FAQ – COMMON BUSINESS QUESTIONS

Does refined vegetable oil need an import licence?

Do not conclude absolutely. The key controls are usually food safety, product declaration, import inspection, labelling and tax, subject to dossier review.

Is self-declaration required?

Food-use refined vegetable oil normally requires review for self-declaration/product declaration under Decree 15/2018/ND-CP before circulation.

Is HS always 1511?

No. Palm oil may be 1511, sunflower oil 1512, other oils 1515, and mixtures/preparations 1517.

What VAT applies?

VAT must be reviewed at declaration date. Many food oil lines show 10%, but any applicable reduction must be checked.

Can C/O reduce duty?

Possibly, if the C/O form, origin criterion, description, HS and transport route comply with the relevant FTA.

Is raw material import different from retail oil?

Yes. Labelling, packaging, purpose and document evidence may differ.

When does QCVN 29:2026/BCT matter?

Circular 10/2026/TT-BCT states QCVN 29:2026/BCT takes effect on 01/12/2026; shipments after that should be reviewed accordingly.

TGIMEX EXECUTION SOLUTION

This article maps HS, taxes, C/O, food safety dossiers and the import workflow for refined vegetable oil. In real shipments, businesses should still review COA, specifications, ingredient list, labels, C/O and import purpose.

Pre-ETA review

HS, taxes, C/O, food safety, labels and specialized policy risks.

Document control

Cross-check Invoice, Packing List, B/L/AWB, COA, specification, label and C/O.

International logistics

Coordinate agents, carriers, ETA, pre-alert and transport documents.

Customs & audit

Declaration support, channel handling, inland delivery and batch record retention.

Businesses should not wait until cargo arrival to review food safety, C/O or labelling documents. Small discrepancies may trigger document supplements, customs delay or unplanned storage costs.
