KEY CONTENT TO NOTE
The Circular applies only to products and goods with the relevant HS code and product description listed in the Group 2 catalogue. Trade names such as router, Wi-Fi module, IoT device or server are not sufficient.
Appendix I covers products requiring conformity certification and conformity declaration. Appendix II covers products requiring conformity declaration. Misclassification may affect dossier sequence, customs timeline and market-release planning.
A Group 2 product integrating another Group 2 product must comply with all relevant QCVNs. Devices with LTE, Wi-Fi, Bluetooth, NFC, RFID or SRD modules should be mapped by technical function.
Some cases involving up to 03 units per type, self-use imports or destructive testing may be exempt under strict conditions. Such exemptions should not be assumed for commercial goods.
The Circular allowed suspension or non-mandatory application of certain QCVN requirements until 30 June 2025. From 1 July 2025, some products may require supplementary or new conformity documentation.
Where the HS classification of imported goods within the Circular’s scope is unclear, sectoral authorities may coordinate with customs. Enterprises should prepare catalogue, datasheet and technical descriptions.

IMPACTS ON IMPORT–EXPORT AND LOGISTICS OPERATIONS
HS code, product description, model, wireless function, applicable QCVN and quality inspection dossier should be aligned before customs declaration.
Conformity certificates, conformity declarations, receipt notices, test reports, original labels, manuals and technical documents should be reviewed, especially for multi-module devices.
Group 2 ICT goods should be checked at ordering or pickup stage. If QCVN obligations are identified only after arrival, storage, demurrage/detention or project delay risks increase.
Conformity, quality inspection, labelling and model/serial data should be stored by shipment to support post-clearance audit and market surveillance.
