Switch · Bridge · Gateway · Media Converter · Network AdaptorIMPORT PROCEDURE GUIDE FOR MEDIA CONVERTER – FIBER OPTIC ETHERNET CONVERTER
A media converter is often treated as a small networking device, yet import risks arise from its actual function, HS classification, optical/RJ45 ports, SFP/SC/LC interface, power adapter, management function, data transmission capability, and new/used status. If the documents simply describe the item as “network device” or “converter”, Customs may request clarification on HS code, specialized policy, C/O, product label, or technical documents. This guide provides an E2E (End-to-End) review map before ETA (Estimated Time of Arrival), covering HS code, duties, C/O, specialized policy, import dossier, clearance decision points, and risks to block before cargo arrival.
QUICK FACTS
| Review item | Proposed application for media converter | Operational note |
|---|
| Vietnamese commodity name | Bộ chuyển đổi quang điện / fiber optic Ethernet media converter | State model, speed, optical/copper ports and power input. |
| Proposed HS code | 8517.62.59 | For equipment used to receive, convert, transmit or regenerate data; final classification must follow actual catalogue. |
| Proposed duties | Ordinary import duty 5%; MFN 0%; VAT 10%; FTA may be 0% with valid C/O | Do not use as an absolute rate without checking the tariff at declaration date. |
| Specialized policy | May require ICT/telecom group-2 review if the model falls under the applicable list or technical regulation | Do not state “no permit required” without model, datasheet and actual function review. |
| Main risks | Wrong HS, missing datasheet, incorrect goods description, unreviewed used/refurbished status, C/O mismatch | Block before ETA to reduce DEM/DET and storage cost. |
Legal note: This content is an operational review framework for media converters. Importers should verify the actual catalogue, datasheet, model, cargo condition, import purpose, tariff schedule and effective regulations at declaration time.
SCOPE OF APPLICATION
Applicable to
- Standalone media converters converting electrical Ethernet signals to optical signals or vice versa.
- 10/100/1000M, Gigabit, SFP media converters and industrial media converters imported as standalone devices.
- New goods, samples, project cargo, warranty goods or imports for factories/EPE/FDI, subject to actual dossier review.
Not automatically applicable to
- Switches, bridges, gateways, routers, firewalls, standalone optical transceiver/SFP modules, network adaptors or routing/security devices.
- ONT/ONU, optical modems, access points or devices with integrated Wi-Fi/Bluetooth/4G/5G.
- Used/refurbished goods before reviewing the prohibited/conditional used ICT goods list.
Review must be made by catalogue, datasheet, model and actual import purpose, especially where the device includes management software, PoE, SFP port, adapter, firmware or security function.
TECHNICAL IDENTIFICATION & CLASSIFICATION
A media converter is identified by its function of converting transmission media in a data network, usually RJ45 copper to SC/LC/SFP fiber interface or vice versa. Unlike switches or routers, a pure media converter normally does not perform network-layer routing, does not broadcast Wi-Fi and is not an ONT/ONU if it only converts signals.
| Item to verify | Document to check | Risk if wrongly described | Suggested goods description |
|---|
| Main function | Catalogue, datasheet, user manual | May be classified as switch/router/gateway or another optical module | Fiber optic Ethernet media converter, model…, for electrical-optical Ethernet signal conversion. |
| Ports and speed | Datasheet, port photos, model list | Unable to prove data conversion nature | State RJ45 to fiber, 10/100/1000M, SFP/SC/LC where applicable. |
| Power adapter | Packing list, adapter specification | Adapter may require label/technical review | State device set with power adapter if imported as a complete set. |
| Cargo condition | Invoice, contract, label photo, serial | Used/refurbished goods may trigger prohibited/conditional policy | State “brand new 100%” only if true. |
| Management/security function | Datasheet, firmware description | May trigger cybersecurity/civil cryptography review if specialized | Describe actual function only; do not expand beyond evidence. |
HS CODE – DUTIES – C/O
HS classification for media converters should be based on the function of receiving, converting, transmitting or regenerating data in a network. The trade name “converter” alone is not sufficient because it may refer to industrial signal converters, optical modules, network adaptors or switching apparatus.
| Reference HS code | Condition for use | Risk if wrong | Documents to compare |
|---|
| 8517.62.59 | Standalone device used to receive, convert, transmit or regenerate data; not a separate optical module or switch/router | Incorrect duty, policy mismatch, classification challenge | Catalogue, datasheet, photos, model list, invoice, packing list, technical documents. |
| Other codes to review | If the goods are standalone SFP modules, industrial switches, routers, gateways or telecom transmission devices | FTA preference may be denied; duty reassessment may arise | Function description, network diagram, manufacturer document, classification advice where needed. |
| Tax item | Proposed rate | Application condition | Supporting documents | Risk note |
|---|
| Ordinary import duty | 5% | Where MFN/FTA conditions are not met at import time | Current tariff schedule, finalized HS code | Recheck on the declaration date. |
| MFN import duty | 0% | For goods eligible for MFN treatment and properly classified | MFN tariff, origin evidence if required | Wrong HS may lead to wrong rate. |
| VAT | 10% | Unless an exception applies under current VAT policy | Tax dossier, HS code, VAT policy | Policy changes must be monitored. |
| Special preferential FTA duty | May be 0% | Only with valid C/O/origin proof, correct form, origin criterion, description and HS code | Relevant C/O form depending on exporting market | Invalid C/O may be rejected. |
APPLICABLE SPECIALIZED POLICIES
| Cargo situation | Possible policy | Documents to check | Authority/portal if identifiable | Recommended timing | Risk note |
|---|
| Standard media converter without Wi-Fi/4G/5G | Review ICT/telecom group-2 list and applicable technical regulations if the model is covered | Catalogue, datasheet, model, label photo | Public service portal/NSW or competent authority where applicable | Before ETA | Do not assume exemption without list review. |
| Optical/SFP/high-speed network device | May need proof that it is a data converter, not another network apparatus | Datasheet, connection diagram, user manual | Customs/specialized authority depending on case | Before finalizing HS | Easy to confuse with switch/gateway/telecom transmission equipment. |
| Device with Wi-Fi/Bluetooth/4G/5G | May trigger conformity certification/declaration and quality inspection under radio/ICT rules | Test report, conformity documents, wireless module documents | ICT/telecom specialized authority | Before ETA/declaration | Not applicable to pure non-wireless converters. |
| Device with specialized encryption/security | May trigger civil cryptography/cybersecurity review if listed | Datasheet, firmware description, security functions | Relevant specialized authority if applicable | Before purchase/import | Do not infer from generic encryption wording. |
| Used/refurbished goods | Review rules on used ICT goods prohibited/conditional import | Invoice, contract, photos, serial, condition statement | Customs/specialized authority | Before purchase | High risk if documents conflict with actual condition. |
| Sample, warranty, project, EPE/FDI cargo | Policy may differ by import purpose and customs regime | PO, warranty letter, project purpose, model list | Customs office/management authority where relevant | Before ETA | Samples are not automatically treated as commercial imports. |
