CLASSIFICATION & TECHNICAL IDENTIFICATION

A smart lock must be identified as a complete lock or as separate electronic parts/devices. HS CODE – DUTIES – C/O

For a complete base-metal smart lock used as a door lock, the main classification direction is HS 8301.40.20 (door locks) under heading 8301: padlocks and locks, key-operated, combination-operated or electrically operated, of base metal. However, parts, modules, cameras, controllers, batteries/adapters or other standalone devices must not automatically use the HS code for complete locks.

PRACTICAL E2E WORKFLOW

Step 1: Pre-ETA review

Finalize HS based on complete lock/part nature; review duties, C/O, labeling, wireless, battery/adapter, camera, encryption and specialized policy if any.

Step 2: Lock documents and technical file

FAQ

Does importing smart lock require a license?

No absolute conclusion should be made. A basic smart lock may follow normal customs procedure, but Wi‑Fi/Bluetooth/Zigbee/NFC/SRD, camera, rechargeable battery, adapter or encryption must be reviewed by actual file.

What HS code should be used?

For a complete base-metal smart lock used as a door lock, HS 8301.40.20 is commonly reviewed. HS 8301.40.90 should be reviewed only where the goods are other locks, not door locks. Parts, modules, cameras, adapters, batteries or separate controllers must be classified separately.
