IMPORT PROCEDURES FOR CHICKEN JERKY INTO VIETNAM
Chicken jerky cannot be classified or cleared solely from its trade name. Depending on processing method, ingredients and poultry species, the product may need to be distinguished between meat merely dried/salted/smoked under Chapter 02 and meat preparations or meat otherwise preserved under Chapter 16. Choosing the wrong HS branch can lead to the wrong duty, FTA treatment and specialized-control workflow.
For animal-origin food, customs is only one layer. Animal quarantine, imported-food safety inspection, self-declaration status, labeling and manufacturer/exporter documentation should be locked before ETA. This guide maps the end-to-end checkpoints so importers can close data gaps before shipment and reduce document supplementation, storage and clearance delays.
Operational reference for import-export businesses · Updated through 10 September 2026.
1. QUICK VIEW & SCOPE OF APPLICATION
Chicken jerky is poultry meat food; identify species, meat content, processing technology, final form and import purpose.
Branches to review include 0210.99.10, 0210.99.90 and 1602.32.90; products from other poultry may require review of 1602.39.00.
Relevant meat/poultry branches may be subject to both animal quarantine and state food-safety inspection when imported for food use.
Ordinary processed prepacked food generally needs review under the self-declaration mechanism, Vietnamese labeling and current nutrition-label rules.
Reference MFN: 0210.99 = 20%; 1602.32.90/1602.39.00 = 22%. The ordinary import rate must be checked against the current schedule for the final HS. VAT in 2026 may be 8% where the reduction applies and the goods are not excluded.
Close the processing description, species, formula, establishment, exporting country, draft veterinary/health certificate, label, C/O and commercial documents.
2. KEY TERMS & WHY THE PROCEDURE MATTERS
The customs classification code used for policy, duty and declaration data. For chicken jerky, the trade name alone is insufficient to finalize HS.
Control of animals and animal products for disease prevention; documentation and certificates must be reviewed by product, exporting country and shipment scenario.
State food-safety inspection for imported food according to the applicable scope, inspection method and exemptions/reductions at the time of import.
The declaration mechanism for foods falling under Decree 15/2018/ND-CP; the file must match the actual product and rely on a valid test report.
A certificate or other proof of origin used to claim special preferential import duty when the relevant FTA, origin rule and documentary conditions are met.
The planning milestone for working backward to close certificates, declaration, labels, origin documents and commercial documents before storage exposure starts.
3. DETAILED PRODUCT CLASSIFICATION & IDENTIFICATION
Before searching the tariff, identify the true nature of the goods: poultry species, meat cut/content, whether the meat is cooked, seasoned, shredded, fried/roasted or merely dried; and whether cereal, flour, sauce or other ingredients materially alter the product. Also review exporting country, establishment, packaging and import purpose.
