EXPORTING PRESSURE SENSORS FROM VIETNAM
Pressure sensors are small products with potentially complex export treatment. A device described commercially as a “pressure sensor” may in fact be a measuring sensor, transmitter, wireless node, battery-powered device, pressure switch or automatic controller. Classification and Market Access must therefore be based on medium – pressure range – sensing function – output – wireless – power – end-use, not the trade name alone.
This guide follows market first – procedure second – operations through post-shipment. WITS/UN Comtrade data for HS 902620 in 2023 shows the United States and Korea as Vietnam’s two largest destinations; Italy is among the top five destination countries, so the EU is retained as a strategic EVFTA/compliance route.
1. QUICK FACTS
Priority: United States · Korea
WITS 2023: Vietnam exported HS 902620 worth about US$100.48m; US US$47.42m, Korea US$37.39m. The EU is retained as a strategic EVFTA/compliance comparator.
Standard sensors are generally ordinary commercial exports; exact model/end-use still requires strategic-trade screening where relevant.
Reference HS 9026.20.90
Common reference for “other” instruments measuring/checking pressure. Parts, switches, controllers and other variants require separate classification.
US: no preferential Vietnam-US goods FTA. Korea: compare VKFTA/RCEP/AKFTA; RCEP 9026.20 PSR is CTSH or RVC40. EU: EVFTA under Circular 14/2026/TT-BCT.
US: FCC when RF/digital trigger exists. Korea: RRA conformity assessment by exact equipment. EU: EMC/RoHS; RED for wireless; LVD/ATEX/PED by trigger.
Lock compliance, calibration/buyer records and packing before Cargo Ready; manage SI/VGM/CY/CFS against the actual booking.
Air/express suits small high-value lots; Sea LCL/FCL for volume/project cargo. Lithium batteries require separate DG screening.
2. SCOPE & DETAILED PRESSURE-SENSOR CLASSIFICATION
Before HS or compliance is selected, lock the pressure medium, range, accuracy, signal/output, supply, process connection, wetted material, wireless function, battery, switch/control function and end-use.
| Variant | Key indicators | Evidence | Possible HS/compliance trigger | Note |
|---|---|---|---|---|
| Industrial pressure sensor/transmitter | Measures liquid/gas pressure; 4–20mA, 0–10V, I/O-Link or digital output | Datasheet, wiring, calibration spec | Usually review 9026.20.90; market EMC/electronic rules | Main scope. |
| Wireless pressure sensor | Bluetooth, Wi-Fi, LoRa, sub-GHz, cellular | RF spec, module ID, antenna, firmware | FCC / Korea radio conformity / EU RED | Separate from non-radio. |
| Battery-powered sensor | Coin cell, lithium primary or rechargeable | Battery specification, UN38.3/SDS where applicable | DG booking/packing may arise | Transport trigger. |
| Automotive oil/fuel pressure sensor | Engine/vehicle application, ECU/dashboard signal | OEM spec, connector, functional statement | Exact HS review; 2025 Vietnam advance ruling provides one 9026.20.90 example | Do not classify by “automotive” alone. |
| TPMS | Tire pressure + RF + battery/valve | RF/valve/battery documents | Separate HS + radio + battery analysis | Separate article/conclusion recommended. |
| Pressure switch | Primary function is electrical switching at a pressure threshold | Circuit/function diagram | May fall outside measuring-instrument heading 9026 | Separate classification. |
| Automatic pressure controller | Measurement plus automatic regulation/control | Control logic, actuator interface | Heading 9032 may need review depending principal function | Not a sensor-only product. |
| Bare sensing element / parts | MEMS die, diaphragm, housing, connector or incomplete assembly | BOM, drawing, assembly status | 9026.90.00 or another heading may apply | Do not use finished-sensor HS. |
| Hazardous-area sensor | Ex/IS design, oil & gas or chemical-plant use | Ex certificate, marking, temperature class | EU ATEX and other hazardous-location requirements | Separate compliance review. |
3. EXPORT MARKETS & MARKET ACCESS
3.1. MARKET SCAN
WITS/UN Comtrade reports Vietnam’s 2023 exports under HS 902620 at about US$100.48 million. The first five destination countries displayed are the United States, Korea, Mexico, Japan and Italy. The article therefore does not label its comparison set “2026 top markets”.
