IMPORT PROCEDURE GUIDE FOR GATEWAY

A gateway is an intermediary device used to connect, forward or route data between network systems. For import clearance, enterprises should avoid describing it only as “network equipment”, because HS classification, duty treatment and specialized-management requirements may vary by main function, data protocol, ports, Wi‑Fi/Bluetooth/4G/5G module, VPN/encryption features and new/used condition. If the technical dossier does not match the invoice, packing list, catalogue or product label, the shipment may be queried for HS classification, required to supplement conformity/permit documents, delayed at clearance and exposed to DEM/DET charges. This guide provides an E2E (End-to-End) review map before ETA.

SCOPE OF APPLICATION

This guide applies to Gateway devices that serve as an interface between networks, protocols or system segments and can receive, convert, route, transmit or regenerate data. Gateways may be used in enterprise networks, factories, IoT systems, industrial systems, payment systems, monitoring platforms or centralized management systems.

  • Applies to new goods imported for trading, project deployment, internal use or supply to EPE/FDI/factories.
  • Does not automatically apply to switches, bridges, media converters, network adaptors, routers, firewall/security appliances or standalone modems.
  • Samples, warranty goods, temporary imports, used/refurbished goods, project goods or system-bundled goods may require a separate policy review.
  • If the device includes Wi‑Fi/Bluetooth/4G/5G, SIM/eSIM, GPS, VPN, IPsec, SSL inspection, data encryption, adapter or battery, separate review is required.

Review must be based on catalogue, datasheet, model and actual import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

A gateway should not be identified by commercial name alone. Classification must examine whether the main function is protocol conversion, data routing, LAN/WAN connectivity, radio transmission, data security or industrial control. Key indicators include Ethernet ports, optical ports, RS232/RS485, CAN/Modbus/Profinet, SIM slot, Wi‑Fi/Bluetooth, security standards, firmware, power supply and bundled accessories.

HS CODE – DUTY – C/O

Gateways are commonly reviewed under heading 8517.62 because they receive, convert, transmit or regenerate data, including switching and routing apparatus. The 8-digit code must be finalized based on function, ports, transmission protocol, radio module and actual technical documents.

FAQ

1. Does importing gateway require a permit?

Do not conclude by name alone. Standard wired gateways may not require a specialized permit, but Wi‑Fi/4G/5G, encryption, VPN, firewall or cybersecurity functions require separate review.

2. Does gateway require quality inspection or conformity certification?

Possibly, if it falls under ICT group-2 goods, especially with radio modules. Check HS, product description, bands, power and model.

3. Is Vietnamese sub-label required?

Imported goods circulated in Vietnam must be reviewed under labeling regulations.

4. Can C/O reduce duty?

Yes, if the C/O is valid and origin criteria are met; many FTA rates for 8517.62 are 0%.

5. Are samples or warranty goods treated the same?

Not always. Samples, warranty goods, temporary imports and EPE cases require separate customs regime and policy review.

6. What if invoice says “network device” but catalogue says “gateway”?

Align the goods description before declaration to avoid HS, policy and technical-document questions.
