IMPORT PROCEDURES FOR SMART HUBS
A smart hub is a central device used to connect, control and synchronize smart-home devices via Wi‑Fi, Bluetooth, Zigbee, Thread, Z‑Wave, Ethernet or other short-range radio technologies. If the goods are declared generically as “smart device”, “gateway” or “IoT hub”, the importer may misclassify the HS code, miss ICT quality/conformity requirements, prepare incorrect labelling documents or fail to lock the catalogue, datasheet and model list before ETA (Estimated Time of Arrival). This article provides an E2E (End-to-End) compliance map covering HS code, duties, C/O, sectoral policy, customs documents and risk controls before arrival.

CLASSIFICATION & TECHNICAL IDENTIFICATION
A smart hub must be identified by its principal function: central controller, wireless network device, IoT gateway, short-range radio data transmitter/receiver or device with specific security/encryption functions. A generic commercial name may lead to incorrect HS classification and sectoral policy review.
| Checkpoint | Documents to compare | Risk if misdescribed | Suggested description on documents/declaration |
|---|---|---|---|
| Principal function | Catalogue, datasheet, user manual | Confusion with router, access point or smart speaker | Smart hub/IoT gateway for smart-home device control and data communication, model… |
| Connectivity standards | Wi‑Fi, Bluetooth, Zigbee, Thread, Z‑Wave, Ethernet specifications | Missing ICT quality inspection/conformity requirements | State radio protocol and frequency band where available |
| Frequency/output power | RF specification, test report, label, manual | Incorrect applicable QCVN/technical regulation | Attach model-specific frequency and output-power table |
| Adapter, battery, accessories | Packing list, product photos, BOM/accessory list | Separate policy may arise for charger/battery/power supply | Separate hub, adapter, cable and mounting kit if packed together |
| Goods condition | Invoice, contract, serial list, photos | Used/refurbished goods may trigger different import controls | Clearly state new 100%/sample/warranty/refurbished if applicable |
HS CODE – DUTY – C/O
For a smart hub, HS classification is not determined by the marketing name alone. It must be based on the principal function, connectivity protocol, data transmission/reception capability and how the device operates within the IoT ecosystem. A Wi‑Fi LAN hub, a Zigbee/Bluetooth-only controller and a central alarm/security hub may lead to different classification directions.
| Reference HS code | Application condition | Risk if misclassified | Documents to cross-check |
|---|---|---|---|
| 8517.62.51 | Wireless local area network equipment; considered when the smart hub has Wi‑Fi/wireless LAN data transmission and reception functions. | Incorrect if the model is not wireless LAN equipment but an IoT/SRD gateway or a dedicated control/alarm device. | Wi‑Fi datasheet, 2.4/5/6 GHz band, EIRP, connection diagram, user manual, label, test report. |
| 8517.62.59 | Other transmission apparatus incorporating reception apparatus; considered for IoT hub/gateway models that transmit and receive wireless data but are not clearly wireless LAN equipment. | Policy may be misread if Wi‑Fi/Bluetooth/Zigbee/Thread/Z‑Wave protocols or group-2 descriptions are ignored. | RF specification, catalogue, protocol list, model list, system architecture. |
| 8517.62.43 | Gateway/adaptor, including controller, adaptor, bridge, router and similar equipment designed only for connection to ADP machines of heading 84.71. | Not suitable if the hub is mainly a standalone IoT controller or consumer device without ADP connection role. | System diagram, connection documents for computer/server/app controller, catalogue. |
| 8517.62.69 | Review only where the device is another transmission apparatus, for example a hub in a sensor-control alarm/detection system connected via a radio interface. | Using this code by default for all smart hubs may distort the product nature and specialized policy. | Alarm/security function description, sensor-control diagram, protocol list, datasheet. |
| 8526.92.00 / 8537 | Review only where the device is essentially a radio remote-control device or a dedicated electrical control panel, not a data gateway. | Misclassification may affect duty, specialized management and customs explanation. | Catalogue, circuit structure, control function, operating principle. |
| Tax item | Reference rate | Application condition | Control note |
|---|---|---|---|
| MFN import duty | Commonly 0% for 8517.62.43 / 8517.62.51 / 8517.62.59 / 8517.62.69 | Applied under the applicable preferential import tariff when the dossier supports the HS code. | Re-check the tariff at customs declaration date; do not lock the rate before locking HS. |
| Ordinary import duty | Reference 5% | Applied where MFN/preferential treatment conditions are not met. | Check Decision 15/2023/QD-TTg and any amendment. |
| VAT | Reserve 10%; review possible 8% | 8% can only be considered if, at declaration date, the goods are eligible for VAT reduction and not excluded. | ICT/telecom devices should be checked carefully against the VAT exclusion appendices. |