| Market | Trade signal | Main Market Access issue | Data to lock | Records/compliance |
|---|---|---|---|---|
| United States | US$47.42m – largest WITS 2023 destination | No pressure-sensor-specific federal registration merely because it measures pressure. Review FCC Part 15 if a digital/unintentional radiator; wireless intentional radiators generally require FCC Certification. | Digital electronics, RF module/band, power, end-use, hazardous-location use | FCC evidence when triggered, technical file, buyer/OEM requirements, calibration records where contractually required |
| Korea | US$37.39m – second-largest WITS 2023 destination | RRA conformity assessment under the Radio Waves Act; official guidance includes measuring and industrial equipment in conformity routes. Exact current route depends on equipment table/model. | Electronic circuitry, EMI/EMS, wireless, exact model, importer/legal representative | Test/confirmation/registration evidence as applicable, manuals and technical records |
| EU | Italy US$2.32m, within the top-five destination countries shown by WITS 2023 | Wired EEE: typically review EMC and RoHS; wireless: RED; LVD only when its voltage scope is triggered; ATEX for explosive-atmosphere equipment; PED is not automatic merely because the product measures pressure. | Voltage, RF, EMC, materials, Ex intended use, pressure-bearing/safety role | EU DoC/technical file/CE marking under applicable directives; RoHS evidence; ATEX/PED file when triggered; EVFTA origin file if preference is claimed |
3.2. UNITED STATES – SEPARATE WIRED AND WIRELESS PRODUCTS
A non-radio pressure sensor does not have a generic “pressure sensor import licence” from the FCC. A digital device may still require Part 15 unintentional-radiator review, while a wireless sensor is an intentional radiator and generally follows FCC Certification. A certified radio module does not automatically eliminate host-integration obligations.
3.3. KOREA – RRA/KC BY EXACT EQUIPMENT
RRA conformity assessment is based on Article 58-2 of the Radio Waves Act. Official materials show certification, registration and other conformity routes; current Korean guidance also provides self-conformity confirmation for certain low-risk measuring/industrial/scientific equipment. Do not assume every pressure sensor uses one KC route. Korea has an MRA with Vietnam, but Korean technical rules still govern products entering the Korean market.
3.4. EU – DO NOT APPLY PED MERELY BECAUSE THE PRODUCT MEASURES PRESSURE
EMC Directive 2014/30/EU and RoHS 2011/65/EU are commonly relevant to electronic sensors. Wireless models trigger RED 2014/53/EU. LVD 2014/35/EU applies only to equipment designed for 50–1,000 VAC or 75–1,500 VDC, so many 12/24-VDC sensors fall outside LVD itself.
PED 2014/68/EU depends on the definitions and scope of pressure equipment, pressure accessories and safety accessories. A measuring sensor is not automatically a PED item; review whether it has a pressure-bearing operational housing, a safety/limiting role, or is part of a regulated assembly. ATEX 2014/34/EU is a separate trigger for equipment intended for potentially explosive atmospheres.
