Charges to Check in an International Freight Quotation

FREIGHT RATES

CHARGES TO CHECK IN AN INTERNATIONAL FREIGHT QUOTATION

A low Ocean Freight or Air Freight line does not necessarily produce the lowest total cost. Differences often sit in origin and destination local charges, lane surcharges, special-cargo handling, container free time, exchange-rate and tax treatment, and items marked “as actual”. If a business compares quotations only by the main freight line, the apparently cheaper option may generate a higher debit after cargo has moved, when switching provider or renegotiating is difficult. This article provides a same-scope review framework covering six cost layers, collectors, billing units, triggers, included/excluded conditions and RFQ data to lock before booking.

QUICK FACTS

Review all six cost layers

Main freight, origin charges, destination charges, conditional surcharges, time/equipment charges and finance/administration.

“All-in” needs a defined scope

It is meaningful only when the quotation states included, excluded, exceptions, lane, commodity, validity and billing unit.

Use the same rating basis

Air/express quotations need the same chargeable weight; LCL the same CBM/revenue tons; FCL the same equipment and loading conditions.

Lock time and exchange-rate rules

Validity, cut-off, free time, D&D/storage, truck waiting and invoice exchange rates can all change the final debit.

Incoterms do not replace the quotation

Incoterms allocate costs between seller and buyer; the quotation defines what the transport provider charges and how.

SCOPE OF APPLICATION

This article applies to quotations for ocean FCL/LCL, air freight, international express, road and rail, covering import, export, door-to-door, port-to-port, airport-to-airport and multimodal movements.

  • Users: cargo owners, buyers, procurement, finance, operations, logistics sales and budget approvers.
  • Cargo: general cargo, project cargo, machinery, components and consumer goods; DG, OOG, reefer, lithium-battery and high-value cargo require additional specialist tariffs.
  • Not a market rate sheet: no fixed amounts are stated because pricing depends on lane, carrier, schedule, date, equipment and shipment data.
  • Boundary: import duty, import VAT, regulatory inspection and government charges are not automatically freight charges; they enter the quotation only when a collection or related service scope is confirmed.

KEY TERMS

TermMeaningWhy it matters
Base Freight / Main FreightThe core international or line-haul transport charge. It is not the total cost; local charges and surcharges must be reviewed.
Local ChargeOrigin or destination charges for terminal, documentation, delivery order, CFS, handling and similar services.Identify location, collector, unit and possible duplication across carrier, agent and forwarder.
Surcharge / Accessorial ChargeAn additional charge triggered by fuel, security, peak demand, congestion, route risk, cargo features or added service.Check fixed amount or percentage, trigger and adjustment rights.
All-in RateA commercial label for a rate bundling selected components.Require an included/excluded list; it should not be read as unlimited coverage.
Prepaid / CollectPaid at origin or collected at destination.Shows payment location, not necessarily the final cost bearer.
Chargeable WeightThe billing weight for air/express, usually the higher of actual and volumetric weight.Align kilograms, divisor and rounding across quotations.
W/M – Revenue TonLCL/breakbulk rating by weight or measurement, whichever yields the higher revenue under the tariff.Check minimum revenue tons and rounding.
Minimum Charge / RoundingThe minimum billable amount and rules for rounding pieces, kg, CBM, revenue tons or days.A low unit rate may still produce a high total.
Free TimeThe agreed period without demurrage/detention or combined charges.Confirm days, start point, day type and post-free-time tariff.
Pass-through / As ActualA third-party cost recharged against actual supporting documents.Require source document, tax, exchange rate and any disbursement fee/mark-up.
Validity / Rate RevalidationThe quotation validity and reconfirmation when booking or sailing date changes. An approved RFQ may still be re-rated after expiry.

