IMPORT PROCEDURE GUIDE FOR MESH DEVICES

Problem: Wi‑Fi mesh systems are often described broadly as “Wi‑Fi router”, “access point” or “network device”, while import policy depends on HS code, wireless bands, Wi‑Fi/Bluetooth/4G/5G modules, routing function, encryption/VPN features and whether the goods are new or used. Impact: inconsistent model names or missing test reports may trigger additional documents, quality inspection, conformity certification/declaration, clearance delays and DEM/DET costs. This article provides an E2E (End-to-End) review map before ETA.
Legal note: This content applies only to Mesh / Wi‑Fi Mesh devices. It should not be automatically applied to modem, standalone router, access point, CPE, ONT/ONU or other telecom devices. Duty rates and specialized policies must be checked at customs declaration date against the actual catalogue, datasheet, model, frequency band, transmission power, encryption features and import purpose.

QUICK FACT

Suggested Vietnamese goods nameWireless LAN mesh device / Wi‑Fi mesh systemAvoid vague names such as “electronic device” or generic “router” if the catalogue shows a mesh system.
Product groupModem, router, access point, mesh, CPE, ONT/ONUThis guide covers Mesh only; other devices require separate review.
Reference HS code8517.62.51 – wireless LAN equipment; 8517.62.59 or 8517.62.99 may need review depending on configuration.Final classification depends on principal function, transmission module and technical documents.
Reference duty proposalOrdinary import duty: 5%; MFN: 0%; VAT: 10%; FTA: generally 0% if valid C/O conditions are met.Not a definitive conclusion. Check the tariff schedule and actual C/O at declaration date.
Main specialized policyWireless/Wi‑Fi equipment may fall under ICT group-2 goods requiring conformity certification/declaration and/or quality inspection.Review Circular 29/2025/TT-BKHCN, applicable QCVN, frequency bands and transmission power.
Key risk pointsVPN/IPsec, encryption, cloud controller, IP-flow security, 4G/5G module, refurbished/used goods.May trigger civil cryptography, cybersecurity or used ICT import restrictions.

SCOPE OF APPLICATION

This article applies to Mesh or Wi‑Fi Mesh systems used to create mesh wireless coverage, typically consisting of a main unit and one or more satellite nodes for wireless data reception/transmission, routing or local network extension.

  • Applicable to new goods imported for trading, projects, internal use, factories or offices.
  • Not automatically applicable to optical modem, enterprise router, controller-based access point, CPE, ONT/ONU or firewall/security gateway.
  • Samples, warranty goods, temporary imports, EPE/FDI projects, refurbished or used goods may require separate procedures.
  • If the device has 4G/5G, Bluetooth, Zigbee/Thread, VPN, IPsec, firewall, cloud management, power adapter or accessories, review separately based on actual documents.

Review must be based on catalogue, datasheet, model and actual import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Mesh devices should be identified by their principal function as equipment for transmitting, receiving, converting or regenerating data over wired/wireless networks. Key information includes number of nodes, Wi‑Fi standard, 2.4/5/6GHz bands, LAN/WAN ports, integrated modem or cellular module, VPN/encryption features and power accessories.

HS CODE – DUTY – C/O

For Wi‑Fi Mesh, classification normally starts from heading 8517 for equipment for transmitting/receiving data over wired or wireless networks. The final HS code must be determined by actual functions: pure Wi‑Fi mesh, routing function, cellular backhaul, or advanced security gateway function.

Reference HS codeApplicable conditionReference duty proposalRisk if incorrectDocuments to check
8517.62.51Wireless LAN equipment, suitable for typical Wi‑Fi Mesh if documents show WLAN/LAN functions.Ordinary 5%; MFN 0%; VAT 10%; FTA usually 0% with valid C/O.May be challenged if the actual device is cellular router, security gateway or other telecom equipment.Catalogue, datasheet, manual, test report, label images, model list.
8517.62.59Other transmission equipment combined with reception, for review when 8517.62.51 is not suitable.Ordinary 5%; MFN 0%; VAT 10%; FTA usually 0% with valid C/O.Debate if documents clearly show wireless LAN equipment.RF specification, node structure, transmission function.
8517.62.99Other equipment under 8517.62, for special configurations outside typical wireless LAN description.Ordinary 5%; MFN 0%; VAT 10%; FTA usually 0% with valid C/O.May trigger additional specialized policy if it is security gateway/firewall/cellular router.Detailed datasheet, firmware/security feature list, CO/CQ if any.
C/O risk: C/O (Certificate of Origin) only supports preferential duty if the form, origin criteria, goods description, HS code and validity are correct. Incorrect description among router/access point/mesh may cause loss of FTA preference.

FAQ

1. Does importing Mesh require a permit?

Do not conclude based on name only. Wi‑Fi/radio functions may trigger quality inspection and conformity procedures; encryption or cellular modules may trigger other policies.

2. Does Mesh require conformity certification/declaration?

Possibly, if it falls under ICT group-2 goods and applicable QCVN. Check HS, product description, bands, power and model.

3. Is Vietnamese sub-labeling required?

Imported goods circulated in Vietnam must be reviewed under goods labeling regulations.

4. Can C/O reduce duty?

Yes, if the C/O is valid and origin criteria are met; many FTA rates for 8517.62 are 0%.

5. Are samples or warranty goods treated the same?

Not always. Samples, warranty goods, temporary imports and EPE cases require separate customs regime and policy review.

6. What if invoice says “router” but catalogue says “mesh”?

Align the goods description before declaration to avoid HS, policy and conformity questions.