4. VIETNAM EXPORT POLICY
| Scenario | Possible control | Basis | Authority | Trigger |
|---|---|---|---|---|
| Standard industrial pressure sensor | Ordinary commercial export; screen current prohibited/restricted/licensed lists | Foreign Trade Management Law; Decree 69/2018 before 5 Sep 2026; Decree 292/2026 from 5 Sep 2026 | Customs / specialized authority if triggered | HS, model, end-use, condition |
| Sensitive specification/end-use | Strategic-trade screening | Decree 259/2025/ND-CP; Circular 42/2026/TT-BCT from 12 Sep 2026 | MOIT / competent authority | Technical/end-use criteria intersect controlled dual-use list |
| Sample/RMA/warranty/used | Separate customs regime, value, ownership and documentation review | Current customs/foreign-trade rules | Customs | Transaction purpose and condition |
5. HS CODE – EXPORT DUTY – EXPORT VAT

| Wireless sensor | Review strategic trade if specification/end-use intersects controlled lists; battery/DG remains a transport layer | 47 CFR §15.201: intentional radiators generally require certification before marketing, subject to stated exceptions | Radio conformity route under RRA; exact equipment-table review | RED 2014/53/EU plus other applicable duties | Bands, power, antenna, module, firmware |
| 12/24-VDC sensor | No special Vietnam-side conclusion from 12/24 VDC alone | Application/buyer safety requirements | Exact electrical/conformity scope | The sensor itself is normally below LVD voltage scope at 12/24 VDC; review adapter/system or higher-voltage variants separately | Rated voltage/current, supply |
| Explosive atmosphere | Screen end-use/strategic trade where relevant; do not turn buyer Ex specifications into a Vietnam export permit | Project/NRTL/FM/UL hazardous-location route may arise | Review Korean hazardous-location/project requirements | ATEX 2014/34/EU Articles 1–2 when intended for potentially explosive atmospheres | Zone/category, gas/dust, Ex marking, temperature class |
| Pressure-bearing / safety function | Classify the actual product and separate measuring sensors from safety/control devices | Application/system safety requirements | Exact system requirements | Review PED 2014/68/EU Article 2 if the device truly functions as a pressure/safety accessory or part of a covered assembly; not automatic for a measuring sensor | Housing, PS, safety role, integration |
| Battery | Review lithium-battery transport/DG requirements by chemistry and transport mode; this is a booking/transport trigger rather than a conclusion based on the word “sensor”. | Wh/lithium content, UN38.3, packing | |||

14. FAQ
1. Can pressure sensors be exported commercially from Vietnam?
Generally yes for standard products, subject to exact model, end-use, strategic-trade screening and rules effective on the declaration date.
2. Is HS 9026.20.90 automatic?
No. It is a strong reference for complete pressure-measuring sensors/transmitters; pressure switches, controllers, parts and other variants require separate classification.
3. Why focus on the US and Korea?
WITS/UN Comtrade 2023 lists them as Vietnam’s two largest HS-902620 destinations, at about US$47.42m and US$37.39m respectively.
An intentional radio transmitter generally requires FCC Certification. Certified modules still require review of host integration, antenna and use conditions.
5. Does every pressure sensor entering Korea use the same KC registration?
No. RRA has multiple conformity routes and equipment tables; exact electronic/radio characteristics must be checked.
6. Is every EU pressure sensor subject to PED?
No. PED depends on the device’s role and definitions of pressure/safety accessories and covered assemblies. Measuring pressure alone is not sufficient.
7. Is a 24-VDC sensor subject to the EU LVD?
The device itself is generally below the LVD’s 75-VDC threshold, but adapters, systems and higher-voltage variants require separate review.
8. Should Korea-bound goods use VKFTA or RCEP?
There is no universal best route. Compare tariff preference, PSR and evidence. RCEP 9026.20 uses CTSH or RVC40; check the current VKFTA PSR separately.
9. Is export VAT automatically 0%?
No. Scope and evidence must meet Articles 17–18 of Decree 181/2025/ND-CP and effective amendments.
10. Is a calibration certificate mandatory for every shipment?
Not as a universal market-law requirement. It often comes from buyer/OEM/quality-system requirements; when required, map it to exact model/serial.
15. POST-SHIPMENT OUTPUTS & RECORDS
- Completed export declaration and technical classification file.
- Final B/L, Sea Waybill or AWB.
- C/O/origin evidence and Origin Audit Trail where applicable.
