IMPORT PROCEDURE FOR GENERAL FINISHED COSMETIC PRODUCTS

Finished cosmetics require control beyond customs documents: product notification number, labelling, INCI formula, claims, HS code, preferential origin, transport safety and post-clearance records must be aligned before ETA. The guidance focuses on policy conditions, required dossiers, filing timing, and the risks that commonly lead to document supplements or customs delays. Before execution, the company should confirm the goods description, HS classification, model or technical composition, identify the competent authority, and align specialist filings with the customs document set.

Imported cosmetics for commercial circulation must be checked against the cosmetic product notification procedure.

Authority

The import notification procedure is handled by the Drug Administration of Vietnam under the Ministry of Health.

HS scope

Common HS headings include 3303, 3304, 3305, 3306 and 3307; final duty must be checked by 8-digit HS code.

FAQ

Do imported cosmetics need a separate import licence?

For normal finished cosmetics, the key control is the cosmetic product notification receipt number. However, samples, therapeutic claims, DG products and borderline products must be reviewed separately.

Can one notification cover every shipment?

No. Each shipment must match the notified product name, manufacturer, formula, label, shade/fragrance and responsible entity.

Is PIF submitted to customs?

Normally it is not a default customs document, but the responsible entity must keep it available for authority inspection.

Can C/O reduce import duty?

Yes, if HS, origin rules and the C/O/proof of origin are valid under the relevant FTA.

What is the main labelling risk?

Vietnamese supplementary labels must match the original label and the notification dossier without overstating claims.

How to handle perfume or aerosols?

Check SDS/MSDS and dangerous goods transport requirements before booking.

Are testers and gifts exempt from notification?

If they are circulated to consumers, they should be controlled as market products.

How long does notification take?
