IMPORT PROCEDURE GUIDE FOR NETWORK ADAPTOR
A network adaptor may look like a simple networking accessory, but import clearance can be delayed when the goods description is too generic, wired and wireless adaptors are mixed under one conclusion, or technical documents are insufficient to prove the actual function. If HS code, ICT compliance, C/O and labeling are not reviewed before ETA (Estimated Time of Arrival), the shipment may be requested for catalogue, test report, model clarification, and may incur DEM/DET (container detention/demurrage and storage charges). This guide provides an E2E (End-to-End) review map covering HS code, duties, specialized management policy, documents and pre-ETA risk control.
QUICK FACT
| Review item | Proposed application for network adaptor | Control note |
|---|---|---|
| Operational product name | Network adaptor / network adapter / network interface adaptor | Do not automatically apply this conclusion to switch, bridge, gateway or media converter. |
| Reference HS code | 8517.62.43 for controllers and adaptors, including gateways, bridges, routers and similar apparatus designed only for connection to automatic data processing machines of heading 84.71. | Check the actual configuration: USB Ethernet adaptor, PCIe network card, SFP/network interface adaptor, wireless USB adaptor or multi-port docking device. |
| Suggested MFN import duty | 0% for HS 8517.62.43 based on the current preferential tariff reference. | This does not replace customs classification by the customs authority. |
| Suggested VAT | Review 10% or 8% depending on the applicable VAT reduction period and exclusion appendices. | ICT/telecom goods should be carefully checked against exclusion lists. |
| Key specialized policy | Review ICT/telecom requirements if the product has Wi-Fi/Bluetooth/4G/5G or any radio module. | A wired-only network adaptor is materially different from a wireless network adaptor. |
| Required technical file | Catalogue, datasheet, user manual, original label photo, model list, port/connection specification, test report if applicable. | Product name, model, function and connectivity must match across all documents. |
SCOPE OF APPLICATION
This article applies only to network adaptor used to connect, convert or add network interfaces for automatic data processing machines, computers, servers or terminal equipment. Common examples include USB to Ethernet adaptor, PCIe network card, LAN adaptor, wireless network adaptor, SFP/network interface adaptor or adaptor integrated into a docking station.
This article does not automatically apply to switch, bridge, gateway, media converter, router, access point, mesh, CPE, modem or ONT/ONU. Variants with Wi‑Fi/Bluetooth/4G/5G, encryption, security software, battery, power adapter, samples, warranty goods, project cargo, used/refurbished goods must be separately reviewed against the actual catalogue, datasheet, model and import purpose.
CLASSIFICATION & TECHNICAL IDENTIFICATION
The device creates, converts or adds a network interface for a computer or data processing equipment: Ethernet, Wi‑Fi, Bluetooth, SFP, USB-C/USB-A, PCIe or RJ45.
If the device performs independent switching, routing, wireless broadcasting, optical-electric conversion or protocol gateway functions, the conclusion for a pure network adaptor should not be used.
| Technical criterion | Document to check | Risk if described incorrectly | Suggested goods description on documents/declaration |
|---|---|---|---|
| Connection standard | Datasheet, port photos, user manual | Misclassification between wired adaptor and wireless transmission device | Network adaptor, model…, for network connection to data processing machine, standard… |
| Wi‑Fi/Bluetooth/4G/5G function | Catalogue, frequency specification, FCC/CE report, test report | May trigger ICT quality inspection/conformity requirements | Wireless network adaptor, model…, Wi‑Fi/Bluetooth standard…, for computer use |
| USB/PCIe/SFP/docking form factor | Product photos, BOM, datasheet, invoice | May be confused with computer accessory or switching apparatus | USB to Ethernet network adaptor, model…, without independent routing function |
| New/used/refurbished condition | Contract, invoice, packing list, label, actual photos | Used ICT goods policy and misdeclaration risk | Brand-new goods; if refurbished, state the condition and review policy |
| Accessories included | Packing list, manual, product photos | Power adapter/accessories may add labeling or safety requirements | Set includes network adaptor and accessories as per packing list |
HS CODE – DUTIES – C/O
For network adaptor, classification should be based on the actual function of data reception/transmission/conversion and whether the device is designed only for connection to automatic data processing machines of heading 84.71. A wired-only adaptor should be distinguished from a wireless network device or independent networking apparatus.
