IMPORT PROCEDURE FOR GENERAL FINISHED COSMETIC PRODUCTS
Finished cosmetics require control beyond customs documents: product notification number, labelling, INCI formula, claims, HS code, preferential origin, transport safety and post-clearance records must be aligned before ETA. The guidance focuses on policy conditions, required dossiers, filing timing, and the risks that commonly lead to document supplements or customs delays. Do imported cosmetics need a separate import licence?
For normal finished cosmetics, the key control is the cosmetic product notification receipt number. However, samples, therapeutic claims, DG products and borderline products must be reviewed separately.
Can one notification cover every shipment?
No. Each shipment must match the notified product name, manufacturer, formula, label, shade/fragrance and responsible entity.
Is PIF submitted to customs?
Normally it is not a default customs document, but the responsible entity must keep it available for authority inspection.
Can C/O reduce import duty?
