HS CODE – DUTY – C/O PROPOSAL

HS classification must be determined by principal function, structure, operating principle, power source, heating element/motor, accessories and goods condition. PRACTICAL E2E WORKFLOW

The workflow should run from pre-ETA review to post-clearance completion so that quality inspection/conformity files are not handled only after cargo arrival.

Step 01 Pre-order review

Lock product name, function, model, voltage, power, catalogue, nameplate and QCVN scope. Output: model list with preliminary inspection/conformity screening.

Step 02 Lock HS, policy and C/O

Review reference HS, duty, C/O route, QCVN 4, product labeling and energy labeling if any. Output: HS-policy-dossier matrix.

Step 03 Lock documents before ETA

FAQ

1. Do all electrical household goods require quality inspection?

No. Review HS code, model, function, voltage, power and the applicable Group 2/QCVN list.

2. Is registration confirmation enough for market sale?

Not always. It may support import clearance, while conformity, labeling and energy labeling obligations may still be required before circulation.

3. Can CE or CB reports replace Vietnam conformity?

Not automatically. Foreign reports may support assessment only if accepted under the applicable mechanism and by the certification body.

4. Are project or EPE imports different?