| Product group / shipment scenario | Indicators to check | Example type/model/function | Supporting evidence | Potential policy | Documents to reconcile | Application note |
|---|---|---|---|---|---|---|
| Freeze-dried diced chicken | Freeze-drying only; diced chicken form; no additional processing that changes the product into a preparation. | Freeze-dried diced chicken. | Process flow, specification, ingredient list, product photos. | Animal quarantine; food-safety inspection; label; declaration if marketed. | Spec; process flow; veterinary/health certificate; food-safety file; label. | There is a basis to review 0210.99.10; do not use it if the actual product is otherwise prepared. |
| Poultry meat only dried/salted/brined/smoked | Treatment remains within preservation methods of Chapter 02; not otherwise prepared meat. | Simple dried chicken meat, not a complex seasoned snack. | Process flow, formula, technology description, COA/spec. | Animal quarantine; food-safety inspection; label; declaration if marketed. | Ingredients/process file; certificate; food-safety file; label. | Review 0210.99.90 and the Chapter 02/16 notes. |
| Cooked/seasoned/shredded or otherwise prepared chicken jerky | Cooking, seasoning, roasting/frying or drying after preparation; nature is a meat preparation. | Seasoned cooked shredded chicken jerky from Gallus domesticus. | Formula, process flow, spec, label, final-product photos. | Animal quarantine; food-safety inspection; self-declaration; label; nutrition. | Formula; process; species evidence; certificate; declaration; label. | For Gallus domesticus, review 1602.32.90 after excluding Chapter 02. |
| Preparation from poultry other than Gallus domesticus | Different species; product is a poultry meat preparation. | Jerky from duck, goose or another poultry species. | Species declaration, formula, veterinary documents. | Animal quarantine; food-safety inspection; declaration; label. | Species evidence; certificate; spec; food-safety file. | Potentially review 1602.39.00; do not use the Gallus subheading for another species. |
| Composite food containing chicken where the essential nature may fall elsewhere | Meat percentage; cereal/flour/sauce base; product structure; ingredients determining essential character. | Composite snack, filled product or complex food preparation. | Full formula, BOM, process, catalogue/label. | Food safety; declaration; animal quarantine depending on ingredient/scope; policy follows final HS. | Quantified formula; process; spec; ingredient certificates if needed. | Review competition with Chapter 16 and Chapters 19/21 or another heading; do not force Chapter 16 solely because chicken is present. |
4. HS CODE – TAX – C/O
The codes below are reference branches, not conclusions derived from the product name. Review chapter notes, actual processing, technical records and goods before filing.
0210.99 is relevant where meat remains within Chapter 02 preservation states; 1602.32/1602.39 must be reviewed for meat otherwise prepared/preserved.
Do not classify from the word “jerky” alone; read the process, formula, meat condition and species.
0210.99.10/90: 20%; 1602.32.90/1602.39.00: 22% under the current MFN schedule. The ordinary import rate must be checked separately under the final HS and the tariff effective on the declaration date.
Goods otherwise subject to 10% VAT may qualify for 8% through 31 December 2026 under Decree 174/2025/ND-CP if not excluded.
Preference depends on final HS + origin + FTA + product-specific origin rule; different chicken-jerky HS branches may carry different rates.
Finalize the HS branch first, then lock ordinary/MFN duty, VAT and FTA. Never transfer a rate from branch A to branch B.
| Reference HS | Suitable description/product group | Classification basis | Conditions for use | Ordinary import duty | MFN import duty | VAT | C/O/FTA to review | Documents to reconcile |

5. DOCUMENT SET & PREPARATION METHOD
Use a “single source of product data – multiple procedures” model: one verified product master should feed HS classification, quarantine, food safety, declaration, labeling and customs.
Commercial Invoice, Packing List, B/L or AWB, contract/PO where available and C/O if preference is claimed; product name, quantity, weight and origin must reconcile.
Formula/ingredients, specification, process flow, species evidence, label; animal-quarantine/veterinary-health certificate, food-safety, self-declaration and test records where applicable.
One locked data set used consistently across quarantine, food safety, declaration, HS, C/O and customs instead of allowing each procedure to describe the product differently.
