IMPORT PROCEDURE FOR DECT TERMINAL

A DECT terminal is a cordless telecommunications terminal based on DECT (Digital Enhanced Cordless Telecommunications), commonly used in enterprise internal communication systems, hotels, hospitals, factories and PBX environments. If the product is declared merely as “IP phone”, “wireless phone” or “terminal”, the importer may apply the wrong HS code, miss specialized control, lack test reports/conformity documents, mislabel the goods or fail to secure C/O preference. The result may be Yellow/Red channel, additional catalogue/datasheet requests, delayed clearance and DEM/DET charges. This article provides an E2E (End-to-End) map for HS, duties, specialized policy, customs documents, clearance steps and pre-ETA risk control.

QUICK FACT

ItemWhat to reviewOperational note
Product coveredDECT terminal – usually a DECT cordless phone, handset/base station or terminal used in an enterprise private communication system.Do not automatically apply this article to IP phones, VoIP gateways, conference phones or PBX equipment.
Suggested HS Code8517.11.00 – line telephone sets with cordless handsets, where the goods are complete DECT telephone/terminal sets.Final classification must follow catalogue, datasheet, model, base/handset configuration and actual import structure.
Suggested dutiesOrdinary import duty 5%; MFN duty 0%; VAT 10%; FTA preferential duty may be 0% with valid origin proof.Rates must be checked against the tariff schedule on the declaration date and the applicable origin rules.
Key specialized policyLikely subject to ICT/telecommunications group-2 goods review; conformity assessment, EMC, RF and electrical safety may apply.Especially for DECT radio transmission, adapter, rechargeable battery, base station or other wireless modules.
Goods conditionNew, used, refurbished, sample, warranty-return or project goods may trigger different treatment.Do not make a general conclusion without technical documents.
Legal note: This article applies only to DECT terminal. Review catalogue, datasheet, model and actual import purpose. Do not use this article to conclude policy for IP phones, VoIP gateways, conference phones or other PBX/network equipment.

SCOPE OF APPLICATION

  • Applies to DECT terminals/DECT cordless phones used in internal communication or enterprise PBX systems.
  • Does not automatically apply to IP phones, VoIP gateways, conference phones, PBX devices, network equipment, other telecom base stations or separately imported accessories.
  • New, used, refurbished, sample, warranty, project, EPE/FDI/factory goods may require different treatment.
  • Where the goods include base station, handset, adapter, rechargeable battery, Wi‑Fi/Bluetooth/4G/5G module or encryption/security function, each element should be reviewed separately.
  • Review must be based on catalogue, datasheet, model and actual import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

A DECT terminal should be identified by DECT transmission technology, set configuration, connection to PBX/line, included accessories and intended use. A generic description may cause wrong HS classification, wrong QCVN/TCVN application, missing conformity file or incorrect labeling.

HS CODE – DUTIES – C/O

HS classification should follow the nature of the goods: a complete DECT telephone/terminal set, handset–base configuration, connection method and whether the goods are imported as a set or separately. Do not rely only on trade names such as “terminal” or “wireless phone”.

PRACTICAL E2E PROCESS

Pre-ETA review

Fix HS, policy, duties, C/O, labeling and whether specialized inspection/conformity applies.

Lock documents & technical file

Finalize invoice, packing list, B/L/AWB, catalogue/datasheet, model/serial list and DECT specifications.

Register specialized file if any

Prepare quality inspection, test report and conformity certification/declaration before cargo arrival.

File customs declaration

Control customs value, HS, goods name, model, C/O, catalogue and policy under Green/Yellow/Red channel.

Clear and deliver goods

Release cargo, deliver to warehouse, control Vietnamese label and conformity mark if applicable.

Post-clearance file retention

Keep documents, test/conformity results, label photos and prepare explanations for post-clearance audit.

FAQ – COMMON BUSINESS QUESTIONS

Does a DECT terminal require an import permit?

Do not conclude absolutely without the model. Where a DECT terminal has radio transmission and falls under group-2 goods, testing, conformity certification/declaration or specialized documents may be required.

Which HS code should be used for a DECT terminal?

The suggested code is 8517.11.00 where the item is a complete line telephone set with cordless handset/DECT terminal. Separate accessories or different functions must be classified based on actual documents.

Can C/O reduce import duty?

It may support FTA preferential duty if the C/O form, description and HS are valid. Even where MFN is 0%, origin proof may still matter for internal compliance and origin documentation.

Is Vietnamese supplementary labeling required?

Yes, where goods are circulated in Vietnam and labeling rules apply. Label content must match model, origin, manufacturer/importer and required specifications.

Are samples or warranty goods handled like commercial goods?

Not automatically. Samples, warranty goods, project goods and EPE/FDI imports require separate review of purpose, value, specialized policy and explanation file.

What if the model on invoice differs from the catalogue?

Request the supplier to amend documents or provide proof of equivalent model. Avoid filing the declaration when model consistency is not established.

What should be checked when adapter or rechargeable battery is included?

Review adapter, battery, charging dock, label, MSDS/UN38.3 if lithium battery is transported, and whether separate import affects HS/policy.

TGIMEX EXECUTION SOLUTION

This article outlines HS, duties, documents and specialized policy for DECT terminals. For real shipments, the importer still needs to review catalogue, datasheet, model, documents, origin and actual import purpose.

Pre-ETA review

  • HS, duties, C/O and specialized policy.
  • Catalogue, datasheet, model, serial and label.
  • DECT, adapter, battery, test report and conformity if applicable.

Compliance file control

  • Cross-check invoice, packing list, B/L/AWB and C/O.
  • Review test report and conformity documents if any.
  • Prepare explanations for Yellow/Red channel.

International logistics & customs

  • Coordinate agents, carriers/airlines, ETA and pre-alert.
  • Prepare declaration file and handle Green/Yellow/Red channel.
  • Support HS, value, origin and specialized policy explanations.

Post-clearance and file retention

  • Keep shipment-level records.
  • Review Vietnamese label and conformity mark if applicable.
  • Prepare data for post-clearance audit.

For shipments that may involve specialized inspection, permits, C/O or labeling requirements, businesses should not wait until cargo arrival to start document review. A small mismatch between invoice, packing list, catalogue, datasheet, C/O or label may trigger additional documents, delayed clearance or unplanned storage costs.

TGIMEX supports importers with an E2E import plan: pre-ETA policy review, document control, international transport coordination, customs declaration, clearance handling, domestic delivery and post-clearance file retention. This approach helps control schedule, cost and compliance risks from the preparation stage.

This content is an operational reference and does not replace classification or inspection decisions of competent authorities. Importers should verify tariff, legal documents and actual shipment files at the declaration date.
