PRACTICAL E2E PROCESS

Step 1: Pre-ETA review

Finalize HS, specialized policy, duty, C/O, labels, cargo condition and whether the model requires conformity/quality inspection.

Step 2: Lock the document set

Lock invoice, packing list, B/L/AWB, catalogue/datasheet, model list/serial list; check goods name, model, quantity, origin and specifications.

Step 3: Prepare specialized dossier

If applicable, prepare quality inspection registration, test report, conformity certificate/declaration, sub-label and technical dossier before arrival.

Step 4: Customs declaration

Green channel: system-based clearance under conditions; Yellow: document check; Red: document and physical inspection. Common questions cover HS, value, model, C/O and specialized policy.

Step 5: Clearance and post-clearance control

Move cargo to warehouse, apply sub-label/conformity mark if required, retain shipment records and prepare explanation files for post-clearance audit.

FAQ – COMMON BUSINESS QUESTIONS

Does importing a set-top box require a permit?

Do not conclude only from product name. Model, signal technology, communications function, Wi‑Fi/Bluetooth and cargo condition must be reviewed.

Is conformity certification or declaration required?

It may arise if the model falls under Group 2 ICT/telecommunication goods. Review Circular 29/2025/TT-BKHCN and the relevant QCVNs by model.

How is a Wi‑Fi/Bluetooth set-top box different?

Wi‑Fi/Bluetooth may trigger additional radio technical requirements. Frequency, transmit power, RF module and test reports should be checked before ETA.

Can C/O reduce duty?

Yes, if valid and if the relevant FTA tariff is lower. For HS 8528.71.11/19 where reference MFN is 0%, C/O may still be useful for compliance or origin evidence.

What if the model on invoice differs from catalogue?

Ask the supplier to amend documents or issue a technical explanation before declaration. Do not open a declaration when invoice, packing list, catalogue and label do not match.

Are sample or warranty goods treated the same as commercial goods?

Not necessarily. Samples, warranty goods, project goods or EPE/FDI imports may have different purpose and dossier requirements.

Can this article be used for Android TV box?

Only as a reference if the product is truly a set-top box. Android TV boxes usually require separate review due to operating system, apps and wireless functions.
