IMPORT PROCEDURE GUIDE FOR BRIDGE DEVICES

Bridge devices are often described too broadly as “network devices”, creating classification risks across HS code, ICT compliance and C/O treatment. A small mismatch in model, interface, wireless capability or data transmission function may lead to additional document requests, customs channel escalation, denial of preferential C/O treatment, or unplanned DEM/DET charges. This guide provides an E2E (End-to-End) operational map covering technical identification, HS code, duties, C/O, specialized policies, customs documents and pre-ETA risk control.

SCOPE OF APPLICATION

Applicable product

This guide applies to network bridge devices used to connect, forward or segment data traffic between network segments, typically operating at the data-link layer or equivalent in a LAN/WAN system.

Not automatically applicable to other variants

Switches, gateways, media converters, network adaptors, routers, modems and access points may require different HS codes, ICT policies, conformity requirements or permits. Review the catalogue, datasheet, model and actual import purpose.

  • New, used, refurbished, sample, warranty replacement and project cargo may trigger different policies.
  • Wireless modules, Bluetooth/4G/5G, VPN, encryption, firewall/security, power adaptors or accessories must be reviewed separately.
  • Network cards, replacement modules, PCBs and spare parts should not be treated as complete bridge devices without technical review.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Main function

Connecting network segments and forwarding data based on MAC address or data flow; may be Ethernet, industrial, wireless or integrated bridge.

Technical configuration

Review Ethernet/PoE/SFP ports, speed, connection standards, power supply, wireless frequency, management protocol, security features and usage scope.

Accessories

Power adaptor, antenna, optical module, rail mount, cables, software license or spare accessories may affect description and specialized policy.

HS CODE – DUTY – C/O

For bridge devices, the decisive factor is not only the trade name but the data transmission/reception function, connection design, wireless capability and integration level. If documents only state “bridge” or “network equipment”, the HS position may be difficult to defend.

FAQ

Does importing a bridge require a permit?

Do not conclude absolutely. A standard wired bridge may not trigger a separate permit, but wireless, encryption/VPN/security functions may require further review.

Is conformity assessment required?

It depends on HS, product description, wireless function and group-2 goods list at the import time.

Can C/O reduce duty?

Possibly, if a valid C/O and applicable FTA origin rule are satisfied. With MFN 0%, C/O may still support origin documentation but should be assessed practically.

Is a wireless bridge the same as an access point?

No. They may both use Wi‑Fi, but function, HS and technical policy must be reviewed by actual model.

What if invoice model differs from catalogue?

Request document amendment or manufacturer confirmation before declaration.

Are sample/warranty goods handled like commercial goods?

Not always. Customs regime, value, purpose and post-clearance obligations must be reviewed.

IMPLEMENTATION SUPPORT FROM TGIMEX

This guide provides an operational map for HS, duty, documentation and specialized policies. For actual shipments, the dossier must still be reviewed against catalogue, datasheet, model, origin, goods condition and import purpose.

TGIMEX operates through an agency network in over 60 countries and is a member of WCA, WCA China Global, VLA and HNLA, with capabilities in sea, air, road/rail freight, customs clearance, C/O, import permits, warehousing and inland delivery for FDI, EPE, factories and technically demanding shipments.

Pre-ETA review

HS, policy, C/O, duty, label, catalogue, datasheet and model check.

Compliance control

Cross-check invoice, packing list, B/L/AWB, C/O, catalogue, test report, label and technical documents.

International logistics & declaration

Coordinate agents, carriers, ETA, pre-alert and customs declaration.

Post-clearance dossier

Keep shipment dossier, labels, conformity marks and test results if applicable.

Businesses should not wait until cargo arrival to begin compliance review. Even a minor mismatch between invoice, packing list, catalogue, datasheet, C/O or label may cause document requests, clearance delay or unplanned storage charges.
