SCOPE OF APPLICATION

This guide applies only to Laptop imported into Vietnam for trading, internal use, projects or factory use. Laptop means a portable automatic data processing machine with at least a CPU, keyboard and display, possibly integrated with Wi-Fi, Bluetooth, 4G/5G, NFC, lithium battery, adapter or pre-installed software.

  • Notebook, ultrabook and rugged laptop may be commercially similar but must not be automatically treated the same if configuration, ruggedization, wireless module, battery, adapter or use purpose differs.
  • Brand-new goods, used goods, refurbished goods, samples, warranty replacements, aid goods, project goods and goods imported by EPE/FDI/factories may trigger different customs policies and customs regimes.
  • If the product has encryption modules, dedicated security software, radio transmission functions, SIM/eSIM, NFC, removable batteries or separate charger, review according to catalogue, datasheet, model and actual import purpose.

FAQ – COMMON BUSINESS QUESTIONS

1. Does laptop import require an import licence?

Do not conclude absolutely. Ordinary laptops usually focus on HS, conformity declaration, energy label, product label and technical dossier. Wireless modules, dedicated security functions, used/refurbished condition or special import purposes require separate review.

2. Is conformity declaration required?

It may be required as ICT equipment under the current list. Review model, applicable QCVN and testing dossier.

3. Is energy labelling required?

Yes. Laptop computers are in the office/commercial equipment group subject to energy labelling under MOIT regulations.

4. Can C/O reduce duty?

Potentially, if the C/O is issued under the correct agreement, form, origin criterion, goods description and HS code.

5. Are samples or warranty goods treated like commercial goods?

Not necessarily. Customs regime, use purpose, quantity and re-export/market circulation obligations may differ.

6. What if invoice model differs from catalogue?

Do not declare before clarifying. Request supplier confirmation, corrected documents or a technical model clarification.

7. Can refurbished laptops be imported?
