IMPORT PROCEDURES FOR FOOD PRESERVATIVES
Food preservatives are operationally sensitive import items because the applicable HS code, import duty, food safety dossier and market circulation requirements depend on the chemical identity, CAS number, food-grade status, whether the item is a single substance or a blended additive, and whether the substance is permitted for the intended food category. If the importer declares only a commercial name such as “preservative powder”, Customs and food safety authorities may request additional COA, SDS/MSDS, test reports, labelling evidence and explanations. This article provides an E2E (End-to-End) checklist for reviewing HS code, taxes, specialized policy, documents and pre-ETA risks.

Covered goods
Food-grade preservatives imported as food additives, in powder, granule, crystal, liquid or blended additive form.
Related product group
The taxonomy group includes sweeteners, preservatives, colorants, acidity regulators and anti-caking agents. This article covers preservatives only.
Excluded variants
Cosmetic preservatives, industrial preservatives, disinfectants, pesticides, feed additives and pharmaceutical ingredients may be subject to different policies.

CLASSIFICATION & TECHNICAL IDENTIFICATION
The classification of food preservatives should be based on chemical identity, CAS number, purity, food-grade status, INS/E-number, single substance or blend status, and intended food application. Avoid using only the trade name when technical documents identify sodium benzoate, potassium sorbate, calcium propionate or a preservative blend.

Do food preservatives require declaration?
Usually yes, either self-declaration or product registration depending on permitted use and additive status.
Is food safety inspection required?
It may be required if the HS code and item are listed under the Ministry of Health food safety inspection list.
Can one HS code cover all preservatives?
No. Sodium benzoate, potassium sorbate, calcium propionate and blends may fall under different HS codes.
Is VAT 8% or 10%?
