GUIDE TO IMPORT PROCEDURES FOR PORK JERKY INTO VIETNAM
Pork jerky may look like a simple processed food, but importing it into Vietnam first requires an HS split between Chapter 02 and Chapter 16, together with terrestrial animal-product quarantine, imported-food safety inspection, exporting-country/establishment eligibility, self-declaration, labelling and C/O origin rules. A mismatch among formula, packaging, health certificate, establishment and commercial documents can trigger supplementation, sampling or longer clearance.
This guide maps the end-to-end workflow from product identification, HS code, duties and FTAs to specialized documents, customs clearance and post-clearance obligations so the importer can review the shipment before booking and before ETA.
Operational reference for import-export businesses · Legal status reviewed through 10 Sep 2026.
1. QUICK SUMMARY & SCOPE
Food made from processed or preserved pork, typically dried, dehydrated, smoked and/or heat-treated, often seasoned and packed for retail sale.
Do not default every pork jerky product to 1602. If it is only salted, in brine, dried or smoked and still retains the character of meat, review 0210.19.90 first; only products otherwise prepared/preserved should move toward 1602.49.91/99.
Vietnam’s specialized HS management table flags both 0210.19.90 and 1602.49.91/99 for terrestrial animal-product quarantine and imported food-safety inspection when imported for food use.
Ordinary prepacked pork jerky for general consumers will typically require a product self-declaration before circulation and must satisfy commodity-labelling and nutrition-labelling rules where applicable.
If 0210.19.90 applies: reference MFN 10%, ordinary duty 15%. If 1602.49.91/99 applies: MFN 22%, ordinary duty 33%. VAT must be determined from actual processing and the rules in force on the declaration date.
Before placing an order, verify the exporting country, approved establishment/product scope, the acceptable Veterinary Health Certificate format and the supplier’s ability to issue shipment-matched documents.
2. KEY TERMS & WHY THE PROCEDURE MATTERS
Veterinary control for disease, sanitary conditions and import eligibility of terrestrial animal products. Dried pork can remain within the quarantine regime.
State inspection to assess compliance of imported food. Inspection method and sampling intensity may vary according to the product, compliance history and risk classification.
A mechanism under Decree 15/2018/ND-CP for many processed prepacked foods, except products requiring registration of product declaration or qualifying for an exemption.
The expected arrival time of the cargo. For animal-origin food, key regulatory files should be locked before ETA to avoid cargo arriving before clearance documents are ready.
Origin evidence used to prove origin and, where conditions are met, claim a special preferential import tariff under an FTA.
The foreign manufacturing establishment must be checked against Vietnam’s accepted list/scope where the product policy requires it. Name and establishment code should align across certificates, labels and trade documents.
3. DETAILED PRODUCT CLASSIFICATION & IDENTIFICATION
Pork jerky should be classified from its actual processing and product structure, not merely the commercial name on the Invoice. The first branch is whether it is only salted, in brine, dried or smoked under Chapter 02, or otherwise prepared/preserved so that Chapter 16 should be reviewed.
