IMPORT PROCEDURE GUIDE FOR ACCESS POINT

Access point refers to a wireless access device used to create or extend a WLAN (Wireless Local Area Network). For import clearance, the key risks are not limited to the commercial name; they relate to HS classification, Wi‑Fi frequency bands, EIRP power, Wi‑Fi standards, encryption functions, ICT conformity dossiers, and model consistency between commercial documents and technical datasheets.

If handled incorrectly, the shipment may face delayed clearance, document inspection, additional test report requests, loss of C/O preferential treatment, DEM/DET charges, or post-clearance compliance issues. This article provides an E2E (End-to-End) review map before ETA.

Principle: Review must be based on catalogue, datasheet, model and actual import purpose.

HS CODE – DUTY – C/O

For an access point, the key issue is not merely that it is a “network device”, but that it is a wireless data transmitting/receiving device used in a WLAN/local area network. The proposed HS code should therefore be reviewed against the device’s data transmission function, Wi‑Fi standard, frequency band, radio module, Ethernet ports, PoE/DC power supply and whether the device also performs router, gateway or controller functions.

Classification direction: If the product is a standalone Wi‑Fi access point used to extend a wireless LAN, and is not a modem, ONT/ONU, telecom CPE or router with principal routing functionality, it is commonly reviewed under 8517.62.51 – Wireless LAN equipment. The final position must still be checked against the catalogue, datasheet, model and actual import purpose.

SUGGESTED GOODS DESCRIPTION ON SHIPPING AND CUSTOMS DOCUMENTS

Suggested wording: “Wireless Access Point, model [model code], brand [brand], Wi‑Fi [802.11 standard], frequency band [2.4/5/6 GHz], PoE/DC powered, used for wireless LAN, new 100%”. For Vietnamese customs declaration, the description may read: “Thiết bị điểm truy cập không dây Wi‑Fi dùng trong mạng nội bộ, model…, hàng mới 100%”.

Note: HS code, duty and C/O are linked control layers. A wrong goods description or model may lead to an incorrect HS code; an incorrect HS code may lead to a wrong tariff; a wrong tariff position may cause loss of C/O preference or post-clearance duty recovery.

FAQ – COMMON BUSINESS QUESTIONS

1. Does importing an access point require a license?

Do not make an absolute conclusion. Wi‑Fi access points commonly require Group-2 ICT review and may trigger civil cryptography review if special encryption/security functions exist.

2. Is conformity certification required?

If the model falls under the HS and product description of Circular 29/2025/TT-BKHCN, a conformity dossier under relevant QCVNs should be prepared.

3. Is Vietnamese sub-labeling required?

Yes, if the goods circulate in Vietnam and the original label does not fully show mandatory contents in Vietnamese.

4. Does HS 8517.62.51 apply to all access points?

No. It is a reference code for wireless LAN equipment. Routers, mesh, CPE, ONT/ONU or gateways require separate review.

5. Can C/O reduce duty?
