IMPORT PROCEDURE GUIDE FOR SMART SPEAKER
A smart speaker is an audio device integrating loudspeaker units, microphones, Wi‑Fi/Bluetooth and voice-control or smart-home software. In customs clearance, the risk is rarely the commercial name alone; it is whether the device is technically a loudspeaker, a multi-speaker unit in one enclosure, or a data transmitting/receiving smart hub. If the invoice only states “speaker” or “smart device”, or if the radio module, frequency bands, adapter, battery, model and smart-hub functions are unclear, the shipment may face HS queries, conformity dossier requests, customs channel escalation, C/O issues and unplanned DEM/DET. This guide provides an E2E review map covering HS code, duties, C/O, specialized policy, dossier and pre-ETA risk controls.
SCOPE OF APPLICATION
This article applies only to smart speakers used for audio playback, voice command reception, Wi‑Fi/Bluetooth connectivity and smart-home ecosystem connection.
- It does not automatically apply to standalone smart hubs, smart locks, Wi‑Fi IP cameras or smart plugs, even if they are in the same website category.
- It does not automatically apply to ordinary Bluetooth speakers without smart-home or voice-assistant functions.
- It does not apply to set-top boxes, TV boxes or displays with built-in speakers.
- New, refurbished, sample, warranty or project cargo may be subject to different requirements.
- If the device contains Zigbee/Thread/NFC/SRD, lithium battery, separate adapter, camera, screen, encryption or central smart-home control functions, each layer must be reviewed separately.
Review must be based on the actual catalogue, datasheet, model and import purpose.
CLASSIFICATION & TECHNICAL IDENTIFICATION
A smart speaker normally includes loudspeaker units, microphone array, processor, memory, Wi‑Fi/Bluetooth, power adapter and firmware. The key question is whether its principal function is audio playback or data transmission/control.
If the main function is sound reproduction and voice interaction, HS heading 8518 should be reviewed first. If the main function is a gateway/smart hub transmitting and receiving data, heading 8517 may need further review.
Catalogue, datasheet, user manual, label photos, Wi‑Fi/Bluetooth/Zigbee frequency details, function diagram, model list, adapter/battery information and goods condition.
| Checkpoint | Documents to compare | Risk if incorrect | Suggested goods description |
|---|---|---|---|
| Number of speaker drivers/enclosure | Catalogue, product photos, exploded view if available | Wrong subheading between single speaker and multi-speaker unit | Smart speaker, model…, with Wi‑Fi/Bluetooth, for audio playback and voice control |
| Radio module and frequency bands | RF datasheet, test report, user manual | Missing conformity dossier or wrong QCVN | State Wi‑Fi 2.4/5GHz, Bluetooth, Zigbee/Thread if any |
| Smart hub/gateway function | Feature list, app manual, network diagram | May change HS and policy treatment | Clarify whether central smart-home control exists |
| Adapter, battery and accessories | Packing list, adapter label, battery specification | Missing safety/label/accessory dossier | Separate main device, adapter, power cable and accessories |
| Goods condition | Invoice, condition statement, serial/year | Used/refurbished goods risk | State new 100% or actual condition |
HS CODE – DUTY – C/O
For smart speakers, HS code should not be decided solely by the marketing name. The principal function, speaker structure and data-transmission functions must be reviewed. The table below is a reference for cost planning and must be checked against the tariff schedule effective on the declaration date.
| Reference HS route | When applicable | Reference ordinary duty | MFN import duty | VAT | Special preferential duty with valid C/O | Documents to compare |
|---|---|---|---|---|---|---|
| 8518.21.90 | Single loudspeaker mounted in enclosure, other; suitable when the smart speaker is a compact single-speaker product | 22.5% reference if normal duty follows 150% of MFN and no specific normal rate applies | 15% | 10% | May be lower under an applicable FTA; the special preferential tariff and C/O must be checked | Catalogue, photos, speaker structure, functional description |
| 8518.22.90 | Multiple loudspeakers mounted in the same enclosure, other; used where multiple drivers/speaker units are in one enclosure | 22.5% reference | 15% | 10% | Review under relevant special preferential tariff | Datasheet, driver structure, manual |
| 8518.21.10 / 8518.22.10 | Not the default route for a smart speaker; only considered if the technical dossier shows a speaker box/speaker system nature | 22.5% reference | 15% | 10% | Depends on C/O form and origin rule | Catalogue, dimensions, enclosure design, actual photos |
| 8518.29.20 / 8518.29.90 | Only considered when importing loudspeaker units not mounted in enclosure, not a finished smart speaker | Review by detailed code on declaration date | Review by detailed code | 10% | Review under the specific FTA and C/O | Actual photos, BOM, loudspeaker-unit datasheet |
| 8517.62.51 / 8517.62.59 / 8517.62.99 | Only when the device is principally a smart hub/gateway, Wi‑Fi access device, or equipment for data transmission/reception/conversion | 5% reference for many 8517.62 codes | Often 0% for common 8517.62 routes; must be checked on declaration date | 10% | Often no further reduction if MFN is already 0%, but C/O may still be required contractually or for FTA documentation | Network function, protocol list, network diagram, datasheet |
| Reference HS | Why review is needed | Risk if wrong | Documents to compare |
|---|---|---|---|
| 8518.21.90 / 8518.22.90 | To distinguish single-speaker and multi-speaker structures and confirm sound reproduction as principal function | Wrong duty and customs explanation | Catalogue, photos, driver specifications, manual |
| 8517.62.51 / 8517.62.59 / 8517.62.99 | Relevant only if the product is essentially a network/smart hub, Wi‑Fi access or data transmission device | Misclassification if the principal function remains audio playback | RF datasheet, network diagram, app features |
| C/O | HS and goods description on C/O must match import documents and origin rule | Preferential duty may be denied | C/O, invoice, packing list, B/L/AWB, catalogue |

FAQ – COMMON BUSINESS QUESTIONS
There is no universal answer. If it has Wi‑Fi/Bluetooth/Zigbee, ICT/telecom conformity and quality inspection obligations must be reviewed.
Heading 8518 is usually reviewed first if the main function is loudspeaker/audio. Heading 8517 is only considered if the product is essentially a data gateway/smart hub.
For 8518.21/8518.22 routes, MFN duty is referenced at 15% and VAT at 10%; normal duty may be referenced at 150% of MFN if no separate normal rate applies. Always check current tariff, VAT policy and C/O on the declaration date.
Yes if the goods are circulated in Vietnam. Label content must match model, origin, manufacturer/importer and mandatory specifications.
Customs declaration and policy review are still required. Commercial and specialized documents may differ depending on import purpose.
Clarify before declaration. A different principal function may change HS, duty and specialized policy.
