IMPORT PROCEDURE GUIDE FOR SET-TOP BOX
Set-top boxes are easy to misclassify if only commercial names such as “TV box”, “receiver” or “decoder” are used. Typical risks include failing to distinguish communications-function devices, satellite/cable/IPTV/DVB-T2 set-top boxes, Wi‑Fi/Bluetooth models, and new versus refurbished goods.
Incorrect handling may delay clearance, trigger additional test report or conformity dossier requests, deny C/O preferential treatment or create unplanned DEM/DET costs.

Declaration principle
Goods name, model, condition, signal technology, communications function and accessories must be consistent across commercial documents, catalogue, label and customs declaration.
CLASSIFICATION & TECHNICAL IDENTIFICATION
A set-top box must be identified by its main function of receiving/decoding television signals, not merely by its commercial name. A shipment may contain multiple models with different technologies; each model should be reviewed before finalizing HS Code and specialized policy.
| Technical checkpoint | Documents to compare | Risk if described incorrectly | Suggested description on documents/declaration |
|---|---|---|---|
| Commercial name | Catalogue, datasheet, manufacturer website, original label | Generic TV box description may be confused with Android TV box, DVB receiver, network equipment or smart TV. | Set-top box for receiving/decoding television signals, model…, brand…, without integrated display. |
| Signal technology | DVB-S/S2, DVB-C, DVB-T2, IPTV, cable or satellite specifications | Wrong QCVN or wrong HS branch 8528.71.11/19/91/99. | Specify satellite/cable/IPTV/DVB-T2 set-top box according to actual model. |
| Communications function | User manual, LAN port, Wi‑Fi, software, operating system description | Misclassification between communications and non-communications groups, affecting MFN duty and specialized policy. | Set-top box with/without communications function with service provider. |
| Wireless connectivity | Wi‑Fi/Bluetooth specifications, RF module, test report | Additional radio technical regulations, testing and ICT conformity may arise. | Set-top box integrated with Wi‑Fi/Bluetooth, frequency…, standard… |
| Accessories included | Packing list, BOM, actual images, manual | Adapter/remote/HDMI cable/antenna may create labelling, electrical safety or kit-classification issues. | Set including set-top box, adapter, remote control, HDMI cable and standard accessories if packed together. |
| Cargo condition | Invoice, contract, cargo images, serial list | Used/refurbished goods may be subject to separate import controls. | Brand-new goods; if otherwise, declare according to the actual dossier. |
HS CODE – DUTIES – C/O
Reference HS codes for set-top boxes usually fall under subheading 8528.71 – television reception apparatus not designed to incorporate a video display or screen. The choice between 8528.71.11/19 and 8528.71.91/99 depends on communications function, power source and the technical nature of the model.
| Reference HS code | Applicable condition | Risk if misclassified | Documents to compare |
|---|---|---|---|
| 8528.71.11 | Set-top box with a communications function, mains operated. | Wrongly using a non-communications sub-line may increase duty and create policy errors. | Catalogue, datasheet, manual, port images, power description, model list. |
| 8528.71.19 | Set-top box with a communications function, other than 8528.71.11. | If the communications function is not evidenced, customs may request explanation or reclassification. | Technical documents, power specifications, software, interfaces and commercial documents. |
| 8528.71.91 | Television reception apparatus not designed to incorporate a display, other type, mains operated; often reviewed for models without communications function. | MFN duty differs significantly from communications set-top boxes; wrong description may cause duty recovery. | Datasheet, applicable QCVN, signal technology and non-communications description. |
| 8528.71.99 | Other television reception apparatus under the remaining sub-line. | May be wrong if the product is actually a communications set-top box or a device with a display. | Catalogue, images, manual, intended use and technical configuration. |
PROPOSED TAX TABLE
| Tax item | Proposed rate/treatment | Applicable condition | Pre-ETA control point |
|---|---|---|---|
| MFN import duty | 0% for HS 8528.71.11/8528.71.19; 25% for HS 8528.71.91/8528.71.99. | Applies when goods originate from a country/territory enjoying MFN treatment with Vietnam and HS code is correctly determined. | Finalize HS by communications function, power supply, signal technology and technical documents before booking. |
| Ordinary import duty | 5% for HS 8528.71.11/8528.71.19 under the listed ordinary tariff group; 8528.71.91/99 must be checked in the tariff schedule at declaration time. | Used when goods are not eligible for MFN or special preferential treatment. | Check origin, tariff relationship, ordinary tariff schedule and official HS code. |
| Special preferential duty under C/O | According to the applicable FTA tariff; may be lower than MFN if C/O is valid and origin criteria are met. | Only applies when C/O form, origin criterion, goods description, HS code and transport data are consistent. | Compare C/O form, exporting country, transport route, invoice, packing list and HS before ETA. |
| Import VAT | Control scenario: 10%; review possible 8% during the VAT reduction period only if the product is not excluded. | Depends on VAT policy in force and exclusion appendices at the declaration date. | Do not automatically apply 8%; check Decree 174/2025/ND-CP, exclusion appendices and goods description. |
| Specialized compliance cost | Not import duty, but testing, conformity certification/declaration and conformity marking costs should be budgeted if applicable. | Arises when model falls under Group 2 ICT/telecommunication goods or has wireless modules. | Confirm test report, applicable QCVN, sample testing, certification body and conformity timing before ETA. |
SPECIALIZED MANAGEMENT POLICY
A set-top box may fall under ICT/telecommunication quality control. The key is to identify whether the model is satellite, digital cable, IPTV or DVB-T2; whether it has a communications function; and whether Wi‑Fi/Bluetooth is integrated.

