IMPORT PROCEDURES FOR SMART HUBS

A smart hub is a central device used to connect, control and synchronize smart-home devices via Wi‑Fi, Bluetooth, Zigbee, Thread, Z‑Wave, Ethernet or other short-range radio technologies. If the goods are declared generically as “smart device”, “gateway” or “IoT hub”, the importer may misclassify the HS code, miss ICT quality/conformity requirements, prepare incorrect labelling documents or fail to lock the catalogue, datasheet and model list before ETA (Estimated Time of Arrival). CLASSIFICATION & TECHNICAL IDENTIFICATION

A smart hub must be identified by its principal function: central controller, wireless network device, IoT gateway, short-range radio data transmitter/receiver or device with specific security/encryption functions. A generic commercial name may lead to incorrect HS classification and sectoral policy review.

HS CODE – DUTY – C/O

For a smart hub, HS classification is not determined by the marketing name alone. It must be based on the principal function, connectivity protocol, data transmission/reception capability and how the device operates within the IoT ecosystem. A Wi‑Fi LAN hub, a Zigbee/Bluetooth-only controller and a central alarm/security hub may lead to different classification directions.

E2E OPERATIONAL PROCESS

Step 1: Pre-ETA review

Lock HS, ICT/conformity policy, duty, C/O, label, goods condition and bundled accessories.

Step 2: Freeze the dossier

Cross-check Invoice, Packing List, B/L/AWB, catalogue, datasheet, model list, serial list, label and RF specifications.

Step 3: Prepare sectoral documents if any

Quality inspection, conformity certification/declaration, test report or labelling dossier should be prepared before arrival if the model is regulated.

Step 4: Lodge customs declaration

Declare goods name, HS, value, origin and model correctly; prepare explanations for catalogue, C/O or sectoral policy if yellow/red channel occurs.

Step 5: Clearance and post-clearance completion

Pick up goods, apply Vietnamese sub-label/conformity mark where required, archive shipment files and prepare post-clearance explanations.

FAQ – FREQUENTLY ASKED QUESTIONS

Does importing a smart hub require a licence?

This cannot be concluded from the product name alone. If the model has Wi‑Fi/Bluetooth/Zigbee/SRD and matches HS code, list description, frequency and output power, quality inspection/conformity may arise. Review the datasheet.

Do Bluetooth or Zigbee models automatically require conformity?

No. Check EIRP, frequency, connectivity standard and exclusions. Circular 29 notes an exclusion for Bluetooth/Zigbee devices with EIRP below 60 mW in the short-range radio equipment section.

Which HS code should a smart hub use?

Usually codes under 8517.62 should be reviewed, but the exact code depends on the main function: wireless LAN equipment, IoT/SRD gateway, ADP gateway/adaptor, or radio-interface alarm/detection transmission equipment.

Is Vietnamese supplementary labelling required?

If the imported goods are circulated in Viet Nam, the importer should review original labels and Vietnamese supplementary labels under labelling rules.

Can C/O reduce duty?

Possibly, provided that the C/O form, origin criterion, goods description and HS code are consistent with the customs declaration.

Are sample smart hubs treated the same as commercial goods?

Not by default. Samples, warranty units, project imports or EPE/FDI imports require review of import purpose, value, technical dossier and specialized policy.

What if the invoice says gateway but the catalogue says smart home hub?

Ask the supplier to standardize the goods description, provide datasheet and align the product name before customs declaration to reduce HS and policy queries.
