PROJECTOR EXPORT GUIDE FROM VIETNAM
Projectors are not a one-policy product. DLP/LCD/LCoS architecture, lamp/LED/laser light source, Wi‑Fi/Bluetooth, embedded OS and lithium batteries can change HS classification, market compliance and transport planning.
This guide follows the required sequence: product → market → HS/origin → compliance → documents → E2E process → post-shipment. 2025 commercial shipment records support the United States as a prominent destination and also show actual Vietnam-to-Japan projector shipments.
1. QUICK FACTS
US: strong 2025 shipment evidence. Japan: actual 2025 HS 85286200 shipments. Do not force a market before the buyer/model is known.
No projector-specific export licence should be assumed from the product name alone; review model, laser, wireless, battery, end-use and current lists.
8528.62 for projectors directly connectable to and designed for ADP machines of heading 8471; 8528.69 for other projector cases subject to review.
No Vietnam–US bilateral FTA. For Japan, compare VJEPA / AJCEP / CPTPP / RCEP using the final HS and PSR.
US: FCC; laser models may trigger FDA/CDRH. Japan: Radio Act for wireless; PSE review for in-scope electrical items/adapters.
Lock Cargo Ready, SI/VGM/CY/CFS cut-offs, ETD, final transport documents and post-shipment archive; screen batteries before booking.
2. SCOPE & PRODUCT CLASSIFICATION
Applies to finished commercial projectors exported from Vietnam, including DLP/LCD/LCoS, business/education/home, smart and portable projectors. Laser light-show equipment, TV-reception devices, defence/special-purpose products and parts/modules require separate review.
| Variant | Technical trigger | Evidence | Potential policy | Application note |
|---|---|---|---|---|
| PC-connected projector | HDMI/DP/USB-C, ADP design, no TV tuner | Catalogue, datasheet, block diagram | HS 8528.62; EMC/RF rules | Ports alone do not settle HS. |
| Smart wireless projector | OS, Wi‑Fi/Bluetooth, antenna/module | RF spec, module ID, antenna data | FCC / Japan Radio Act | Host integration must be reviewed. |
| Laser illuminated projector | Laser source, class, wavelength/output | Laser report, optical spec | US FDA/CDRH where in scope | Separate from lamp/LED models. |
| Portable battery model | Li-ion pack and Wh rating | Battery spec, UN38.3 summary | DG transport screening | Review before booking. |
| Projector + AC/DC adapter | Adapter type/rating | Adapter label/test file/BOM | Japan PSE scope review | Do not apply PSE to the entire product by assumption. |
3. EXPORT MARKETS & MARKET ACCESS
Commercial shipment records in May 2025 show numerous Vietnam-origin 85286200 projector shipments to the United States and also shipments to Japan. This evidence is used to select markets for deeper review, not as official trade-value statistics.
| Market | Fit | Access conditions | Product/company requirements | Data to prepare |
|---|---|---|---|---|
| United States | High based on 2025 shipment evidence | FCC equipment authorization; FDA/CDRH for laser illuminated projectors where applicable; HTS 8528.62.00 currently shows a General duty rate of Free, subject to final classification. | Responsible party/importer, RF path, laser file where applicable, labeling/instructions and buyer safety requirements. | FCC ID/SDoC file, RF test data, laser report, technical file, HTS classification. |
| Japan | Relevant; actual 2025 shipments | Radio Act for Wi‑Fi/Bluetooth/specified radio equipment; PSE only for designated electrical items, with AC/DC power supplies listed as an example category. | Importer/market-access coordination, radio certification if in scope, PSE evidence for covered items, market labels/manuals. | RF specs, certification data, adapter file, technical file and origin records. |
4. VIETNAM EXPORT CONDITIONS
An ordinary new consumer/commercial projector should not be labelled “licence-free” purely from its name. Final review must cover exact model, functions, laser source, battery, end-use and current controlled-goods rules.
Review Vietnam foreign-trade and product-policy rules together with technical documents. High-power laser demonstration equipment or special defence/security end-use requires a separate track.
Create a product-classification memo before Contract/Cargo Ready.
5. HS CODE – EXPORT TAX – EXPORT VAT
| Variant | HS reference | Basis | Export tax | VAT | Evidence |
|---|---|---|---|---|---|
| ADP-designed projector | 8528.62 | Direct connection/design for heading 8471 ADP machine | Check Appendix I of Decree 26/2023 as amended. If the final item is not listed in the Export Tariff, Article 4(1) provides the 8-digit declaration mechanism without declaring an export tax rate. | 0% may apply only where current VAT conditions and documentation are satisfied. | Catalogue, block diagram, user manual, contract |
| Other projector | 8528.69 subject to 8-digit review | Does not meet 8528.62 criteria | Verify on declaration date | Verify transaction conditions | Technical file and functional description |
Current legal sequence: Decree 26/2023 (effective 15 Jul 2023), amended by Decree 108/2025 (19 May 2025) and Decree 199/2025 (8 Jul 2025). VAT framework includes Law 48/2024, Law 149/2025, Decree 181/2025 as amended, including Decree 144/2026 effective 20 Jun 2026.
6. C/O – FTA – ORIGIN RULES
| Market | FTA route | Origin document | PSR | Other conditions | Audit evidence |
|---|---|---|---|---|---|
| US | No bilateral VN–US FTA | Non-preferential origin document if required by buyer/bank/import rules | No VN–US FTA PSR | Origin still matters for marking/trade measures and buyer records | BOM, production records, supplier evidence |
| Japan | VJEPA / AJCEP / CPTPP / RCEP | VJ, AJ, RCEP or current CPTPP certification route as applicable | Check the product-specific rule for the final HS | Compare duty saving, certification route, consignment and importer preference | BOM, material invoices, declarations, batch records, RVC/CTC calculations where needed |

9. LEGAL & MARKET REQUIREMENT MATRIX
Vietnam tax/VAT sources, US FCC/FDA rules, Japan Radio Act/PSE and Japan-origin FTA routes must be checked in their current versions at the shipment/market-launch date. Long legal conclusions should be read vertically: conclusion → legal basis → operational action, not compressed into side-by-side cards.
