Import procedures for Wi-Fi IP camera

Wi-Fi IP camera is a surveillance camera that captures images/video and transmits data through Wi-Fi. If it is declared only as “camera”, “smart device” or “network camera” without reviewing Wi-Fi frequency bands, radio conformity, power adapter, labeling, HS code and technical dossiers, the shipment may be routed for document/physical inspection, subject to dossier supplementation, delayed conformity filing, DEM/DET and project delivery risk.

E2E map: this article helps businesses review, before ETA (Estimated Time of Arrival), the import procedure for the single product Wi-Fi IP camera: HS code, duty, C/O, ICT group-2 policy, customs documents, clearance decision points and pre-ETA risk checklist.

QUICK FACT

Review item Application direction Point to finalize before ETA
Product Wi-Fi IP camera: surveillance camera using IP protocol with 2.4 GHz/5 GHz Wi-Fi module; may include microphone, memory slot, cloud app, PoE, adapter or battery depending on model. Do not automatically apply to smart hub, smart speaker, smart lock or smart plug if the principal function is not camera.
Reference HS code Priority review: 8525.89.10 image recording camera; 8525.89.20 television camera; 8525.89.30 webcam; 8525.89.90 others. Finalize based on catalogue, datasheet, recording/transmission mechanism, storage function, PTZ/night vision and use purpose.
Duty reference Some 8525.89 codes have MFN 0%, while television camera/webcam may have higher MFN rates. Ordinary duty and FTA rates must be checked against the final HS code. Do not lock duty before confirming 8-digit HS and C/O.
VAT Normally review VAT at 10%; consider any VAT reduction only if, on declaration date, the goods are not under the exclusion list. Check VAT policy on declaration date.
Specialized policy Because Wi-Fi is integrated, the goods may fall under ICT group-2: conformity certification, declaration of conformity and quality inspection under applicable technical regulations. Review Circular 29/2025/TT-BKHCN, QCVN 54:2020/BTTTT, QCVN 65:2021/BTTTT and QCVN 18:2022/BTTTT where applicable.
Key dossier Invoice, Packing List, B/L/AWB, C/O if any, catalogue/datasheet, test report, label photos, model list, Wi-Fi frequency documents, adapter/battery documents if included. Product name, model, origin, frequency, output power and label must match across commercial, technical, conformity and customs files.

SCOPE OF APPLICATION

This article applies only to Wi-Fi IP camera – an IP-based surveillance camera with Wi-Fi wireless data transmission. It must not be automatically applied to smart hub, smart speaker, smart lock, smart plug, NVR/DVR, camera kits with a separate recorder, analog camera, dashcam, USB webcam or camera-integrated router/gateway where the technical nature is different.

  • New, used, refurbished, sample, warranty/RMA or project goods may trigger different policies and documents.
  • If the camera has 2.4 GHz/5 GHz Wi-Fi, Bluetooth, Zigbee, battery, adapter, PoE injector, memory card, cloud subscription or software license, each component should be reviewed separately.
  • If the model has dedicated encryption, VPN, IP-stream security or standalone cybersecurity functions, MMDS/ATTT policy should be additionally reviewed based on actual documents.

CLASSIFICATION & PRODUCT IDENTIFICATION

Principal function

Identify whether the product records images, streams over IP/Wi-Fi, is used as surveillance, baby monitor, indoor/outdoor camera, PTZ, night vision or webcam. The principal function distinguishes heading 8525.89 from network devices under 8517 or recorders under 8521.

Technical configuration

Review resolution, sensor, lens, viewing angle, Wi-Fi standard, frequency band, output power, video codec, memory slot, cloud storage, microphone/speaker, IP rating, power supply and accessories.

Documents to cross-check

Catalogue, datasheet, user manual, test report, label photos, model list, manufacturer declaration and commercial documents must consistently show product name, model, origin and radio specifications.

TECHNICAL IDENTIFICATION CRITERIA

Criteria to check Documents to compare Risk if misdescribed Suggested goods description
Commercial name and model Invoice, Packing List, catalogue, original label Generic naming may cause wrong HS or missing Wi-Fi policy. Wi-Fi IP camera, model…, image recording camera with Wi-Fi data transmission…
Camera function Datasheet, user manual, maker website Confusion with webcam, television camera, recorder or network device. State surveillance IP/Wi-Fi camera, with/without PTZ, night vision, microphone.
Wi-Fi standard and band RF specification, test report Missing conformity or wrong QCVN. Show 2.4GHz/5GHz Wi-Fi, 802.11 b/g/n/ac/ax if any.
Power/accessories Packing list, product photos, adapter catalogue Adapter/battery may require separate review. Specify camera with adapter/PoE injector/accessories if any.
Goods condition Invoice, contract, supplier confirmation Used/refurbished goods may trigger different policies. State brand new or sample/warranty if applicable.

HS CODE – DUTY – C/O

The HS code must be determined based on principal function, structure, recording/transmission capability and packing. Wi-Fi creates radio conformity obligations but does not automatically change the product into a network device if the principal function remains camera.

Reference HS code Condition of application Risk of wrong code Documents to review
8525.89.10 Reference for image recording camera; may fit IP cameras used for recording/streaming images, not USB webcam or dedicated television camera. Wrong functional description may lead to reclassification. Catalogue, datasheet, photos, function description, user manual.

Adapter/battery/auxiliary module is not separated in review. Additional specialized policy or labeling questions may arise. List accessories clearly in the packing list and datasheet. Packing list, product photos, power/battery specifications.
New/used/refurbished condition is not reviewed. Wrong policy may be applied; shipment-hold risk increases. Confirm goods condition before booking the shipment. Contract, invoice, supplier confirmation.

FAQ

Does Wi-Fi IP camera require an import license?

Not as a general conclusion. For ordinary Wi-Fi cameras, the key focus is ICT group-2 conformity/quality inspection if in scope. Licenses are reviewed only if MMDS/ATTT special functions exist.

Is conformity certification/declaration required?

Possibly yes if the model has Wi-Fi and falls under the ICT/telecom group-2 list. Check HS, product description and applicable QCVNs.

Is Vietnamese supplementary labeling required?

Yes, when circulated in Vietnam and the original label does not contain all mandatory Vietnamese information.

Can C/O reduce import duty?

Possibly. If the HS code has MFN duty or an FTA rate is better, a valid C/O may support preferential duty. If MFN is 0%, C/O still helps origin control.

Must the adapter be reviewed separately?

Yes. Adapter, battery, charger or PoE injector may trigger separate labeling, safety, technical regulation or document review.

What if invoice model differs from catalogue?

Request document correction or a model mapping confirmation before declaration. Do not declare when models are inconsistent.
