GUIDE TO IMPORT PROCEDURES FOR LAPTOPS INTO VIETNAM
Problem: A laptop shipment may look straightforward, but practical customs risks often arise from HS classification, conformity declaration, lithium battery, adapter, energy labelling, product labelling and new/used status. Impact: a mismatch in model numbers across the Commercial Invoice, Packing List, catalogue or test report may trigger document supplementation, customs inspection, delayed clearance or DEM/DET charges. Solution: this guide provides an E2E (End-to-End) review map before ETA (Estimated Time of Arrival), covering HS code, taxes, C/O, specialized policies, customs documents, clearance workflow and risks to be blocked before cargo arrival.

FAQ – COMMON BUSINESS QUESTIONS
1. Does laptop import require an import licence?
Do not conclude absolutely. Ordinary laptops usually focus on HS, conformity declaration, energy label, product label and technical dossier. Wireless modules, dedicated security functions, used/refurbished condition or special import purposes require separate review.
2. Is conformity declaration required?
It may be required as ICT equipment under the current list. Review model, applicable QCVN and testing dossier.
3. Is energy labelling required?
Yes. Laptop computers are in the office/commercial equipment group subject to energy labelling under MOIT regulations.
4. Can C/O reduce duty?
Potentially, if the C/O is issued under the correct agreement, form, origin criterion, goods description and HS code.
5. Are samples or warranty goods treated like commercial goods?
Not necessarily. Customs regime, use purpose, quantity and re-export/market circulation obligations may differ.
6. What if invoice model differs from catalogue?
Do not declare before clarifying. Request supplier confirmation, corrected documents or a technical model clarification.
7. Can refurbished laptops be imported?
This is a high-risk category. Review used IT product rules, import purpose and exceptions before contract signing.
IMPLEMENTATION SUPPORT FROM TGIMEX
This guide provides a map of HS code, taxes, documents and specialized policy for laptops. In actual shipment execution, companies still need to review catalogue, datasheet, model, documents, origin and import purpose.
TGIMEX can support an E2E import plan: pre-ETA policy review, document checking, international freight coordination, customs declaration, clearance handling, domestic delivery and post-clearance filing. This approach helps control schedule, cost and compliance risk from shipment preparation.
For shipments involving specialized inspection, C/O, energy label or product labelling, companies should not wait until cargo arrival to begin dossier review. Minor discrepancies among Invoice, Packing List, catalogue, datasheet, C/O or label may cause document requests, clearance delays or unplanned storage costs.
