How should customs declarations, VAT invoices and payment evidence be reconciled?

CUSTOMS PROCEDURES

How should customs declarations, VAT invoices and payment evidence be reconciled?

A file may contain every document yet still fail to prove one coherent transaction. The opposite mistake is forcing the customs declaration, Vietnamese VAT invoice and bank payment to match one-to-one. This guide uses transaction bundles, source-of-truth fields, explainable variances and an audit trail for accounting, tax and post-clearance review. The sections below move from the underlying concept to its use in shipment documents and coordination among operational parties. In practice, businesses should reconcile booking, transport, commercial, and customs data early, assign a clear owner and response deadline, and retain the evidence supporting each material decision.

QUICK FACTS

No automatic 1:1 match

The three documents may belong to different economic transactions.

Imported goods use a commercial invoice

The core foreign purchase set is the declaration, commercial invoice, contract and payment evidence.

Import VAT uses tax-payment evidence

Import VAT is supported by the state-budget payment document and customs accounting status.

VND 5 million payment control

This is an input-VAT deduction condition, not a rule forcing all three documents to carry the same amount. Purchases, including imports, from VND 5 million including VAT require qualifying non-cash payment evidence unless a statutory exception applies.

SCOPE

Applies to direct imports for trading or production, Vietnamese logistics-service invoices, import duty/VAT payments and supplier payments. Entrusted imports, EPE, processing, temporary import, exemptions and related-party transactions require a separate review.

TERMS

TermMeaningReconciliation role
Customs declarationDeclared shipment and import-tax data.Anchor for importer, goods, customs value, taxes and release status.
Commercial invoiceForeign seller’s sales invoice.Source for transaction price, currency and payment obligation.
VAT invoiceVietnamese tax invoice for a domestic supply.Supports domestic goods/services, not the foreign purchase invoice.
Import VAT payment documentEvidence of VAT paid at import.Supports input VAT at the import stage.
Payment evidenceDebit advice, SWIFT, statement or other qualifying non-cash evidence.Connects payer, beneficiary, amount and obligation.
Reconciliation bridgeSchedule explaining the movement from contract price to customs value, tax and cash paid.Turns numeric differences into documented variances.

OPERATING MECHANISM

Reconcile transactions, not document names

Assign one internal shipment ID and link the PO, contract, invoice, packing list, declaration, tax payment, service invoices, bank transactions and accounting entries.

Define a source of truth

The contract governs commercial terms; the commercial invoice governs the amount billed by the foreign seller; the declaration records data filed with customs; the tax-payment document proves duties paid; the e-invoice supports a Vietnamese supply; the bank statement proves actual cash movement.

Explain differences rather than hiding them

Invoice value can differ from customs value because of Incoterms, freight, insurance or valuation adjustments. Cash paid can differ because of deposits, instalments, fees, credit notes or offsets.

Control point: cash deposited into the seller’s bank account is excluded from qualifying non-cash payment evidence under Article 26 of Decree 181/2025. Offsets, payment on behalf or third-party payment are not validated merely by group-company status or a beneficiary instruction; the transaction must fit a permitted statutory case and retain the required contracts, reconciliation records, banking and foreign-exchange evidence.

DOCUMENT-BUNDLE MATRIX

TransactionCore documentsKey matchDo not confuse
Foreign purchaseImport declaration, commercial invoice, contract/PO, packing list, payment evidence and import-tax payment documents.Parties, currency, Incoterms, goods, quantity, value, adjustments and beneficiary. The foreign seller normally does not issue a Vietnamese VAT invoice for the imported goods.
Vietnam logistics servicesContract/quote, service order, completion evidence, VAT invoice and payment.Provider, service, shipment reference, period, tax base, VAT and payment.A service VAT invoice does not replace the commercial invoice.
Import-tax paymentDeclaration, tax liability, state-budget payment and customs accounting status.Declaration number, tax code, amount, date and booked status.Import VAT is supported by the import-tax payment document, not the foreign seller’s invoice.
Domestic resale of imported goodsWarehouse issue, output VAT invoice, order, delivery evidence and stock trace.SKU/model, quantity, sale date, revenue, VAT rate and stock allocation. One declaration can support many domestic sales invoices; no mandatory 1:1 match.
Entrusted import or intermediary structureEntrustment/intermediary agreement, declaration, payments, invoices and role-specific evidence.Who is importer of record, payer, tax payer, goods recipient and accounting owner.Do not apply the direct-import model mechanically; invoice and payment treatment depends on the legal role of each party.

