Import Procedure for Network Switches in Vietnam
A small change in radio, routing, PoE, security licensing, chassis configuration or refurbished condition may change the HS classification, specialized documents and clearance timeline. This guide provides an end-to-end control map before ETA.

SCOPE
This guide covers Ethernet network switches imported for distribution, projects, factories/EPE/FDI facilities, data centers and enterprise networks: unmanaged and managed L2/L3 switches, PoE switches, industrial switches, chassis/data-center switches and their configured systems.
Separate review is required for wireless LAN controllers, switches with Wi-Fi/Bluetooth/4G/5G, SD-WAN/firewall/VPN appliances, refurbished equipment, empty chassis, line cards, fabric modules, power supplies and optical transceivers imported separately.

HS CODE, DUTY AND ORIGIN
Heading 8517.62 covers machines for reception, conversion and transmission or regeneration of data, including switching and routing apparatus. Candidate subheadings may include 8517.62.43, 8517.62.49 or 8517.62.59, depending on design and principal function. Wireless LAN equipment may require a different branch such as 8517.62.51, while separately imported parts/modules may not follow the complete-switch code.

Preferential origin documents only create a tariff benefit when the FTA rules, form, origin criterion, description, transport route and HS treatment are valid. Where MFN is already 0%, C/O may mainly support origin evidence or contractual requirements.

FAQ
Does a wired Network Switch require an import licence?
Usually no dedicated import licence merely because it is a wired switch. Radio, cellular, civil cryptography or licensed cybersecurity functions may change the result.
Is conformity/quality inspection required?
Do not decide from the trade name or HS alone. A pure wired switch is generally different from a radio-enabled model under Circular 36/2026.
What is the HS code?
8517.62 is the principal group; .43, .49 or .59 may require comparison. Parts and wireless models may follow other lines.
Does PoE create a radio requirement?
No. PoE is power over Ethernet, but the PSU, packing and other integrated functions still need review.
Can a refurbished switch be imported?
It may fall within prohibited used ICT products. Confirm the legal exception, if any, before purchase.
Does C/O reduce duty?
Only if the final MFN rate is above the valid FTA rate. Many 8517.62 lines already carry 0% MFN.
Are MACsec/IPsec/VPN features automatically licensed?
No blanket rule. Assess whether cryptography/security is a dedicated principal function covered by a licensing list.
Is a wireless controller a radio device?
Not necessarily. Prove whether the controller itself transmits RF or only manages external access points.
