DVB Box Import Procedure into Vietnam

SET-TOP BOX / DVB BOX / DIGITAL TV RECEIVER

DVB BOX IMPORT PROCEDURE INTO VIETNAM

A DVB box may look like a simple consumer electronics device, but import dossiers often fail at four points: generic goods description, wrong HS between a communication-function set-top box and a standalone DVB receiver, missing ICT conformity dossier, or unreviewed Wi-Fi/Bluetooth module. Any mismatch among Invoice, Packing List, catalogue, datasheet and label may lead to document requests, customs query, delayed clearance and DEM/DET. This article provides an E2E map for pre-ETA review: HS code, proposed duties, specialized policy, dossier set, clearance decision points and risk checklist.

QUICK FACTS

Product nameDVB receiver / digital television signal receiving and decoding deviceDo not automatically apply to IPTV box, Android TV box or smart TV with display.
Main proposed HS8528.71.91 – other, mains operatedApplicable where the device is a standalone DVB box, without display, mainly receiving/decoding digital TV signals.
Alternative HS to review8528.71.19 if it is a set-top box with a communication function; 8528.71.99 for other non-mains casesConfirm based on catalogue, datasheet, ports and actual function.
Proposed taxesMFN 35%, VAT 10%, ordinary duty reference 37.5% for HS 8528.71.91Special preferential duty depends on FTA, C/O form and origin criteria.
Specialized policyQuality inspection/conformity declaration for ICT if listed; review QCVN 63:2020/BTTTT and relevant technical regulationsIf Wi-Fi/Bluetooth, network port, DRM/encryption or adapter is included, review actual dossier.
Legal note: Do not apply one fixed HS code to every DVB box. Review according to catalogue, datasheet, model and actual import purpose.

SCOPE OF APPLICATION

This article applies only to DVB box – a digital TV signal receiving/decoding device, usually without display, connected to TV/external monitor via HDMI/AV and receiving DVB-T/T2, DVB-C or DVB-S/S2 depending on the model.

Applicable to

  • DVB boxes imported for trading, projects, warranty, samples or internal use.
  • Standalone DVB box with adapter, remote control, signal cable or standard accessories.

Not automatically applicable to

  • IPTV box, Android TV box, smart TV with display, TV stick, media player.
  • Set-top box with modem, Wi-Fi/Bluetooth, Android OS or Internet interaction function.
Warning: Brand-new, used, refurbished, sample, warranty or project goods may trigger different policies. If the goods include radio module, encryption, adapter, battery or accessories, review separately based on the actual dossier.

CLASSIFICATION & TECHNICAL IDENTIFICATION

DVB box should be identified by main function, signal standard, hardware configuration, ports, power supply and goods condition. Generic names such as “TV box” or “set-top box” may lead to wrong HS, specialized policy, QCVN/TCVN and labelling requirements.

HS CODE – DUTY – C/O

HS classification depends on technical nature: whether communication function exists, whether it is mains operated, and whether it is a standalone TV reception apparatus or an Android/IPTV device. Confirm HS before ETA to control duty, C/O and specialized dossier.

Reference HSApplication conditionRisk of wrong classificationDocuments to compare
8528.71.91Standalone DVB box, without display, mains operated, mainly receiving/decoding digital TV signal.May be challenged if the model has Internet communication, IPTV, Android or two-way interactive features.Catalogue, datasheet, port diagram, user manual, front/rear photos, model label.
8528.71.19Set-top box with a communication function, e.g. modem/network/interactive information function, while retaining the character of television reception apparatus.Wrong use may change MFN duty and specialized policy.Datasheet, CPU/modem/network description, software documents, interface photos.
8528.71.99DVB box/TV reception apparatus not falling under mains-operated case or another subheading.Wrong power condition or configuration may lead to HS reclassification.Power specifications, adapter, battery if any, technical dossier.

Does it include special encryption? Is DRM/conditional access under civil cryptography control?Software/security descriptionMay trigger separate permit/policy.Review actual dossier, avoid absolute conclusion.
Can C/O be used? Are form, origin, description and HS consistent?Draft C/O, invoice, packing list, billPreferential duty may be denied.Check draft C/O before original issuance.
New or refurbished?Do documents show refurbished/used condition?Invoice, contract, photos, manufacturer confirmationUsed goods policy risk.Confirm condition in PO and invoice.

PRACTICAL E2E PROCEDURE

Step 1 – Pre-ETA review: Confirm HS, duty, C/O, label, ICT policy, Wi-Fi/Bluetooth and civil cryptography if any.
Step 2 – Lock documents: Finalize Invoice, Packing List, B/L/AWB, catalogue, datasheet, model/serial list.
Step 3 – Specialized registration if any: Prepare quality inspection, test report and conformity dossier by actual model.
Step 4 – Customs declaration: Green channel as system condition; Yellow channel document check; Red channel document and physical inspection.
Step 5 – Clearance and delivery: Deliver to warehouse, complete supplementary labels/conformity mark if applicable, archive shipment file.
Step 6 – Post-clearance readiness: Archive documents, test reports, C/O, HS and policy explanation.

FAQ – COMMON BUSINESS QUESTIONS

Does importing a DVB box require a permit?

Do not conclude based on the trade name alone. Review model, signal standard, communication function, Wi-Fi/Bluetooth, encryption and applicable ICT list.

Is quality inspection or conformity declaration required?

It may be required if the product is listed as ICT Group 2 goods or subject to relevant QCVN such as DVB-T2. Compare catalogue, datasheet and applicable standard.

What is the HS code for DVB box?

The main reference is 8528.71.91 for a standalone mains-operated DVB box. If it has Internet/interactive communication, review 8528.71.19 or another suitable code.

Is the import duty fixed?

No. Duty depends on HS code, exporting country, C/O, tariff schedule at declaration date and actual classification.

Is Vietnamese supplementary label required?

Yes, for market circulation in Viet Nam, imported goods should be reviewed under goods labelling regulations, and label data must match model, origin, manufacturer and specifications.

Are samples or warranty goods treated the same as commercial goods?

Do not assume so. Samples, warranty, project imports or EPE/FDI imports may have different purposes and dossiers.

What if the model on Invoice differs from catalogue?

Ask the supplier to correct documents or issue an equivalence confirmation before customs declaration. Do not proceed while the model remains inconsistent.

IMPLEMENTATION SOLUTION FROM TGIMEX

This article provides a map of HS, taxes, dossier and specialized policy for DVB box. However, actual shipments still need review by catalogue, datasheet, model, documents, origin and import purpose.

Pre-ETA review

HS, specialized policy, C/O, duty, labelling and technical documents.

Compliance dossier control

Cross-check Invoice, Packing List, B/L/AWB, C/O, test report, label and technical files.

International logistics

Coordinate agents, carriers/airlines, ETA, pre-alert and transport documents.

Customs & post-clearance

Prepare declaration dossier, handle customs channels, support HS/value/origin and specialized policy explanation.

For shipments that may involve specialized inspection, permits, C/O or goods labelling, enterprises should not wait until cargo arrival to start dossier review. Small inconsistencies may lead to document requests, delayed clearance or unplanned storage costs.