FIELDS: EXACT MATCH OR EXPLAINABLE DIFFERENCE?

FieldRulePossible varianceEvidence
Legal entities and tax IDsUse the correct party for each role: importer, buyer, payer and service recipient.Different parties are acceptable only where the legal transaction structure permits it; group-company status alone is insufficient.Contracts, appendices, authorizations, three-party arrangements and role mapping.
Goods/model/specificationThe documents must identify the same goods, although wording need not be identical.Commercial, technical and customs descriptions may differ.Catalogue, SKU and model–HS–invoice-name mapping.
Quantity/UOMTotal quantity must be traceable.Unit conversion or split/combined lines with a clear conversion factor.Packing list, weight slips, conversion table and discrepancy report.
Value/currencyBridge the contract price to customs value and cash paid.Freight, insurance, valuation adjustments, discounts, bank fees, instalments and FX may create differences.Value bridge, debit/credit notes, freight/insurance evidence and bank records.
Taxes and ratesReconcile each tax to its own legal base; do not compare domestic service VAT with import VAT.Import-duty base, import-VAT base and domestic VAT base may differ.Declaration, tax-payment evidence, valid e-invoice and accounting schedule.
Document datesDates must form a logical operating sequence, not necessarily match.Invoice, declaration, clearance, service invoice and payment dates may differ.Shipment timeline, payment terms and service-completion record.
Beneficiary and bank accountThey must match the payment obligation and a legally permitted payment route.A third-party beneficiary is not automatically valid merely because the contract names it; VAT and foreign-exchange conditions must be reviewed.Payment instruction, compliant contract/agreement, SWIFT/debit advice, statements and bank confirmation.

  8. Close with cross-functional sign-off and archive the audit trail.

COMMON RISKS

ErrorImpactControl
Using a service VAT invoice instead of the commercial invoiceThe import purchase price and foreign-seller relationship are unsupported.Separate goods and service bundles.
Forcing declaration value to equal cash paidFreight, insurance, adjustments, deposits or credit notes are omitted.Use a reconciliation bridge.
Payment to a wrong or undocumented third partyInput VAT, expense, foreign-exchange and customs-valuation risk.Confirm that the payment route is legally permitted and lock the beneficiary file before payment.
Cash deposit into the seller’s accountMay fail the qualifying non-cash payment condition.Use a compliant non-cash payment method.
Splitting same-day purchases below VND 5 millionPurchases from the same taxpayer on the same day may still be aggregated.Review by vendor and date, not invoice alone.
Deferred payment due without qualifying evidenceInput VAT must be adjusted down for the unsupported amount; it may be deducted again in the period when qualifying evidence is later obtained.Track due dates, payment status and the adjustment/re-deduction period.
Missing import-VAT payment evidenceSupport for import input VAT is incomplete.Match the declaration, state-budget payment and customs booking status.

FAQ

1. Must the declaration equal the VAT invoice amount?

No. The import declaration primarily reconciles to the commercial invoice and customs-valuation components; Vietnamese VAT invoices generally cover domestic services or domestic sales.

2. Does an import need a Vietnamese VAT invoice from the foreign supplier?

Normally not. The import file uses the commercial invoice, declaration, import-VAT payment evidence and qualifying payment evidence where required.

3. Can payment be lower than the invoice?

Yes, where supported by instalments, credit notes, retention, bank fees or a lawful offset. Keep a receivable/payable schedule, contract basis and evidence for the remaining balance.

4. Can a parent company pay?

Not automatically. Confirm that the arrangement falls within a legally permitted third-party-payment case and retain the contract/agreement, banking, foreign-exchange and obligation evidence.

5. Can an invoice below VND 5 million be paid in cash?

For input-VAT deduction, a purchase invoice below VND 5 million including VAT generally does not require non-cash evidence; however, same-taxpayer purchases on the same day are aggregated once the total reaches VND 5 million. Imports and corporate-income-tax deductibility must also be reviewed under their corresponding rules.

6. What happens when a deferred payment is due without bank evidence?

Under the rule effective from 20 June 2026, the unsupported input VAT must be adjusted down in the period when payment becomes due. If qualifying non-cash evidence is obtained later, the corresponding VAT may be deducted again in that later period.

7. Can a declaration be amended immediately after a mismatch?

First classify the discrepancy, discovery date and declaration status, then follow the applicable customs supplementary-declaration procedure and retain an approval audit trail.