DETAILED PRODUCT CLASSIFICATION TABLE
| Product/situation | Identification points | Example | Supporting evidence | Potential regulatory treatment | Documents to cross-check | Application note |
|---|---|---|---|---|---|---|
| Pork jerky only salted, in brine, dried or smoked | Still has the character of swine meat; processing stays within salted/in brine/dried/smoked and no other preparation/preservation determines the product | Plain dried pork / smoked dried pork | Process flow, ingredient list, treatment parameters, product photos | Possible 0210.19.90; quarantine; food-safety inspection | Specification, health certificate, label, process flow | Review Chapter 02 before using 1602 when the product is preserved only by methods expressly covered by heading 0210. |
| Pork jerky strips/shreds in airtight retail packaging | Pork is the main ingredient; beyond drying/smoking there is seasoning, heat treatment or other preparation/preservation; airtight pouch/jar | Seasoned pork jerky | Ingredient list, process flow, label, packaging specification | Possible 1602.49.91 if otherwise prepared/preserved; quarantine; food-safety inspection; self-declaration; labelling | Specification, health certificate, COA if relevant, label, packaging photos | A leading candidate only after excluding heading 0210 and specific ham/shoulder/luncheon-meat lines. |
| Comparable pork jerky not meeting airtight retail-packaging description | Bulk packaging, non-airtight package or non-retail packing format | Bulk jerky / foodservice pack | Packing specification, photos, sales configuration | Potential HS 1602.49.99; quarantine; food-safety inspection; declaration/labelling as applicable | Specification, packing list, health certificate, label | Vacuum packing alone does not settle the tariff line; review the legal description of airtight retail packaging. |
| Product retaining the character of ham or shoulder/cuts thereof | Specific pork cut and product identity remains ham/shoulder | Dried/cured ham pieces | Cut specification, process flow, photos | May move to 1602.41/1602.42; specialized controls still need review | Specification, label, health certificate, classification evidence | Do not force every dried pork preparation into 1602.49. |
| Sausage or sausage-like product | Ground/emulsified, stuffed or shaped as sausage/similar product | Dried sausage / sausage-style pork stick | Formula, casing data, process flow | May fall under 1601 instead of 1602.49 | Formula, catalogue, label | Marketing term “pork stick” may be misleading; physical composition controls. |
| Mixed snack containing pork plus cereal/vegetable/other ingredients | Meat percentage and character of preparation | Mixed meat snack / filled snack | BOM/recipe, ingredient percentages, process flow | May fall outside Chapter 16 depending on Chapter Notes; food-safety/labelling controls remain | Quantified formula, specification, label | Chapter 16 classification requires checking the meat-content threshold and Notes. |
| R&D/sample or qualifying non-commercial shipment | Purpose and quantity support genuine sample/research use | R&D sample | Purpose letter, non-commercial invoice, quantity | Possible imported-food-inspection exemption under Decree 15 in qualifying cases; quarantine must be reviewed separately | Purpose evidence, shipping documents, health certificate if required | A sample is not automatically exempt from every specialized control. |
4. HS CODE – DUTY – C/O
Pork jerky cannot be classified from the words “pork jerky” alone. Read the ingredient list and process flow first to distinguish (i) swine meat only salted, in brine, dried or smoked, potentially 0210.19.90, from (ii) meat otherwise prepared/preserved, where 1602.49.91/99 should then be reviewed according to packaging. These are reference codes for dossier review and do not replace a binding or final customs classification.
PROPOSED HS – DUTY – C/O REVIEW TABLE
| Reference HS | Relevant description | Classification basis | When it may apply | Ordinary duty | MFN duty | VAT | C/O/FTA to review | Evidence to review |
|---|---|---|---|---|---|---|---|---|
| 0210.19.90 | Swine meat – other – salted/in brine/dried/smoked | Heading 0210 covers meat and edible offal preserved by salting, brining, drying or smoking | Jerky retains the character of meat and no other preparation/preservation moves it to Chapter 16 | Reference 15% | 10% | Review processing level and VAT rules at declaration date; do not infer 8% from HS alone | Review the FTA schedule separately for 0210.19.90 and actual origin | Process flow, ingredient list, specification, product photos, health certificate, C/O |
