IMPORT PROCEDURE GUIDE FOR DEHUMIDIFIERS
Importing a dehumidifier is not merely declaring the product name on the invoice. Key risks arise when a household dehumidifier is confused with an industrial unit, an air-conditioning machine, or an air purifier; when the catalogue does not prove capacity/weight; or when C/O is inconsistent with HS and description. Such errors may lead to HS explanation, extra documents, delayed clearance and DEM/DET. This guide provides an E2E (End-to-End) map covering HS code, taxes, specialized policies, documents, customs procedure and pre-ETA risks.
QUICK FACT TABLE
| Review area | Key control point | Operational note |
|---|---|---|
| Applicable product | Standalone dehumidifier for household, office, warehouse, technical room or factory use. | Do not automatically apply to air conditioners, air purifiers, dryers, central refrigeration systems or multi-function equipment. |
| Core HS review | 8509.80.90 for household dehumidifiers; 8479.89.69 for industrial dehumidifiers/machinery with individual function. | Review weight, capacity, working principle, intended use and product catalogue. |
| Reference duties | 8509.80.90: MFN 25%, ordinary 37.5%; 8479.89.69: MFN 0%, ordinary 5%. | FTA rate may be 0% if a valid C/O is available and origin rules are met. |
| VAT | Review 8%/10% depending on VAT reduction period and exclusion list at declaration date. | Do not apply a fixed VAT rate before checking HS code and import date. |
| Specialized policy | A standalone dehumidifier must not automatically be treated as an air conditioner. If it is a household electrical/electronic appliance with rated voltage up to 250V, review potential quality inspection and conformity certification/declaration under QCVN 4:2009/BKHCN and Amendment 1:2016; if it cools/heats/conditions air, also review heading 84.15 and energy labeling. | If Wi-Fi, Bluetooth, battery, adapter, UV, ion, HEPA filter or air-purifying functions are included, review separately based on the actual dossier; do not conclude by trade name only. |
| Documents before ETA | Invoice, Packing List, B/L/AWB, catalogue, datasheet, label photos, C/O, manual, wattage, voltage, weight and model list. | ETA means Estimated Time of Arrival. |
HS codes and rates are for operational reference. Businesses must verify tariff, technical files, C/O and policies at the declaration date. Do not conclude that no permit or specialized inspection is required until model, catalogue, functions and condition have been reviewed.
SCOPE OF APPLICATION
This article applies to standalone dehumidifiers used to reduce air humidity in households, offices, warehouses, technical rooms or factories. It does not automatically apply to air conditioners, air purifiers, industrial dryers, central refrigeration systems, display refrigerators, vacuum cleaners or multi-function equipment where dehumidification is not the principal function.
- Applicable to new commercial imports, project imports and factory/EPE/FDI use where documents support the declared nature.
- Used/refurbished goods, warranty goods, samples or models with Wi-Fi/Bluetooth/UV/ion/HEPA must be reviewed separately.
- Review must be based on catalogue, datasheet, model and actual import purpose.
CLASSIFICATION & TECHNICAL IDENTIFICATION
Household dehumidifier
Usually an electro-mechanical domestic appliance with self-contained electric motor for rooms or small offices. Check dehumidifying capacity, voltage, weight, tank capacity and accessories.
Industrial dehumidifier
Usually used in warehouses, factories or preservation areas with higher capacity and airflow. Technical datasheet and actual application should justify the classification.
Easily confused equipment
Air conditioners, air purifiers, dryers, refrigeration systems or air-treatment equipment may fall under different HS and policies.
MANDATORY TECHNICAL IDENTIFICATION TABLE
| Technical criterion | Documents to compare | Risk if description is wrong | Suggested description |
|---|---|---|---|
| Product nature | Catalogue, manual, product photos, model list | Generic descriptions such as “air dryer/air purifier” may cause wrong HS. | Air dehumidifier, model…, capacity…, voltage…, brand new. |
| Use purpose | Brochure, room/warehouse area, application | Household and industrial dehumidifiers may be confused. | Dehumidifier for household/warehouse/factory according to actual documents. |
| Weight/capacity | Packing List, datasheet, nameplate | May affect classification under 8509 or 8479. | State L/day, W/kW, voltage and weight. |
| Auxiliary functions | Catalogue, marketing sheet, firmware/spec | Wireless, UV, ionizer, heating/cooling may trigger other policies. | State principal and auxiliary functions clearly. |
| Power/accessories | Adaptor, cable, filter, drain hose | Accessories may affect labeling and documentation. | Declare accessories as a synchronized set if imported together. |
| Goods condition | Invoice, photos, contract, declaration | Used goods may be restricted or prohibited. | Brand-new goods; if not brand-new, review separately before booking. |
HS CODE – DUTY – C/O
HS determination must be based on principal function, construction, operating principle, use purpose and technical documents. Do not rely only on the commercial name “dehumidifier”.