10. E2E EXPORT PROCESS
The process is intentionally displayed as an 8-step vertical timeline, with a phase badge, action, lock point and stop gate for each step.
Product review + market scan
Define DLP/LCD/LCoS, lamp/LED/laser source, resolution, brightness, interfaces, OS, wireless, battery and end-use; use shipment evidence before selecting a market.
Lock HS, policy and origin route
Classify by function and connection to ADP machines; distinguish 8528.62 from 8528.69 and separate exceptional models.
Lock contract + buyer requirements
Confirm Contract/PO, Incoterm, payment, exact model/spec, importer, warranty, labels and RF/laser/safety deliverables.
Complete market compliance
For the US, review FCC and FDA for laser illuminated projectors. For Japan, review Radio Act and PSE scope. Screen lithium batteries early.
Booking, packing and trucking
Select air or sea, lock fragile-goods packing, dimensions, GW/NW, battery/DG screening, stuffing and VGM where applicable.
Export customs declaration
Declare with the locked HS/description and cross-check Invoice, PL, catalogue and origin evidence.
SI, VGM, CY/CFS cut-off and loading
Freeze shipper/consignee, marks, packages, GW/NW, SI/VGM and review draft transport documents.
Complete final document set
Collect final B/L/AWB, origin documents, compliance files, buyer/bank set, payment records and claim/survey evidence.
11. PRE-ETD / CARGO READY / CUT-OFF TIMELINE
| Milestone | Lock | Documents/data | Owner | If late |
|---|---|---|---|---|
| Pre-contract | Model, market, preliminary HS, RF/laser/battery triggers, Incoterm/payment | Spec, buyer requirements, origin inputs | Sales/Compliance/Engineering | Unworkable compliance or wrong costing |
| Before Cargo Ready | Compliance, label, packing, booking | Market files, artwork, packing data | QA/Docs/Factory/Forwarder | Finished goods cannot ship/sell |
| Before CY/CFS cut-off | Customs, trucking, gate-in | Declaration, booking, VGM | Ops/Customs/Forwarder | Roll/rebooking |
| Before SI/VGM cut-off | B/L data and weights | SI/VGM/marks/party data | Docs/Forwarder | Amendment/discrepancy |
| Post on-board | Origin, final transport and buyer/bank set | Final B/L/AWB, C/O, certificates, payment docs | Docs/Finance | Late documents/payment |
12. INCOTERMS – TRANSPORT – PACKING – COST
Use FCA/FOB where the buyer controls main carriage; CIP/CIF where the seller arranges freight/insurance; DAP where the seller controls delivery to destination but the buyer handles import. Air suits small urgent/high-value lots; LCL reduces minimum volume but increases handling; FCL reduces handling for larger lots. Optical equipment requires shock/moisture protection and packing evidence. Lithium-battery models require DG screening before booking.
13. KEY RISKS & CONTROLS
| Risk | Root cause | Impact | Control | Timing |
|---|---|---|---|---|
| Assuming US is automatically the best market | Shipment evidence mistaken for exact-model fit | Compliance/cost mismatch | Model-specific market review | Pre-contract |
| Wrong 8528.62/8528.69 | Trade name instead of technical function | Customs/C/O/tariff error | Classification memo | Before quote/C/O |
| Wireless host not covered | Relying only on module approval | Retest/relabel/hold | Host integration review | Pre-production |
| Laser model missing FDA pathway | Laser treated as lamp/LED | US market-access issue | Laser classification/FDA review | Pre-launch |
| Wrong PSE assumption in Japan | Blanket PSE conclusion | Label/compliance error | Item-level scope check | Pre-label |
| Japan FTA PSR failure | Weak BOM/supplier evidence | Preference denied/verification | Origin audit trail | Before origin certification |
| Late lithium-battery discovery | No early screening | Rebooking/delay | UN38.3 and carrier review | Before booking |
14. FAQ
Which market should a Vietnam projector exporter target first?
Do not default. 2025 shipment records support the US strongly and show Japan shipments, but the final choice must follow exact model, buyer, compliance cost, FTA and logistics.
Is 8528.62 always correct?
No. It depends on direct connection/design for ADP machines of heading 8471; otherwise review 8528.69 or another appropriate line.
Is export VAT automatically 0%?
No. 0% treatment depends on current legal conditions and supporting documentation.
What does a Wi‑Fi/Bluetooth projector need for the US?
Review FCC Part 15 and the applicable equipment-authorization path; intentional radiators generally require Certification, while many unintentional digital devices use SDoC.
Does a laser projector need a different US review?
Yes. FDA has specific guidance for Laser Illuminated Projectors; review laser classification and 21 CFR 1040.10/1040.11 where applicable.
Does every projector need PSE in Japan?
No. PSE applies to designated electrical appliances/materials. Review the projector and included adapter item by item.
Which Japan FTA route should be used?
Compare VJEPA, AJCEP, CPTPP and RCEP using the final HS, PSR, origin evidence and importer preference.
What if the model contains a lithium battery?
Screen the battery configuration and UN38.3/DG documentation before booking, especially for air.
What data must stay consistent?
Model, quantity, package, GW/NW, origin, marks/serials and other required technical data across commercial, customs, origin, compliance and transport documents.
