IMPORT PROCEDURE GUIDE FOR SMART HOUSEHOLD GOODS WITH WI-FI, BLUETOOTH OR RF

Smart household appliances are not merely ordinary electrical goods. Incorrect model identification, missing RF specifications, wrong HS classification, or overlooked BTTTT/ICT conformity, electrical safety, energy labeling, Vietnamese labeling, battery or adapter files may delay customs clearance and market circulation. This article provides an E2E checklist for HS, duty, C/O, specialized policies, technical files, customs steps and post-clearance obligations.

Operational reference for importersCategory IDs: 1416 / 1828 / 1830Image: thutuc2.png

WHY THIS GROUP MUST BE REVIEWED BEFORE ETA

Before ETA

Lock model, HS, wireless standard, frequency band, output power, energy label, Vietnamese label and battery/adapter files.

During clearance

Commodity description, HS, C/O, catalogue, RF specs and specialized files must match to avoid document queries.

After clearance

Complete conformity mark, Vietnamese label and energy label if applicable; archive files by model and lot for post-clearance audit.

Operational note: The same commercial product may have both non-wireless and Wi-Fi/Bluetooth/RF versions. Review by catalogue, datasheet, model, chipset, frequency band, output power and actual import purpose.

TERMS AND WHY THE PROCEDURE MATTERS

BTTTT/ICT

Regulatory layer for radio/ICT products likely to cause unsafety under the Ministry of Information and Communications.

Conformity certification/declaration

Documents proving that a product complies with applicable Vietnamese QCVN before market circulation.

RF specifications

Radio data: frequency band, output power, Wi-Fi/Bluetooth/Zigbee/RF standard, antenna and chipset.

Energy labeling

Registration and labeling obligation for specific household appliances under MOIT energy efficiency rules.

Quality/electrical safety

Quality inspection or conformity obligation for products likely to cause unsafety, especially household electrical appliances.

ETA

Estimated Time of Arrival; the milestone for locking documents to avoid DEM/DET.

PRODUCT CLASSIFICATION AND TECHNICAL IDENTIFICATION

This guide applies to smart household goods or household appliances with Wi-Fi, Bluetooth, RF, Zigbee, Z-Wave, NFC or app/cloud connectivity. It must not be applied automatically to conventional, used, refurbished, sample, warranty or project goods without reviewing the actual file.

FAQ

Does every Wi-Fi household appliance need BTTTT/ICT conformity?

No absolute answer. Review HS, description, radio module, frequency band, output power and Circular 02/2024/TT-BTTTT appendices.

Does a Wi-Fi version differ from a non-Wi-Fi version?

It may. Wireless versions may require RF specs, test reports and conformity files.

Is a Wi-Fi robot vacuum classified as network equipment?

Usually classification follows the main function. If vacuuming is the main function, Wi-Fi is generally a control feature, but actual files must be checked.

Does an indoor Wi-Fi camera need ATTT/MMDS import licensing?

Only if specialized security/encryption functions or listed products are triggered; ordinary consumer connectivity alone is not enough.

Can Smart TV trigger both energy labeling and BTTTT/ICT review?

Yes, if the model is listed for energy labeling and also integrates regulated wireless/ICT functions.

Are samples automatically exempt?

No. Check import purpose, market circulation and specialized regulations.

Can declaration be opened without a test report?

Possibly, but the shipment may face document requests or circulation restrictions if conformity files are required.

What should be archived after clearance?

Declaration, commercial documents, C/O, catalogue, test reports, conformity, energy label, Vietnamese label and acceptance photos by lot/SKU.