| Document group | Documents required | Used at which step | Usually prepared by | Common error | Pre-ETA check |
|---|---|---|---|---|---|
| Commercial | Invoice, Packing List, B/L/AWB, Contract/PO where available. | Customs filing; shipment reconciliation; customs value. | Importer / shipper / forwarder. | Product name, weight, package count, consignee or origin mismatch. | Cross-check line by line and lock versions before arrival. |
| Product identification / HS | Ingredient list, formula, process flow, specification, species statement, product/label photos. | Chapter 02/16 branching; HS explanation. | Manufacturer + importer/compliance. | Marketing brochure only; missing quantitative ingredients or processing steps. | Require dated/revision-controlled records; verify cooking, seasoning, drying and freeze-drying steps. |
| Animal quarantine | Quarantine application/reconciliation file; veterinary/health certificate and country/establishment records where required. | Animal-product quarantine procedure. | Exporter/manufacturer + importer. | Wrong certificate scope/species/product wording; mismatch of establishment or lot; late issuance. | Review a draft certificate before shipment and reconcile establishment, species, lot and description. |
| Food safety & self-declaration | Self-declaration, test report, specification/ingredients, imported-food safety inspection file where applicable. | Market placement and/or state imported-food inspection. | Importer + laboratory/manufacturer. | Expired/insufficient test report; product formula or label differs from declared file. | Reconcile formula/label; check report validity and file status before ETA. |
| Label & nutrition | Original label, proposed Vietnamese supplementary label, ingredients/nutrition data, date/storage information. | Market placing; food-safety reconciliation. | Manufacturer + importer/brand owner. | Missing mandatory information; translation errors; outdated nutrition treatment. | QA artwork before printing/labeling; review Circular 30/2026/TT-BYT where applicable. |
| Origin / C/O | C/O/origin declaration, invoice, B/L and supporting BOM/process/origin records when needed. | Claim special preferential duty. | Exporter/manufacturer + importer. | HS mismatch on proof; wrong origin criterion; third-party invoice or transport issue not handled. | Review the FTA only after final HS; verify form, criterion, issue date and documentary chain. |

7. PROCESSING TIME, FEES & DELAY-RISK COSTS
| Stage | What must be locked | Time / fee treatment | Risk if delayed |
|---|---|---|---|
| 1. Preparation | Collect formula, process, spec, species, labels, manufacturer/exporter data and branch HS. | No universal day count; depends on supplier data readiness. | HS/certificate remains unresolved before shipment. |
| 2. Registration/acceptance | Prepare quarantine, food-safety and declaration files within actual scope. | Timing and fees vary by procedure, file completeness, authority and shipment scenario. | Goods arrive before the specialized file is ready. |
| 3. Inspection/appraisal | Authority reviews documents and/or goods under the applicable method. | Varies by file and inspection level. | Supplementary explanation due to mismatch in product name/spec/certificate. |
| 4. Supplementation/sampling if required | Provide missing records and coordinate physical inspection/sampling where requested. | May add testing/lab/service and logistics cost. | Storage, DEM/DET and delivery delay increase. |
| 5. Result | Receive the certificate/result/confirmation needed for the next step. | Depends on the actual file and shipment handling. | Customs release/pickup cannot proceed. |
| 6. Customs | File declaration, handle channel, tax and specialized-control result. | Depends on Green/Yellow/Red channel and file completeness. | HS consultation, physical inspection, C/O or documentary supplementation. |
| 7. Post-clearance | Complete market label obligations, retain declarations/certificates/shipment records and manage changes. | Ongoing compliance, not a fixed SLA. | Post-clearance, labeling or traceability exposure. |
8. END-TO-END OPERATIONAL PROCEDURE
Collect species, formula, process flow, specification, label, photos, manufacturer/exporter and import purpose. Separate merely dried meat from cooked/seasoned/otherwise prepared product.
Compare Chapter 02 and Chapter 16; lock HS from evidence, then calculate MFN/ordinary duty, VAT and FTA/C/O treatment.
Check animal-quarantine and food-safety lists, certificate requirements, food-safety mechanism and self-declaration/label status.
Finalize declaration/testing file, draft certificate and specialized documents; close gaps before shipment.
Reconcile Invoice, Packing List, B/L/AWB, C/O, certificate, spec, declaration, label and proposed customs data.
Green mainly relies on declaration processing; Yellow adds documentary examination; Red may involve physical inspection. Specialized obligations still apply regardless of channel.
Coordinate quarantine/food-safety results where applicable, pay tax, respond to customs and execute port/warehouse pickup.
Complete labels before circulation, keep shipment/specialized/origin/customs files and manage product/supplier/origin changes.