| 1602.49.91 | Of swine – other – in airtight containers for retail sale | Heading 1602 covers other prepared/preserved meat; 1602.49 covers other preparations of swine | Ordinary pork jerky, not luncheon meat, where retail packaging meets the airtight criterion | Approx. 33% | 22% | 8% during the reduction period through 31 Dec 2026; standard 10% | ATIGA, ACFTA, AJCEP, VJEPA, CPTPP, EVFTA, UKVFTA etc. by route | Formula, process flow, packaging spec, label, C/O, invoice |
| 1602.49.99 | Of swine – other – other | Same 1602.49 subheading but outside the airtight-retail line | Processed/preserved pork jerky whose packing does not fall under 1602.49.91 | Approx. 33% | 22% | 8% during the reduction period through 31 Dec 2026; standard 10% | Review applicable FTAs by actual origin | Formula, process flow, packing spec, label, C/O |
| 1602.41/1602.42 | Hams or shoulders and cuts thereof | Separate pork-cut subheadings | Only if the actual product retains the relevant ham/shoulder character | Check final 8-digit line | Reference MFN for these lines: 22% | Check current VAT | Check FTA for final code | Cut specification, photos, process flow, catalogue |
| 1601.00.xx | Sausages and similar products | Heading 1601 based on product structure/identity | Where a “pork stick” is in substance sausage/similar | Check final line | Reference MFN for current lines: 15% | Check current VAT | Check FTA for final code | Formula, casing, process flow, label |
SPECIAL PREFERENTIAL C/O / FTA TABLE BY IMPORT ROUTE – 1602.49.91/99 BRANCH
| Route/origin | FTA | Origin document | 2026 reference rate for 1602.49.91/99 | Eligibility condition | Evidence | Operational note |
|---|---|---|---|---|---|---|
| No qualifying FTA / e.g. United States | MFN | Origin evidence where needed | 22% MFN | MFN conditions | Invoice, B/L, origin evidence | No preferential C/O means no automatic special-duty reduction. |
| ASEAN | ATIGA | Form D / applicable origin document | 5% | Satisfy ATIGA rules of origin and document requirements | C/O, invoice, B/L, BOM where needed | Verify actual origin of the pork input. |
| China | ACFTA | Form E / equivalent mechanism | 5% | Meet ACFTA origin rule | C/O, invoice, transport documents, BOM | Compare with RCEP; RCEP may not provide a better rate for this line. |
| Japan | AJCEP / VJEPA | Form AJ / VJ or applicable origin document | 0% for the 01 Apr 2026–31 Mar 2027 tariff period | Meet the selected agreement’s origin rule | C/O, formula/BOM, proof of originating inputs | Choose the beneficial FTA only if origin criteria can be proven. |
| European Union | EVFTA | EUR.1 / origin statement where permitted | Reference 6.6% in 2026 | Meet EVFTA origin requirements; Chapter 2/16 inputs need close review | Origin proof, supplier declarations, BOM | Non-originating pork can prevent preference depending on the rule. |
| United Kingdom | UKVFTA | EUR.1 (UK) / applicable proof | Reference 6.6% in 2026 | Meet UKVFTA origin requirements | Origin proof, BOM, invoice and transport docs | Use the tariff year applicable on declaration date. |
| CPTPP members | CPTPP | CPTPP certification of origin | Member-specific schedule; do not use one universal rate | Meet the PSR for heading 1602 and documentary/transport conditions | Certification, BOM, supplier origin evidence | Check the actual exporting member before calculating landed cost. |
| South Korea | AKFTA / VKFTA / RCEP | AK/VK/RCEP as applicable | Compare the 2026 schedule of the qualifying agreement | Meet origin rules; the source of the pork input is critical | C/O, BOM, pork-origin evidence, invoice/B/L | Do not choose an FTA solely because the published rate is lower. |
C/O pre-costing checklist
Identify the available agreement, accepted form/origin mechanism and the tariff schedule applicable in 2026.
HS, product description, weight, quantity and invoice references on origin documents should be consistent with the shipment.
Review WO, CC/CTH or RVC as required. For meat preparations, the origin of the pork input is often decisive.
Check direct-consignment/non-alteration rules, third-party invoicing where relevant and continuity of transport evidence.
Avoid late/invalid issuance, improper corrections or missing signature/stamp/electronic-authentication requirements.
Do not assume RCEP is always best. ACFTA, AJCEP, VJEPA or another FTA can provide a materially lower rate on certain routes.
5. DOCUMENT SET & PREPARATION LOGIC
Manage the file in three layers: commercial documents, technical/specialized documents, and a pre-ETA locked data set. Product name, establishment, lot, origin, formulation and processing status should remain consistent end to end.