| Reference HS code | Condition for application | Risk of incorrect classification | Documents to review |
|---|---|---|---|
| 8517.62.43 | Controllers and adaptors, including gateways, bridges, routers and similar apparatus designed only for connection to ADP machines of heading 84.71. | If the actual product has wireless broadcasting, router, switch, media converter or independent gateway functions, this code may not be appropriate. | Catalogue, datasheet, port photos, operation diagram, model list, manual. |
| 8517.62.51 / 8517.62.59 | To be considered where the adaptor is wireless networking equipment or a radio transmission module/device. | May trigger ICT policy, testing, conformity certification/declaration. | Frequency specification, Wi‑Fi/Bluetooth standard, test report, radio technical file. |
| 8473 / 8471 or other codes | Only where the product is essentially a computer part/accessory or data processing device rather than 8517 communication apparatus. | Wrong duty, wrong specialized policy and inconsistent C/O description. | Technical file, principal function, classification advice if needed. |
| Tax / item to verify | Proposed rate when provisionally applying HS 8517.62.43 | Application conditions | Pre-ETA control point |
|---|---|---|---|
| MFN preferential import duty | 0% for reference | Applies when the final HS code is 8517.62.43 and the shipment is eligible for the current MFN preferential import tariff. | Confirm HS classification using catalogue/datasheet; re-check the tariff schedule on the customs declaration date. |
| Ordinary import duty | To be determined under Decision 15/2023/QD-TTg. Where the code is not listed in the ordinary tariff schedule, the general principle may be 150% of the corresponding MFN rate; if MFN is 0%, the calculated outcome may be 0%, but the list must still be checked at declaration time. | Considered only where the shipment is not eligible for MFN/special preferential treatment or falls into a situation requiring the ordinary duty rate. | Do not state “ordinary duty = 0%” as a fixed conclusion before reviewing Decision 15/2023/QD-TTg and the final HS code. |
| Special preferential import duty under FTA | May be 0% if the relevant FTA and valid C/O apply to the final HS code. | The C/O must use the correct form, origin criterion and goods description, and the transport route must satisfy direct consignment/transit requirements. | Because the referenced MFN rate for 8517.62.43 is already 0%, a C/O may not further reduce import duty, but it remains important for origin and trade documentation control. |
| Import VAT | 10% is the conservative base rate. Use 8% only if, at the invoice/declaration time, the goods are eligible for VAT reduction and are not in the exclusion appendices under Decree 174/2025/ND-CP. | From 01 July 2025 to 31 December 2026, certain goods/services subject to 10% VAT may enjoy VAT reduction, except excluded groups. ICT/telecom goods require careful review of the appendices. | For landed cost quotations, present two scenarios: VAT 10% and VAT 8% if eligible, to avoid underquoting tax cost. |
| Specialized compliance costs | Not a tax; incurred only where testing, certification, declaration of conformity, CR marking/labelling or additional compliance handling is required. | Applies if the model falls under ICT/radio equipment management or if authorities request additional compliance documents. | Separate these costs from taxes to avoid confusing “tax payable” with “compliance cost”. |
APPLICABLE SPECIALIZED MANAGEMENT POLICY
| Goods scenario | Possible applicable policy | Documents to check | Authority/portal if identified | Recommended timing | Risk note |
|---|---|---|---|---|---|
| Wired-only network adaptor | Customs policy, labeling, HS code and tax review. | Catalogue, datasheet, label photo, invoice, packing list. | Customs authority; market surveillance at circulation stage. | Before ETA. | Do not conclude exemption without model/function review. |
| Wireless network adaptor with Wi‑Fi/Bluetooth | May fall under ICT/telecom group-2 product management; conformity certification/declaration and test report may be required. | Frequency, radio standard, test report, catalogue, model list. | Responsible ICT authority/portal according to current allocation. | Before arrival; ideally before purchase order. | Missing test report or model mismatch may block specialized filing. |
| Adaptor with encryption/security functions | May require review of civil cryptography or cybersecurity import policy if security functions exceed ordinary connectivity. | Security datasheet, firmware description, VPN/encryption features if any. | Relevant specialized authority depending on applicable list. | Before purchase contract. | Do not state “no permit required” before reviewing the real function. |
| Used/refurbished goods | Review policy for used ICT products and import conditions. | Invoice condition, photos, serial list, year of manufacture. | Customs and specialized authority if applicable. | Before booking. | Declaring refurbished goods as new may create penalty and re-export risk. |
| Imported by EPE/FDI/factory | Review import purpose, customs regime, fixed asset/tool classification and incentives if any. | Contract, PO, project file, packing list, model list. | Managing customs branch. | Before customs declaration. | Wrong regime may affect finalization and post-clearance audit. |
