Import procedure for smart home hubs

Home hub shipments are often challenged because the commercial name does not show the actual data transmission function, radio modules and conformity requirements. Before ETA, the importer should lock the model, wireless standards, frequency bands, RF output power, HS code, tax treatment, C/O and technical compliance file. For the product covered in this article, the importer should confirm the model, intended use, construction or composition, new/used condition, and technical documents before concluding the HS code, tax treatment, or specialist policy. The following sections organize the main controls from document receipt, catalogue and label review through dossier preparation, declaration, and coordination at the port of entry.

QUICK FACT

Item to reviewOperational note
Product scopeHome hub or smart home gateway with Wi-Fi/Bluetooth/Zigbee/Thread/Matter/Ethernet for IoT coordination.
Reference HSNo single HS can be used for all models. Common review lines: 8517.62.51, 8517.62.59, 8517.62.43; if the device is essentially an electrical controller, review 8537.10.99.
Import duty8517.62.x lines are commonly MFN 0%; 8537.10.99 is reference MFN 15%. Ordinary duty and FTA duty must be checked by the exact 8-digit HS code.
VATCommon base rate: 10%; review 8% only if a valid VAT reduction policy applies and the goods are not excluded.
Specialized policyWireless models must be reviewed against group-2 ICT/telecom goods under Circular 29/2025/TT-BKHCN and corresponding QCVNs.
Core documentsCatalogue, datasheet, user manual, frequency band, RF output power, wireless standards, test report, C/O, original label, model–serial list.
Legal note: This article applies only to a home hub based on the actual technical file. It must not be automatically applied to Wi-Fi robot vacuums, Wi-Fi cameras, smart speakers, smart plugs, smart bulbs, smart locks, standalone routers/access points, security cameras or industrial controllers. Review catalogue, datasheet, model and actual import purpose before declaration.

PRACTICAL E2E PROCESS

Step 1

Review HS, group-2 policy, duty, C/O, labels, RF specification and conformity requirements.

Step 2

Lock invoice, packing list, B/L/AWB, catalogue, datasheet, user manual, test report and model–serial list.

Step 3

If group-2 applies, prepare quality inspection, conformity certification/declaration and QCVN files before ETA.

Step 4

Open the customs declaration; green/yellow/red channels may review value, HS, model, C/O and policy.

Step 5

Deliver goods, complete Vietnamese labels/conformity labels if applicable and archive the shipment file.

FAQ – COMMON BUSINESS QUESTIONS

Does a home hub need an import permit?

Do not conclude by name alone. If it has wireless modules, group-2, conformity and quality inspection requirements must be reviewed.

What is the main HS code?

Common lines are 8517.62.51, 8517.62.59 or 8517.62.43; 8537.10.99 may apply if it is essentially an electrical controller.

Is the MFN duty always 0%?

No. 8517.62.x is commonly 0%, but 8537.10.99 is reference 15%.

Is quality inspection required?

It may be required if the HS and product description match the group-2 list under 29/2025/TT-BKHCN.

Can C/O reduce duty?

Yes, if the C/O is valid and origin rules are satisfied.

What if invoice model differs from catalogue?

Correct the documents or prepare an explanation before declaration.

IMPLEMENTATION SOLUTION FROM TGIMEX

This article provides an operational map for HS code, duty, documents and specialized management policy for home hubs. In real shipments, the importer should still review the catalogue, datasheet, model, origin, wireless standards and import purpose before ETA.

Pre-ETA review

  • HS, policy, C/O, duty and labels.
  • Wireless standards, test reports and model matching.

Compliance file control

  • Invoice, Packing List, B/L/AWB, C/O, catalogue and test report.
  • Support conformity/quality files if triggered.

Logistics & customs

  • Coordinate agents/carriers and monitor ETA/pre-alert.
  • Prepare customs declaration and handle Green/Yellow/Red channels.

Post-clearance archive

  • Archive shipment files and labels.
  • Prepare HS, value, origin and policy explanations.

For shipments that may trigger specialized inspection, C/O or labelling requirements, businesses should not wait until cargo arrival to start document review. A minor mismatch among invoice, packing list, catalogue, datasheet, C/O or labels may cause document supplementation, clearance delay or unplanned storage cost.
