SAN controller (Storage Area Network controller) is usually imported for enterprise storage systems, data centers, factories, banks or project-based IT infrastructure. The key compliance risk is not the commercial name “controller”, but the actual technical function: storage unit, controller/adaptor unit, security/encryption product, wireless-enabled equipment, refurbished goods or accessories with separate regulatory implications. CLASSIFICATION & TECHNICAL IDENTIFICATION

The key test is whether the goods are a storage/storage-controller unit of an automatic data processing system or merely a standalone controller/adaptor. Importers should collect catalogue, datasheet, user manual and actual label photos before ETA.

HS CODE – DUTY – C/O

Classification should be based on function, construction and operating principle. For a SAN controller, the key issue is whether the item is imported as a control/adaptor unit of an automatic data processing system or as an inseparable storage unit. Because the product name is “controller”, HS 8471.80.10 – control and adaptor units should be the primary review route. HS 8471.70.90 – other storage units should be used only where catalogue/datasheet proves the item is a storage unit or storage controller integrated into a storage system. If the item is in fact a SAN switch/Fibre Channel switch, network transmission device, server, HBA card or security appliance, another HS heading must be reviewed.

FAQ

1. Does SAN controller need an import license?

Not an absolute answer. A standard new SAN controller without wireless or dedicated encryption/security functions usually focuses on customs, tax and labeling. Other functions/status must be reviewed separately.

2. Which HS is safer: 8471.70.90 or 8471.80.10?

8471.70.90 is considered where it is a storage/storage-controller unit. 8471.80.10 is reviewed where it is only a controller/adaptor unit. Final classification depends on actual datasheet.

3. Is VAT 8% or 10%?

Standard VAT is 10%. During 01 Jul 2025–31 Dec 2026, 8% may apply if not excluded under Decree 174/2025/ND-CP. Confirm at declaration date.

4. Does C/O reduce duty?

Where MFN duty is already 0%, C/O may not reduce import duty, but still supports origin control and compliance records.

5. Are warranty/RMA goods handled like normal commercial imports?

Not always. Purpose, customs regime and documents must be identified before declaration.

6. What if model on invoice differs from catalogue?

Do not declare before clarification. Obtain corrected documents or model equivalence evidence.

7. Does built-in encryption mean civil cryptography?

Not automatically. Review whether it is ordinary data protection or a listed cryptographic product/function.

8. Is Vietnamese supplementary label required?

If circulated in Vietnam, labeling must be controlled under Decree 43/2017 and Decree 111/2021. For internal/project use, maintain label evidence for explanation.
