Vietnam Import Procedure for VoIP Gateways

A VoIP Gateway may be marketed simply as a voice-to-IP converter, yet a difference in FXS/FXO/E1 ports, routing, SIM slots, Wi‑Fi, encryption or IP‑PBX functions can change both HS classification and sector controls. Generic invoice descriptions, inconsistent models or late QCVN screening can trigger customs queries, document supplementation, physical inspection and storage costs. This guide provides an end-to-end map covering technical identification, HS–duties–C/O, product quality, civil cryptography, labelling and post-clearance records.

Operational update: 29 July 2026 · Scope: imports into Vietnam

QUICK FACTS

ItemOperational reference conclusionWhat to lock before ETA
Product natureEquipment that receives, converts and transmits/reproduces voice or data between analogue/digital telephony and IP networks, often using SIP/H.323.Identify FXS, FXO, E1/T1/PRI, GSM/LTE, media gateway, ATA, IP‑PBX or SBC.
Primary HS reference8517.62.59 is commonly reviewed for other transmission apparatus incorporating reception and receiving–converting–transmitting audio/data.Confirm principal function, signal flow, port architecture and routing/switching features.
Other codes to reviewDepending on objective features, 8517.62.21, 8517.62.49, 8517.62.69 or another code may require review.Do not classify solely because the commercial name contains “gateway”.
Import dutyThe MFN reference for 8517.62.59 is 0%; reconfirm the rate on the declaration date and for the final code.Lock HS before invoice and C/O issuance; review applicable special-preferential tariffs.
VATVoIP Gateway hardware may qualify for 8% VAT through 31 December 2026 if eligible and not excluded.Distinguish telecom hardware from telecom services and check appendices/date.
Wired-only gatewayVoIP, FXS and FXO do not appear as a standalone named product row in Circular 36/2026/TT‑BKHCN.This is not an automatic exemption; review HS, product description and integrated functions.
Wi‑Fi / Bluetooth / 4G / 5GRadio or cellular modules may trigger QCVNs, testing, certification/declaration of conformity and quality controls.Obtain bands, EIRP, module, antenna, SIM and model-specific reports.
Encryption / VPNIP-stream or channel security functions may trigger civil-cryptography screening.Separate ordinary SIP/TLS/SRTP support from dedicated cryptographic functions.
Used goodsUsed/refurbished VoIP Gateways carry a prohibited-used-ICT import risk unless a specific legal route applies.Do not ship renewed/open-box goods before reviewing the 8-digit HS and legal scenario.
Key legal warning: No import conclusion can be made from “VoIP Gateway” alone. An 8-port wired FXS gateway is materially different from a 32-SIM gateway, Wi‑Fi gateway, router–VPN appliance or IP‑PBX. Build a model–port–radio–security–HS–QCVN matrix before documents are frozen.

SCOPE OF APPLICATION

This guide covers new VoIP Gateways imported for sale, internal use, projects, EPE/FDI use or warranty replacement. The following groups require separate conclusions.

Standard wired gateways

ATA, FXS Gateway, FXO Gateway, E1/T1/PRI digital gateway and media gateway using Ethernet without radio.

Additional-function gateways

Wi‑Fi/Bluetooth, GSM/3G/4G/5G and SIM, router/NAT/firewall/VPN, IP‑PBX, SBC, recording or IP/channel encryption.

Special transactions

Samples, RMA/warranty, telecom projects, EPE imports, used/refurbished goods, separately imported adapters or bundled systems.

Application principle: Do not combine all variants into one conclusion. Review the actual catalogue, datasheet, model, firmware/licence, connection diagram and intended use.

PRODUCT CLASSIFICATION & TECHNICAL IDENTIFICATION

The identification file must explain what the equipment converts, between which interfaces, and whether it includes radio transmission or dedicated security.

FREQUENTLY ASKED QUESTIONS

Does a VoIP Gateway require an import licence?

Not by name alone. A standard wired device may not require a separate import licence, while radio/cellular, dedicated cryptography, used goods or controlled functions require separate screening.

What is the common HS code?

8517.62.59 is the primary reference for receiving–converting–transmitting audio/data equipment, subject to actual functions and configuration.

Can 8517.62.21 be used because the tariff says gateway?

Not automatically. The objective controller/adaptor/gateway/bridge/router function must match; a commercial name is insufficient.

Does a wired Ethernet/FXS gateway require conformity?

No standalone VoIP/FXS row was found in Circular 36, but HS, descriptions and integrated functions still need model-level review.

What if Wi‑Fi or Bluetooth is integrated?

Radio/EMC QCVNs and conformity procedures may apply depending on band, power, module, antenna and current list.

What if it has 4G/5G SIM slots?

It may be a non-phone mobile terminal at 8517.62.59 and fall under Circular 36 requirements for applicable QCVNs and declaration before circulation.

Does SIP‑TLS or SRTP automatically require a cryptography licence?

No conclusion should be made from protocol names alone. Review whether it is a listed IP-stream/channel-security product or ordinary security supporting voice.

What are duty and VAT?

MFN for 8517.62.59 is referenced at 0%. VAT is referenced at 8% through 31 December 2026 if eligible; reconfirm at declaration.

Is C/O needed when MFN is 0%?

It may still be needed for contracts, origin compliance, FTA records or audit, although duty savings may be limited.

Can refurbished gateways be imported?

There is a high prohibited-used-ICT risk. Ship only after confirming the exact 8-digit code and a valid legal route.

Are samples/RMA goods exempt?

Not automatically. Customs regimes may differ, while product-quality, radio, cryptography and used-goods rules may still apply.

What if the invoice model differs from the catalogue?

Correct it or obtain formal manufacturer mapping before declaration, including suffix/HW/FW differences.

When should an advance HS ruling be considered?

For high-value or multifunctional gateway/router/IP‑PBX/SBC configurations and complex modules/accessories.

SOLUTIONS FROM TGIMEX

This guide provides a general map. Each VoIP Gateway model requires a conclusion based on catalogue, port map, RF module, security functions, hardware/firmware and intended use.

Pre-ETA legal review

Model-level HS, tax, C/O, Circular 36, QCVN, radio, civil cryptography, used-goods and import-condition review.

Compliance document control

Cross-check Invoice, Packing List, B/L/AWB, C/O, catalogue, port table, RF/security files, reports, labels and serials.

International logistics & customs

Coordinate agents, pre-alert, transport, Green/Yellow/Red channels, inspection and domestic delivery.

Post-clearance readiness

Complete labels/conformity where applicable and retain model–serial–report mapping for audit.

For multifunction telecom equipment, businesses should not wait until arrival to determine HS or conformity duties. TGIMEX supports an end-to-end pre-shipment plan to control schedule, cost and compliance risk.

Operational reference for importers/exporters, procurement, legal, compliance, operations, documentation and logistics sales. It does not replace a binding classification, licence or written authority decision for a specific case.
