Import procedures for Conference phone

IP phone / VoIP gateway / conference phone / DECT terminal

IMPORT PROCEDURES FOR CONFERENCE PHONE

A conference phone may be a simple IP voice terminal using LAN/PoE, but it may also integrate Wi‑Fi, Bluetooth, DECT, expansion microphones or secure voice features. When shipment documents only state “conference device” or “communication terminal”, the importer may face HS code uncertainty, missing conformity dossier, labeling issues or C/O rejection. This article provides an E2E map to review HS code, duties, specialized policy, customs documents and pre‑ETA risks.

QUICK FACT

Product nameConference phone / IP conference phoneDo not automatically apply conclusions for IP phone, VoIP gateway or DECT terminal if the model differs.
Reference HS8517.18.00 – other telephone setsUsually reviewed when the main function is voice calling/conferencing over IP/SIP/VoIP.
Indicative taxesOrdinary import duty 5%; MFN import duty 0%; VAT 10%; FTA duty usually 0% with valid C/OFor cost planning only; verify tariff at customs declaration date.
Specialized policyQuality inspection/conformity certification/declaration may arise if the device has DECT, Wi‑Fi, Bluetooth, radio module or transmission functionDo not conclude exemption without catalogue/datasheet/model.
Used goodsCheck the list of used IT/telecom products prohibited or subject to specific controlRefurbished/open-box/demo goods should not be treated as new if documents are unclear.
LabelingOriginal label and Vietnamese sub-label must meet mandatory labeling rulesProduct name, model, origin and manufacturer/importer must match documents and catalogue.
Legal note: This article applies only to Conference phone. It should not be automatically applied to IP phone, VoIP gateway, DECT terminal, USB speakerphone, video conference system or other models with different configuration and packaging.

SCOPE OF APPLICATION

This article applies to Conference phone – an audio conference telephone used in meeting rooms, typically operating via IP/SIP/VoIP, LAN, PoE, power adapter or expansion microphone connection.

  • Do not combine with VoIP gateway, desk IP phone, DECT terminal or video conference equipment.
  • New, used, refurbished, sample, warranty and project goods may have different policy treatment.
  • If the device has Wi‑Fi/Bluetooth/DECT, encryption, adapter, battery, expansion microphone or cloud management software, separate review is required.
  • Review must be based on catalogue, datasheet, model and actual import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

The key decision is the product’s main function: conference telephone, IP terminal, transmission apparatus or part of a video conferencing system. Generic naming can result in incorrect HS code, wrong specialized policy, unsuitable conformity dossier and labeling risk.

FAQ – COMMON BUSINESS QUESTIONS

Does importing a conference phone require an import license?

Do not conclude from the product name alone. Review catalogue, datasheet, model, Wi‑Fi/Bluetooth/DECT, encryption and actual import purpose.

Is conformity certification/declaration required?

It may apply if the product falls under Group 2 ICT/telecom goods or has radio function. Check Circular 29/2025/TT-BKHCN and applicable QCVN.

Does HS 8517.18.00 apply to all conference phones?

No. It is a reference direction for telephone-type conference phones. Gateway, transmission device or cellular/wireless equipment may need another HS review.

Can C/O reduce import duty?

Yes, if valid and origin rules are met. Incorrect form, criterion, HS or goods description may result in denial.

Are sample/warranty goods handled like commercial goods?

Not automatically. Import type, value, purpose, quantity and specialized dossier must be checked.

What if the model on invoice differs from catalogue?

Request amended documents or model confirmation before declaration.

Pre-ETA review

HS code, specialized policy, C/O, duties, labeling and catalogue/datasheet/model review before arrival.

Compliance dossier control

Cross-check Invoice, Packing List, B/L/AWB, C/O, catalogue, test report, labels and technical files.

International logistics

Coordinate agents, carriers/airlines, ETA tracking, pre-alert and transport documents.

Customs declaration

Prepare declaration dossier, handle green/yellow/red channels and support HS, value, origin and policy explanations.

Post-clearance file keeping

Archive shipment files and review sub-label, conformity marks or specialized records if applicable.

E2E coordination

Connect international freight, customs clearance, domestic delivery and compliance risk control.

For shipments likely to involve specialized inspection, permits, C/O or labeling requirements, enterprises should not wait until arrival to review the dossier. Minor inconsistencies among Invoice, Packing List, catalogue, datasheet, C/O or label may trigger document supplements, clearance delays or unplanned storage costs.

TGIMEX supports E2E import planning: pre‑ETA policy review, document control, international freight coordination, customs declaration, clearance handling, domestic delivery and post-clearance file keeping.