9. FAQ – FREQUENTLY ASKED QUESTIONS
1. Does chicken jerky have one fixed HS code?
No. “Chicken jerky” is only a trade name. At minimum, review Chapter 02 versus Chapter 16 based on processing, ingredients, species and product condition.
2. Does cooked chicken jerky automatically fall under 1602.32.90?
No automatic conclusion should be made. For an otherwise prepared product from Gallus domesticus, 1602.32.90 is a key branch to review, but Chapter 02 and other specific subheadings still need to be excluded.
3. Is chicken jerky subject to animal quarantine?
Reference codes such as 0210.99.10 and relevant poultry-meat/preparation branches are within the specialized list requiring quarantine review; the final treatment depends on final HS, goods description, purpose and current rules.
4. Does heat treatment or intensive drying automatically exempt quarantine?
No. Heat treatment can affect risk assessment and requirements, but it does not itself create an automatic exemption. Review the current list and quarantine procedure.
5. Does prepacked chicken jerky require self-declaration?
For ordinary processed prepacked food, the self-declaration mechanism under Decree 15/2018/ND-CP is generally a key requirement to review. Special cases must be assessed separately.
6. What should be checked for the test report used in self-declaration?
Under the Decree 15/2018 mechanism, the test report must meet laboratory/parameter requirements and be within the prescribed validity period; in practice, verify the 12-month requirement as of filing.
7. Which nutrition-label rule applies in 2026?
Circular 30/2026/TT-BYT took effect on 10 July 2026. Check its scope, exemptions and transition rules for the actual product and packaging.
8. Does a C/O guarantee lower duty?
No. Preference requires the final HS, origin, FTA, origin criterion and documentary conditions all to be satisfied. For example, in 2026 ATIGA reference rates are 0% for the 0210 branches but 5% for 1602.32.90.
9. Is a small sample shipment exempt from all procedures?
Do not assume so. Some food-safety obligations may have exceptions based on purpose/quantity, while quarantine and customs must be reviewed separately.
10. Can a missing veterinary/health certificate be supplemented after arrival?
This is a high-risk operating assumption. If the shipment requires the certificate, review its model/content and validity before shipment; post-arrival supplementation depends on applicable rules and authority handling.
11. How long does chicken-jerky import clearance take?
There is no single SLA. Timing depends on exporting country/establishment, certificate readiness, quarantine/food-safety method, sampling, customs channel and document completeness.
12. Must a change in manufacturer, formula, origin or packaging be reviewed?
Yes. Changes in establishment, species, ingredients, process, origin or artwork can affect HS, quarantine, declaration, label, C/O and retained records; perform change assessment before the next shipment.
10. OUTPUTS & POST-CLEARANCE OBLIGATIONS
Retain formula/ingredients, process flow, spec, species statement, product/label images and the rationale supporting the HS branch used.
Retain Invoice, Packing List, B/L/AWB, contract/PO where available, lot/quantity data and related logistics records.
Retain quarantine records/results, veterinary/health certificate, imported-food inspection, self-declaration/testing and related evidence within scope.
Retain customs entry, valuation documents, tax payment, C/O/origin proof and HS/preference explanations where relevant.
Ensure original/supplementary label, mandatory particulars and nutrition information where applicable match the product file before circulation.
Maintain a shipment-based file and change-control log for manufacturer, supplier, species, formula, process, origin, packaging/artwork to trigger policy re-review when needed.
11. TGIMEX SOLUTIONS
For chicken jerky, the highest-value control is to lock the right data before ETA rather than resolve each issue after arrival. Using one operating owner across HS, specialized compliance, documentation and logistics reduces inconsistencies between files.
TGIMEX can reconcile product data, HS branches, specialized controls, C/O, label and shipment records before arrival so gaps are identified early.
Cross-check commercial documents, process/spec/formula, certificate, quarantine/food-safety file, declaration, label and origin records for shipment-level consistency.
Coordinate documentation, customs, specialized inspection, port/warehouse/transport interfaces, track hold points and retain the post-clearance file.
