VIETNAM IMPORT PROCEDURE FOR BEEF JERKY

“Beef jerky” alone is not enough to lock an HS code. Bovine meat that is seasoned/processed and packed in airtight containers for retail sale may fall under 1602.50.10; other prepared bovine meat may fall under 1602.50.90; while bovine meat that is merely salted, in brine, dried or smoked and not further prepared should be reviewed under 0210.20.00. A wrong classification or wrong veterinary/food-safety branch can lead to amended documents, additional certificates, delayed clearance and storage exposure.

Main scope: jerky made from bovine meat, cut/sliced and typically seasoned, cured, heat-treated and/or dried for direct human consumption. Before ETA, lock the BOM/formula – process – bovine-meat percentage – packaging type – processing level – origin/establishment – intended market use.

Circular 01/2026/TT-BNNMT places terrestrial meat and meat products within quarantine scope. Processed bovine meat is treated as a low-risk animal product for sampling purposes.

Circular 01/2024 maps 1602.50.10/.90 to quarantine and food-safety control for food products. For processed prepacked food, Decree 15/Decision 1908 exclude the Article 14 country/control-system/approved-establishment/shipment-certificate conditions; this does not automatically exempt the shipment from state food-safety inspection. Article 13 exemptions and the Article 16–19 inspection method must still be reviewed.

Veterinary Health Certificate

Veterinary/quarantine certificate issued by the competent authority of the exporting country where required; wording and establishment details must match Vietnam’s applicable requirements.

Why this matters: “dried” does not mean “unprepared”. Jerky with sugar, soy sauce, spices, curing or heat treatment generally needs to be assessed as prepared/preserved meat, while meat only salted/dried/smoked may remain in 02.10.
Before purchasing: confirm beef %, seasoning, curing/heating/drying steps, water activity/moisture where available, pack type, storage condition, country of origin and manufacturing establishment.

3. DETAILED PRODUCT IDENTIFICATION & CLASSIFICATION

Do not classify from the catalogue name alone. The product file should include BOM/formula, meat percentage, process flow, curing/cooking/drying steps and temperatures, cut/shred form, packaging, label, shelf life and storage conditions.

Do not equate “valid C/O” with “import eligibility”: preferential duty and veterinary/food-safety eligibility are independent layers. A shipment may have valid origin proof and still be blocked if the source, establishment or veterinary certificate does not meet the applicable requirements.

1. What HS code normally applies to imported beef jerky?

For prepared/preserved bovine meat, review 1602.50.10 for airtight retail packaging and 1602.50.90 for other forms. BOM, process and packaging are required to lock the final code.

2. When can beef jerky use 0210.20.00?

Where the product is truly bovine meat only salted/in brine/dried/smoked and has not been further prepared in a way that moves it to Chapter 16.

3. Is beef jerky subject to veterinary quarantine?

Yes, the veterinary layer must be reviewed. Circular 01/2026 places terrestrial meat/meat products in quarantine scope; processed bovine meat is classified in the low-risk group.

4. How is low-risk processed beef sampled?

Under Appendix XII of Circular 01/2026, the normal low-risk frequency is one random shipment in every five. After one violation, three consecutive shipments are sampled; after three passes, the 1-in-5 frequency resumes. Exception: disease-agent sampling is not performed where the shipment originates from a country/territory recognized by WOAH as disease-free for the relevant disease.

5. How long for a low-risk lot that is not selected for sampling?

6. What exemption applies to beef-jerky samples below 50 kg?

Article 12(3)(c) of Circular 01/2026 exempts an animal-product shipment imported strictly as samples and below 50 kg from the export-country quarantine certificate and sampling/testing. Do not extend this to commercial-sale shipments.

7. Does retail beef jerky follow the same imported-food inspection as raw/bulk meat?

No automatic exemption applies. Processed prepacked food is excluded from the Article 14 country/control-system/approved-establishment/shipment-certificate conditions, but that does not itself exempt the shipment from state food-safety inspection. 9. Can jerky from Australia, India or China obtain lower duty?

Potentially yes where the rules of origin and FTA proof are satisfied. AANZFTA, AIFTA and ACFTA provide materially lower scheduled rates for 1602.50.10/.90; use the correct 2026 schedule and actual origin.

10. Does beef jerky need nutrition labeling?

For prepacked food sold to consumers, review Circular 30/2026/TT-BYT effective 10 Jul 2026. Multi-ingredient jerky will generally need nutrition-data review unless a specific exclusion applies.
