IMPORT PROCEDURE GUIDE FOR ONT/ONU
ONT/ONU is an optical network terminal/unit used in FTTH, GPON or EPON access networks. It is commonly imported with a power adapter, LAN ports, optical ports and, in some models, integrated Wi‑Fi. If the shipment is declared only as “network equipment” or “optical modem” without clarifying function, transmission standard, model and radio configuration, Customs may request HS explanation, catalogue/datasheet, ICT conformity documents or labeling documents.
A minor mismatch among Invoice, Packing List, catalogue, original label, C/O and model list may cause document inspection, denial of preferential C/O treatment, DEM/DET costs or delay in telecom project deployment. This article provides an E2E (End-to-End) review map before ETA: HS code, taxes, specialized policy, customs documents, clearance process and risks to block before cargo arrival.

CLASSIFICATION & TECHNICAL IDENTIFICATION
ONT/ONU should be identified by principal function, operating mechanism and technical configuration. The key point is whether the device merely transmits/receives/converts optical data or also integrates routing, Wi‑Fi, VoIP, security or advanced network management functions.
| Technical criterion | Document to check | Risk if wrongly described | Suggested wording on documents/declaration |
|---|---|---|---|
| Principal function | Catalogue, datasheet, user manual | Misclassified as router, CPE, media converter or another transmission device. | Optical network terminal ONT/ONU, model…, for GPON/EPON network. |
| Optical standard | GPON/EPON/XG-PON specifications, PON port, wavelength | Insufficient basis for classification under data transmission/reception apparatus. | State GPON/EPON ONT/ONU if shown in catalogue. |
| Wi‑Fi function | Band, 802.11 standard, output power, test report | Missing ICT/radio conformity control. | Clearly state “with integrated Wi‑Fi” if applicable. |
| Power adapter/accessories | Packing List, product photos, adapter label | Electrical/labeling issues or incomplete accessory declaration. | ONT/ONU with power adapter and accessories as a set. |
| Goods condition | Invoice, contract, photos, serial list | Used/refurbished goods may trigger different policy. | State new 100% or actual condition. |
HS CODE – TAXES – C/O
The HS code for ONT/ONU is commonly reviewed under heading 8517.62 – machines for reception, conversion, transmission or regeneration of voice, images or other data, including switching and routing apparatus. The exact code must be based on function, structure, connection standard, Wi‑Fi module and technical description.
| Reference HS code | Condition for application | Risk if wrong code is used | Documents to cross-check |
|---|---|---|---|
| 8517.62.59 | May be reviewed for ONT/ONU or other data transmission/reception/conversion apparatus, depending on tariff description. | Wrong HS may cause wrong tax, wrong specialized policy, wrong C/O treatment or classification query. | Catalogue, datasheet, user manual, port photos, model list, original label. |
| Other 8517.62.x code | Applicable if the device is technically a router, modem, gateway, transmission apparatus or switch under tariff wording. | Confusing Wi‑Fi ONT with router, or vice versa, may distort conformity documents. | Routing, NAT, Wi‑Fi, VoIP, firewall, VPN and optical standard functions. |
| Other code outside 8517.62 | Only if technical documents prove the product is not a data transmission/reception/conversion apparatus under 8517.62. | Risk of HS rejection during post-clearance audit. | Detailed technical file and classification opinion where necessary. |
PROPOSED TAX TABLE
| Tax item | Proposed rate for preliminary costing | Condition for application | How to verify before declaration |
|---|---|---|---|
| Ordinary import duty | Apply under Decision 15/2023/QD-TTg if goods do not qualify for MFN/FTA treatment. | Used when MFN origin or preferential treatment conditions are not met. | Check the official HS code and ordinary tariff at declaration time. |
| Preferential MFN import duty | Preliminarily review 0% for many 8517.62 telecom/data devices. | Only when HS code and origin meet MFN conditions. | Search the current preferential import tariff by 8/10-digit HS code. |
| VAT | Base rate 10%; review possible 8% during 01 July 2025–31 December 2026 if not excluded. | Depends on VAT policy, product group and exclusion appendices at import time. | Check Decree 174/2025/ND-CP and goods dossier. |
| Special preferential duty under C/O | May be 0% or another FTA rate if the C/O is valid. | Correct form, origin criterion, goods description and HS code. | Check C/O form, origin criterion, direct transport, value and product description. |
C/O (Certificate of Origin) supports duty reduction only when the form, origin criterion, product description, HS code and direct transport requirements are satisfied. If the C/O description is too generic or the model does not match Invoice/Catalogue, Customs may reject preferential treatment or request explanation.
