IMPORT PROCEDURE GUIDE FOR IP PHONE

An IP phone is a telephone terminal that transmits and receives voice through Internet Protocol, commonly used in IP-PBX systems, offices, factories, hotels and contact centers. Import risks may arise when the goods are described too broadly as “telephone”, “VoIP device” or “network terminal” while the catalogue shows PoE, Wi‑Fi, Bluetooth, voice encryption, power adapter or network administration features.

Wrong HS classification, missing catalogue/datasheet, model inconsistency between the Invoice – Packing List – product label, or failure to review ICT compliance before ETA (Estimated Time of Arrival) may result in additional document requests, customs channel escalation, rejection of C/O (Certificate of Origin) preference or unplanned DEM/DET costs.

SCOPE OF APPLICATION

This article applies only to IP phone – a desk or dedicated telephone terminal using IP/SIP protocol to transmit and receive calls via LAN/WAN, possibly equipped with Ethernet port, PoE (Power over Ethernet), display, function keys, administration firmware and bundled power adapter.

Legal note: This article must not be automatically applied to VoIP gateway, conference phone, DECT terminal, IP/PBX exchange, router/gateway device, standalone Wi‑Fi equipment or terminals with dedicated encryption/security functions. Review must be based on the actual catalogue, datasheet, model and import purpose.
Applicable to IP phones imported for trading, office projects, factories, hotels or PBX deployment.
Samples, warranty goods, refurbished or used goods may trigger different policies.

CLASSIFICATION & TECHNICAL IDENTIFICATION

The importer should identify the IP phone by principal function, connection protocol, voice standard, bundled accessories and goods condition. A vague description may cause wrong HS classification, wrong specialized policy, incorrect labelling requirements or missing conformity files for models with special functions.

HS CODE – DUTIES – C/O

IP phone is generally reviewed under heading 85.17 for telephone sets and apparatus for transmission or reception of voice, images or data. For an IP phone whose principal function is a voice terminal, reference HS may be 8517.18.00. If the device is in fact a gateway, router, switch-integrated device or multifunctional data transmission equipment, classification must be reassessed based on principal function and actual configuration.