Commercial Invoice, Packing List, B/L or AWB, Contract/PO where relevant, C/O for preference, lot/batch list and transport records.
Ingredient list, specification, process flow and original label; self-declaration file where applicable; quarantine file; Veterinary Health Certificate; imported-food-safety file; COA/test report if required by the inspection route.
Country/establishment number and product scope, draft health certificate, package photos, product list, draft HS, draft C/O, production/expiry dates and storage conditions.
OPERATIONAL DOCUMENT CHECKLIST
| Document group | Documents | Used for | Typical owner | Common error | Pre-ETA control |

7. TIMELINE, FEES & COST-RISK CONTROL
OPERATIONAL TIMELINE
| Stage | Action | Recommended timing | Timing depends on | Possible cost/fee | Risk if late |
|---|---|---|---|---|---|
| Before order | Verify country/establishment, product scope, HC template and preliminary HS | Before PO/deposit | Supplier data and approval status | Review/advisory cost where used | Order placed with ineligible plant; difficult to repair later. |
| Before booking | Lock formula, process flow, label, packing spec and origin route | Before cargo leaves factory | Supplier document readiness | Testing/label/translation costs if needed | Insufficient data for HS, C/O or product declaration. |
| Before ETA | Prepare/submit quarantine and food-safety files as applicable; lock documents | Well before arrival | Completeness and the applicable receiving mechanism | State fees under current schedule; service fees if outsourced | Cargo arrives before file is ready; storage exposure. |
| On arrival | Shipment inspection, certificate check, sampling/testing where applicable | According to specialized inspection schedule | Inspection method, risk status and lab result | Quarantine/testing/lab fees as incurred | Waiting time plus handling/storage/DEM/DET. |
| Customs clearance | Customs entry, channel handling, tax payment and specialized-result matching | Once filing conditions are met | Green/Yellow/Red channel and supplements | Import duty, VAT and logistics charges | HS/C/O/label/HC errors extend clearance. |
| Post-clearance | Supplementary label, circulation file, record retention and post-audit readiness | Before sale and throughout retention period | Distribution plan and post-market controls | Labelling, storage and additional testing where necessary | Customs-cleared goods may still be non-compliant for market sale. |
8. PRACTICAL END-TO-END PROCESS
Collect quantified formula, process flow, product photos, packaging spec, label, country, manufacturer/establishment and intended use. Determine whether it is truly jerky or a sausage/ham/mixed snack.
First split 0210.19.90 from 1602.49.91/99 based on the process flow, ingredient list and the product’s processing character; only then review packaging within the 1602 branch. Build landed cost from the MFN rate of the final code before applying FTA preference when origin qualifies.
Confirm quarantine, imported-food inspection, self-declaration and labelling; verify country/establishment and product scope. Pre-check the Veterinary Health Certificate template.
Complete self-declaration where applicable; standardize ingredient list, specification, testing/COA where required, label and nutrition information.
Approve Invoice, Packing List, B/L/AWB, C/O, health certificate, lot, dates, origin and manufacturer. Product descriptions must not conflict across documents.
Green may permit release subject to system conditions; Yellow reviews documents; Red reviews documents and physical goods. Keep HS, specialized, C/O and label evidence ready.
Coordinate quarantine/food-safety control, sampling where applicable, results, tax payment and cargo release. Track free time to limit logistics charges.
Apply/complete Vietnamese supplementary labelling as needed, retain lot files, self-declaration, specialized results and origin evidence; control changes to supplier/formula/label for future shipments.
9. FAQ – FREQUENT OPERATIONAL QUESTIONS
1. Which HS code is commonly reviewed for pork jerky?
There is no default code from the commercial name “pork jerky” alone. If the product is only salted, in brine, dried or smoked and still retains the character of meat, review 0210.19.90. If it is otherwise prepared/preserved and is not luncheon meat, a specific ham/shoulder preparation or sausage, then review 1602.49.91 for airtight retail packaging or 1602.49.99 for other packing.
