

FAQ

1. Does a smart lock need an import license?

It depends on the actual model and functions. Wireless and security functions must be reviewed before declaration.

2. What is the main HS?

Base-metal smart door locks are commonly reviewed under 8301.40.20.

3. Is ICT conformity required?

Possibly, if the product integrates radio functions and falls within the BTTTT group-2 list.

4. Can C/O reduce duty?

Yes, if valid and consistent with the declaration.

5. Does fingerprint function change policy?

It increases the need to review technical and data/security documents, but licensing depends on actual function and legal list.

6. Should gateway be declared with the lock?

It depends on retail set and independent function; separate import may require separate HS/policy.
