IMPORT PROCEDURE GUIDE FOR MEDIA CONVERTER – FIBER OPTIC ETHERNET CONVERTER

A media converter is often treated as a small networking device, yet import risks arise from its actual function, HS classification, optical/RJ45 ports, SFP/SC/LC interface, power adapter, management function, data transmission capability, and new/used status. If the documents simply describe the item as “network device” or “converter”, Customs may request clarification on HS code, specialized policy, C/O, product label, or technical documents. This guide provides an E2E (End-to-End) review map before ETA (Estimated Time of Arrival), covering HS code, duties, C/O, specialized policy, import dossier, clearance decision points, and risks to block before cargo arrival.

Proposed dutiesOrdinary import duty 5%; MFN 0%; VAT 10%; FTA may be 0% with valid C/ODo not use as an absolute rate without checking the tariff at declaration date.
Specialized policyMay require ICT/telecom group-2 review if the model falls under the applicable list or technical regulationDo not state “no permit required” without model, datasheet and actual function review.
Main risksWrong HS, missing datasheet, incorrect goods description, unreviewed used/refurbished status, C/O mismatchBlock before ETA to reduce DEM/DET and storage cost.
Legal note: This content is an operational review framework for media converters. Importers should verify the actual catalogue, datasheet, model, cargo condition, import purpose, tariff schedule and effective regulations at declaration time.

SCOPE OF APPLICATION

Applicable to

  • Standalone media converters converting electrical Ethernet signals to optical signals or vice versa.
  • 10/100/1000M, Gigabit, SFP media converters and industrial media converters imported as standalone devices.
  • New goods, samples, project cargo, warranty goods or imports for factories/EPE/FDI, subject to actual dossier review.

Not automatically applicable to

  • Switches, bridges, gateways, routers, firewalls, standalone optical transceiver/SFP modules, network adaptors or routing/security devices.
  • ONT/ONU, optical modems, access points or devices with integrated Wi-Fi/Bluetooth/4G/5G.
  • Used/refurbished goods before reviewing the prohibited/conditional used ICT goods list.

Review must be made by catalogue, datasheet, model and actual import purpose, especially where the device includes management software, PoE, SFP port, adapter, firmware or security function.

TECHNICAL IDENTIFICATION & CLASSIFICATION

A media converter is identified by its function of converting transmission media in a data network, usually RJ45 copper to SC/LC/SFP fiber interface or vice versa. Unlike switches or routers, a pure media converter normally does not perform network-layer routing, does not broadcast Wi-Fi and is not an ONT/ONU if it only converts signals.

HS CODE – DUTIES – C/O

HS classification for media converters should be based on the function of receiving, converting, transmitting or regenerating data in a network. The trade name “converter” alone is not sufficient because it may refer to industrial signal converters, optical modules, network adaptors or switching apparatus.

  • Match goods name, model, quantity, origin and technical specs.
  • Prepare model/serial list and label photos where needed.

Step 3 – Handle specialized dossier if any

  • Register quality inspection/conformity certification/declaration if the model is covered.
  • Prepare test report and technical documents.
  • Do not wait until arrival if specialized risk exists.

Step 4 – Customs declaration

  • Green channel: conditional system clearance.
  • Yellow channel: document inspection.
  • Red channel: document and physical inspection.
  • Be ready to explain value, HS, C/O, catalogue and policy.

Step 5 – Clearance and post-clearance

  • Pick up/deliver cargo, check supplementary label and conformity mark if applicable.
  • Archive commercial, transport, technical, C/O and specialized documents.
  • Prepare explanation file for post-clearance audit.

FAQ

QuestionBrief answer
Does importing media converters require an import permit?Do not conclude absolutely. Review the model, function, applicable technical list/regulation and cargo condition.
Is quality inspection or conformity required? It may be required if the model falls under group-2 goods or an applicable ICT technical regulation.
What HS code is commonly considered?8517.62.59 may be considered for data reception/conversion/transmission equipment, subject to catalogue-based classification.
Can C/O reduce import duty?Yes, if the C/O/origin proof is valid and matches form, origin criterion, description and HS code.
Are samples or warranty goods treated the same as commercial goods? Not necessarily. Customs regime, purpose and specialized policy should be reviewed separately.
What if invoice says “converter” but catalogue says “media converter”?Standardize the description before ETA to avoid query on goods name, function and HS code.
Should the power adapter be classified separately? If imported as a complete set it may follow the set; if imported separately, review its HS and policy separately.

IMPLEMENTATION SOLUTION FROM TGIMEX

This guide provides a map of HS code, duties, dossier and specialized policies for media converters. In actual shipments, enterprises still need to review catalogue, datasheet, model, documents, origin, cargo condition and import purpose.

Capability signals

  • Agent network in more than 60 countries; member of WCA, WCA China Global, VLA and HNLA.
  • Sea, air, road and rail logistics capability.
  • Customs clearance, C/O, import permits, warehousing and domestic delivery capability.
  • Experience with technical shipments for FDI, EPE, factories and multi-party projects.

Support scope

  • Pre-ETA review: HS, policy, C/O, duty, label, catalogue/datasheet/model.
  • Compliance file control: Invoice, Packing List, B/L/AWB, C/O, test report, label and technical documents.
  • International logistics: agent/carrier coordination, ETA, pre-alert and transport documents.
  • Customs declaration: Green/Yellow/Red channel handling and explanation on HS, value, origin and policy.
  • Post-clearance: lot-based file archiving, supplementary label and conformity mark review where applicable.

For shipments potentially involving specialized inspection, permits, C/O or labeling requirements, enterprises should not wait until cargo arrival to review documents. Even minor discrepancies among Invoice, Packing List, catalogue, datasheet, C/O or labels may trigger additional document requests, delayed clearance or unplanned storage cost.

TGIMEX supports enterprises in setting up an E2E import plan: pre-ETA policy review, document checking, international logistics coordination, customs declaration, clearance handling, domestic delivery and post-clearance file retention. This approach helps better control schedule, cost and compliance risk from the preparation stage.