2. Does fully dried/cooked pork jerky still require quarantine?
Yes. The current specialized HS table flags both 0210.19.90 and 1602.49.91/99 for animal-product quarantine when imported for food use; drying or cooking does not automatically create an exemption. The exporting country, establishment, approved product scope and shipment certificate must still be checked.
3. Is a product self-declaration required?
Ordinary processed prepacked pork jerky for general consumers will typically be handled by self-declaration under Decree 15/2018, unless it falls into another regulated category or a specific exemption.
4. Does self-declaration mean every import shipment is exempt from food-safety inspection?
No. Product self-declaration and state inspection of imported food are separate layers. An exemption/reduced inspection applies only when its specific legal conditions are met.
5. Must the foreign factory be on an approved list?
This is a pre-order checkpoint. Verify the country, establishment name/code and approved product scope; a matching company name alone is not enough if the plant or product scope differs.
6. What C/O route should be reviewed for China-origin goods?
Compare ACFTA and RCEP. For 1602.49.91/99, the 2026 ACFTA reference rate is 5%; some RCEP schedules for this line remain much higher. Preference still requires a valid origin rule and document.
7. Can Japan-origin pork jerky reach 0% import duty?
The 1602.49.91/99 lines have a 0% schedule under AJCEP/VJEPA for 01 Apr 2026–31 Mar 2027, but the actual pork input and specific rule of origin must qualify.
8. Are samples exempt from all procedures?
No. Decree 15 contains imported-food-inspection exemptions for qualifying test/research samples, but quarantine, customs, veterinary documents and other controls must be assessed independently.
9. Is nutrition information required on the label?
Review Circular 29/2023/TT-BYT and its exceptions. For retail prepacked pork jerky, prepare data for energy, protein, carbohydrate, fat, saturated fat, total sugars and sodium where mandatory.
10. Does vacuum packing automatically mean HS 1602.49.91?
No. Vacuum packing is evidence, but the legal tariff description is in airtight containers for retail sale. Review package construction, commercial presentation and actual goods.
11. How long does clearance take?
There is no single lead time. It depends on file completeness, quarantine, food-safety inspection method, sampling/testing and customs channel. Pre-ETA preparation is therefore more important than a generic day count.
12. What remains after customs clearance?
Labelling/market-circulation compliance, traceability records, self-declaration, quarantine/food-safety results, C/O and shipment-file retention remain relevant. Changes in plant, formula, packaging or raw-material source must be controlled for later shipments.
10. REQUIRED OUTPUTS & POST-CLEARANCE OBLIGATIONS
Evidence sufficient to explain HS: formula, process flow, photos, packaging specification and the distinction between 0210.19.90, 1602.49.91/99 and nearby headings.
Self-declaration and supporting technical/testing documents where applicable; label content consistent with formula and intended use.
Veterinary/health certificate, quarantine records/results; imported-food-safety records/results or valid exemption basis where applicable.
Customs declaration, valuation documents, preferential C/O where used, tax-payment evidence and HS/origin explanations where required.
Original/Vietnamese supplementary label, nutrition information where applicable, dates, storage, lot traceability and responsible-entity information.
Retain the complete shipment and product-version file and be ready for post-clearance audit, food-safety post-market review or traceability.
11. SOLUTIONS FROM TGIMEX
Pork jerky looks straightforward but sits at the intersection of veterinary control, food safety, customs, origin and labelling. The lower-risk operating model is to review the file before ordering and before ETA, not to repair issues after the cargo has arrived.
Cross-check product identity, HS, duty, C/O, country/establishment, product scope, health certificate, quarantine, food safety, self-declaration and label before shipment.
Lock consistency across Invoice, Packing List, B/L/AWB, formula, process flow, C/O, health certificate, label, lot/batch, production/expiry dates and the product file.
Coordinate pre-alert/ETA, specialized controls, customs channel, sampling where required, taxes, cargo release and post-clearance records to limit unplanned storage/DEM/DET.
For this category, an operator that can connect logistics, customs documents and specialized regulatory controls helps reduce risk earlier in the supply chain.
