IMPORT PROCEDURES FOR SMART LOCKS INTO VIETNAM
Smart locks should not be treated as ordinary mechanical locks when the model includes Wi-Fi, Bluetooth, Zigbee/Thread, fingerprint reader, keypad, cloud app or gateway. Wrong HS, missing ICT conformity review, mismatched model between Invoice, Packing List and label, or missing datasheet may delay clearance, affect C/O preference and create DEM/DET costs. SCOPE OF APPLICATION
This article applies only to smart locks within the smart home group. It does not automatically apply to mechanical locks, vehicle locks, furniture locks, video doorbells, access control controllers, standalone gateways or cyber-security appliances.

Main function
Locking/unlocking a door using an electronic or electromechanical mechanism, often with motor/solenoid, keypad, fingerprint sensor, RFID, Bluetooth/Wi-Fi and app.
Technical configuration
Check battery type, adapter, gateway, Wi-Fi/Bluetooth/Zigbee/Thread/NFC, frequency and transmit power.
Material/structure
Lock bodies are often zinc alloy, aluminum, steel or stainless steel; material affects HS review under 8301.

HS CODE – DUTIES – C/O
Most smart locks remain base-metal door locks with electronic or electromechanical operation. HS must be finalized by material, principal function and accessories, not by the trade name alone.

1. Does a smart lock need an import license?
It depends on the actual model and functions. Wireless and security functions must be reviewed before declaration.
2. What is the main HS?
Base-metal smart door locks are commonly reviewed under 8301.40.20.
3. Is ICT conformity required?
Possibly, if the product integrates radio functions and falls within the BTTTT group-2 list.
4. Can C/O reduce duty?
