IMPORT PROCEDURE GUIDE FOR IP PHONE
An IP phone is a telephone terminal that transmits and receives voice through Internet Protocol, commonly used in IP-PBX systems, offices, factories, hotels and contact centers. Import risks may arise when the goods are described too broadly as “telephone”, “VoIP device” or “network terminal” while the catalogue shows PoE, Wi‑Fi, Bluetooth, voice encryption, power adapter or network administration features.
Wrong HS classification, missing catalogue/datasheet, model inconsistency between the Invoice – Packing List – product label, or failure to review ICT compliance before ETA (Estimated Time of Arrival) may result in additional document requests, customs channel escalation, rejection of C/O (Certificate of Origin) preference or unplanned DEM/DET costs.
QUICK FACT – EXECUTIVE SUMMARY

| Suggested tax review | Reference MFN 0%; reference ordinary duty 5%; VAT to be checked under the policy in force. | Do not treat any tax rate as absolute without checking the tariff at declaration date. |
| Specialized policy | May fall under ICT/telecommunication management if listed as Group 2 goods or if wireless function is included. | Review Circular 29/2025/TT-BKHCN and applicable technical regulations. |
| Key documents | Invoice, Packing List, B/L or AWB, C/O if any, catalogue, datasheet, model list, original label photos and test report if required. | Product name, model and specifications must match across documents and technical files. |
SCOPE OF APPLICATION
This article applies only to IP phone – a desk or dedicated telephone terminal using IP/SIP protocol to transmit and receive calls via LAN/WAN, possibly equipped with Ethernet port, PoE (Power over Ethernet), display, function keys, administration firmware and bundled power adapter.
CLASSIFICATION & TECHNICAL IDENTIFICATION
The importer should identify the IP phone by principal function, connection protocol, voice standard, bundled accessories and goods condition. A vague description may cause wrong HS classification, wrong specialized policy, incorrect labelling requirements or missing conformity files for models with special functions.
| Checkpoint | Documents to compare | Risk if wrongly described | Suggested product description on documents/declaration |
|---|---|---|---|
| Principal function | Catalogue, datasheet, user manual | May be confused with gateway/router or other data transmission equipment | IP phone for IP voice system, model…, brand…, new 100% |
| Protocol/connectivity | Technical datasheet, SIP/VoIP, Ethernet, PoE specs | Wrong policy if Wi‑Fi/Bluetooth/DECT is omitted | IP/SIP desk phone, Ethernet/PoE, with/without Wi‑Fi based on actual model |
| Wireless function | Catalogue, label, test report if any | ICT/radio conformity requirements may arise | State clearly whether Wi‑Fi/Bluetooth function is included |
| Power/accessories | Packing List, product photos, adapter datasheet | Omission of adapter/accessories may cause declaration mismatch | With power adapter, LAN cable, stand if packed together |
| Goods condition | Contract, invoice, photos, serial list | Used/refurbished goods may be treated differently | New 100%; if refurbished, declare accurately |
HS CODE – DUTIES – C/O
IP phone is generally reviewed under heading 85.17 for telephone sets and apparatus for transmission or reception of voice, images or data. For an IP phone whose principal function is a voice terminal, reference HS may be 8517.18.00. If the device is in fact a gateway, router, switch-integrated device or multifunctional data transmission equipment, classification must be reassessed based on principal function and actual configuration.
| Reference HS | Applicable condition | Risk of wrong classification | Documents to compare |
|---|---|---|---|
| 8517.18.00 | The IP phone is a telephone/voice terminal, not an independent gateway/router/switch. | Wrong HS may lead to wrong tax, wrong specialized policy and customs explanation request. | Catalogue, datasheet, user manual, label photos, model list. |
| 8517.62.xx | Only considered if the device’s principal function is data transmission or multifunction network operation. | Using this for a pure IP phone may misrepresent the goods. | Connection diagram, function description, ports, firmware, manufacturer documents. |
| 8517.11.00 | Only considered if the goods are wired telephone sets with cordless handset as described by the heading. | Confusing IP phone with ordinary wired phone or DECT terminal. | Catalogue showing handset/base/wireless standard if any. |
| Tax item | Suggested review level | Applicable condition | Pre-ETA control point |
|---|---|---|---|
| MFN import duty | Reference 0% for HS 8517.18.00. | Applicable if HS, origin and current MFN tariff are consistent at declaration date. | Check the current preferential import tariff and HS description. |
| Ordinary import duty | Reference 5% for HS 8517.18.00. | Applicable when MFN/FTA preference conditions are not met. | Check Decision 15/2023/QĐ-TTg and tariff schedule at declaration date. |
| Special preferential duty under C/O | May be 0% if the C/O is valid and FTA rules of origin are met. | Depends on C/O form, origin criterion, exporting country and declared HS. | Check C/O form, description, invoice number, origin criterion and submission deadline. |
| VAT | Conservative control scenario: 10%; reduction may be considered only if eligible and not excluded. | Depends on VAT policy at import date and exclusion lists. | Check Decree 174/2025/NĐ-CP, exclusion appendices and tax/customs guidance. |
APPLICABLE SPECIALIZED MANAGEMENT POLICY
