VIETNAM IMPORT PROCEDURE FOR DRIED VERMICELLI / PROCESSED STARCH: HS, DUTY, FOOD SAFETY, ADDITIVES, C/O AND DOCUMENTS

Dried vermicelli and processed starch cover several different HS branches. Uncooked/unprepared transparent vermicelli should first be reviewed under 1902.19.30; prepared/instant vermicelli under 1902.30.30. Native cassava starch points to 1108.14.00, dextrin/modified starch to 3505.10.10 / 3505.10.90, and tapioca pearls/flakes may fall under 1903.00.00. A wrong product-state decision can change duty, C/O, food-safety control, additive documents and labeling. Why this matters: “starch” does not mean “modified starch”, and “vermicelli” does not automatically mean rice noodle. Processing/form can move goods from Chapter 11 to 19 or 35.

The key is not to treat “starch” as one HS category. Native cassava starch is in 11.08, starch pearls in 19.03 and modified starch in 35.05. Vermicelli processing status changes MFN from 20% to 35%.