| Special preferential duty under C/O | May be 0% depending on FTA | Valid C/O form, eligible origin criterion, consistent goods description and HS code. | Check C/O before ETA, especially third-party invoicing or transit through intermediary countries. |
APPLICABLE SECTORAL POLICIES
| Goods scenario | Potential policy | Documents to check | Authority/portal if identifiable | Recommended timing | Risk note |
|---|---|---|---|---|---|
| Standard smart hub without radio function | Normal customs procedure, labelling, duty and C/O review. | Invoice, packing list, catalogue, label, model list. | Customs authority. | Before ETA. | The importer may still need to prove that there is no radio function if questioned. |
| With 2.4 GHz / 5 GHz / 6 GHz Wi‑Fi | Review quality inspection, certification of conformity and declaration of conformity under Circular 29/2025/TT-BKHCN if HS code, product description, frequency and output power match. | RF specification, test report, datasheet, user manual, label, model list. | ICT specialized public service/processing mechanism applicable at the time of filing. | Before arrival; testing/conformity dossiers should be prepared early. | For 2.4/5 GHz Wi‑Fi, check the 60 mW EIRP threshold; for Wi‑Fi 6E/7, check the 6 GHz band and corresponding QCVNs. |
| With Bluetooth/Zigbee/Thread/Z‑Wave/SRD | Review as short-range radio/wireless data transmission equipment where the list applies; do not assume all Bluetooth/Zigbee models are treated the same. | Frequency band, EIRP, protocol list, test report, catalogue, label photos. | ICT specialized authority/portal at the time of filing. | Before ETA and before PO finalization if no test report is available. | Circular 29 excludes Bluetooth/Zigbee devices with EIRP below 60 mW in the short-range radio equipment section; the full model configuration must still be reviewed. |
| Hub used in radio alarm/detection systems | May require review as equipment including sensors and control systems connected via a radio interface, depending on the model. | Alarm/security function, sensor diagram, RF spec, model list. | ICT specialized authority if confirmed in the list. | Before arrival. | HS 8517.62.69 may need review instead of only 8517.62.51/59. |
| With app/cloud and user data collection | Not automatically information-security or civil cryptography licensing; review only if dedicated security/encryption functions or listed products are involved. | Security document, cloud description, encryption whitepaper if any. | Relevant specialized authority if triggered. | Before signing the import contract. | Do not conclude “no license required” without datasheet review. |
| With adapter, battery or charger | Review separate policies for adapter/charger/battery if packed together or declared separately. | BOM, packing list, package photos, power specifications. | Customs/relevant specialized authority. | Before final invoice. | Accessories may trigger separate technical requirements. |
| Used/refurbished/warranty goods | Review policy on used equipment, import conditions and documents proving condition. | Serial list, manufacturing year, refurbished certificate, import purpose. | Customs and specialized authority if applicable. | Before booking. | Condition and age of equipment may be challenged. |
| Imported for EPE/FDI/factory/project | Review import purpose, specialized policy, exemption/preference if any, and asset management. | PO, contract, project list, model list, company dossier. | Enterprise/project supervising customs office. | Before ETA. | Model and intended use should be aligned from the beginning. |

FAQ – FREQUENTLY ASKED QUESTIONS
Does importing a smart hub require a licence?
This cannot be concluded from the product name alone. If the model has Wi‑Fi/Bluetooth/Zigbee/SRD and matches HS code, list description, frequency and output power, quality inspection/conformity may arise. Review the datasheet.
Do Bluetooth or Zigbee models automatically require conformity?
No. Check EIRP, frequency, connectivity standard and exclusions. Circular 29 notes an exclusion for Bluetooth/Zigbee devices with EIRP below 60 mW in the short-range radio equipment section.
Which HS code should a smart hub use?
Usually codes under 8517.62 should be reviewed, but the exact code depends on the main function: wireless LAN equipment, IoT/SRD gateway, ADP gateway/adaptor, or radio-interface alarm/detection transmission equipment.
Is Vietnamese supplementary labelling required?
If the imported goods are circulated in Viet Nam, the importer should review original labels and Vietnamese supplementary labels under labelling rules.
Can C/O reduce duty?
Possibly, provided that the C/O form, origin criterion, goods description and HS code are consistent with the customs declaration.
Are sample smart hubs treated the same as commercial goods?
Not by default. Samples, warranty units, project imports or EPE/FDI imports require review of import purpose, value, technical dossier and specialized policy.
What if the invoice says gateway but the catalogue says smart home hub?
Ask the supplier to standardize the goods description, provide datasheet and align the product name before customs declaration to reduce HS and policy queries.