HOW A FREIGHT QUOTATION WORKS

1. A quotation is a scope structure, not merely a number

It should state the route, who performs pickup, customs, terminal handling, international carriage and delivery, the rating basis, validity, fixed versus estimated/as-actual items and exclusions. Two quotations are comparable only when they share the same route – mode – service level – chargeable quantity – commodity – equipment – included/excluded.

2. Six cost layers to separate

4. Conditional surchargesFuel, security, peak season, congestion, war risk, LSS, CIC, remote area, DG/OOG/reefer.Carrier/forwarder or related provider. When lane, cargo, date or service criteria apply.Formula, effective period, adjustment and all-in treatment.
5. Time/equipment/event chargesDemurrage, detention, storage, waiting, truck detention, inspection handling, re-delivery.Carrier, terminal, warehouse, trucker or handler.Delay, plan change or inspection.Clock start/stop, free time, tiered tariff and supporting evidence.

3. The invoice recipient and ultimate cost bearer may differ

A forwarder may debit the importer while the sales contract assigns part of the cost to the seller; a prepaid freight arrangement may still leave destination charges to the buyer. Incoterms® 2020 allocate tasks, costs and risks between seller and buyer, but actual reconciliation must also read the sales contract, quotation, B/L/AWB and payment arrangement.

4. Illustrative same-scope comparison

Illustrative only, not a market rate: Quotation A shows main freight of USD 900 but expected local and as-actual items of USD 560, giving USD 1,460. Quotation B shows main freight of USD 1,030 but locks local charges and surcharges at USD 320, giving USD 1,350. The comparison is valid only when lane, schedule, equipment/chargeable quantity, commodity and delivery scope are the same.

Control point: do not approve a single “Total” line unless fixed, estimated, pass-through and re-rate triggers are identified.

4
Mark fixed, estimate and as actual.
For unpriced items, state formula, evidence source, budget cap and mark-up.
5
Check included/excluded and duplicates.
Reconcile charge codes across carrier, agent and forwarder and identify bundled handling.
6
Check validity and timeline.
Review expiry, ETD/ETA, cut-off, free time, delivery, amendment/cancellation and revalidation.
7
Normalise currency and tax.
Convert to one currency and state invoice FX, VAT/service tax, bank and disbursement fees.

LEGAL BASIS AND REFERENCE SOURCES

There is no single tariff governing every international freight quotation. Charges are generally defined by the quotation, tariff/service guide, booking/rate confirmation, contract of carriage, B/L/AWB and local published tariffs. Incoterms® allocate costs between buyer and seller but do not replace carrier/forwarder charging terms.

FREQUENTLY ASKED QUESTIONS

1. Can an “all-in” quotation still generate extra charges?

Yes. It normally bundles only listed items and may exclude duties, inspections, D&D/storage, remote-area service, misdeclared cargo or schedule changes.

2. Which local charges are mandatory?

There is no universal list. It depends on mode, port/airport, carrier, FCL/LCL, document type, commodity and end-service scope.

3. Does prepaid mean the seller bears the cost?

No. Prepaid identifies the payment location. The ultimate cost bearer follows the sales contract, Incoterms and commercial agreement.

4. Why do same-lane quotations differ substantially?

They may use different carriers, schedules, transit time, chargeable quantity, minimums, local charges, scope, free time or validity.

5. How should “as actual” charges be controlled?

Require the formula, evidence source, issuer, budget cap, exchange rate, tax and any disbursement fee/mark-up. Amounts above the cap should be re-approved.

6. Are demurrage, detention and storage the same?

No. Demurrage and detention relate to container use under Free Time; storage usually relates to space occupied at a terminal or warehouse. Local tariffs control the exact setup.

7. Is the lowest total estimate always the best quotation?

Do not rely only on the estimate. Review scope completeness, schedule and transit, free time, commodity capability, payment terms, risk exposure and supporting-document quality.

APPLICATION NOTE: Charge names and codes differ by carrier and forwarder. Review the quotation, tariff, service guide, booking confirmation, Incoterms, sales contract and shipment file; this article does not replace a formal quotation.