FAQ – COMMON BUSINESS QUESTIONS
Does importing a set-top box require a permit?
Do not conclude only from product name. Model, signal technology, communications function, Wi‑Fi/Bluetooth and cargo condition must be reviewed.
Is conformity certification or declaration required?
It may arise if the model falls under Group 2 ICT/telecommunication goods. Review Circular 29/2025/TT-BKHCN and the relevant QCVNs by model.
How is a Wi‑Fi/Bluetooth set-top box different?
Wi‑Fi/Bluetooth may trigger additional radio technical requirements. Frequency, transmit power, RF module and test reports should be checked before ETA.
Can C/O reduce duty?
Yes, if valid and if the relevant FTA tariff is lower. For HS 8528.71.11/19 where reference MFN is 0%, C/O may still be useful for compliance or origin evidence.
What if the model on invoice differs from catalogue?
Ask the supplier to amend documents or issue a technical explanation before declaration. Do not open a declaration when invoice, packing list, catalogue and label do not match.
Are sample or warranty goods treated the same as commercial goods?
Not necessarily. Samples, warranty goods, project goods or EPE/FDI imports may have different purpose and dossier requirements.
Can this article be used for Android TV box?
Only as a reference if the product is truly a set-top box. Android TV boxes usually require separate review due to operating system, apps and wireless functions.

IMPLEMENTATION SUPPORT FROM TGIMEX
This article provides a control map for HS code, duties, dossiers and specialized policy for Set-top boxes. In an actual shipment, businesses must still review the catalogue, datasheet, model, documents, origin and import purpose.
Pre-ETA review
Check HS code, specialized policy, C/O, duty, labels, catalogue/datasheet/model and cargo condition before arrival.
Compliance dossier control
Compare Invoice, Packing List, B/L/AWB, C/O, catalogue, test report, labels and technical documents.
International logistics
Coordinate agents, carriers/airlines, ETA tracking, pre-alert and transport documents throughout the shipment.
Customs declaration & post-clearance
Prepare customs dossier, handle Green/Yellow/Red channels, support explanation on HS, value, origin and specialized policy, and retain records.
For shipments that may trigger specialized inspection, permits, C/O or labelling requirements, businesses should not wait until cargo arrival to start dossier review. Small mismatches among Invoice, Packing List, catalogue, datasheet, C/O or labels can lead to document supplements, clearance delay or unplanned storage costs.
TGIMEX supports businesses in setting up an E2E import plan: pre-ETA policy review, document checking, international transport coordination, customs declaration, clearance handling, inland delivery and post-clearance record retention. This approach helps better control timing, cost and compliance risks from the preparation stage.
Note: This content is for operational reference. Businesses should check legal documents, tariff schedules and technical dossiers at the actual import date.
