EXPORTING PRESSURE SENSORS FROM VIETNAM

Pressure sensors are small products with potentially complex export treatment. A device described commercially as a “pressure sensor” may in fact be a measuring sensor, transmitter, wireless node, battery-powered device, pressure switch or automatic controller. Classification and Market Access must therefore be based on medium – pressure range – sensing function – output – wireless – power – end-use, not the trade name alone.

This guide follows market first – procedure second – operations through post-shipment. WITS/UN Comtrade data for HS 902620 in 2023 shows the United States and Korea as Vietnam’s two largest destinations; Italy is among the top five destination countries, so the EU is retained as a strategic EVFTA/compliance route.

Main scope: complete pressure sensors/transmitters for measuring or checking the pressure of liquids or gases. Pressure switches, TPMS/radio products, bare sensing elements, automatic controllers and hazardous-area products require separate conclusions when triggers change. Not an official legal translation.

Before HS or compliance is selected, lock the pressure medium, range, accuracy, signal/output, supply, process connection, wetted material, wireless function, battery, switch/control function and end-use.

3. EXPORT MARKETS & MARKET ACCESS

3.1. MARKET SCAN

WITS/UN Comtrade reports Vietnam’s 2023 exports under HS 902620 at about US$100.48 million. The first five destination countries displayed are the United States, Korea, Mexico, Japan and Italy. The article therefore does not label its comparison set “2026 top markets”.

Market-selection logic: the United States and Korea are prioritized because their transaction values are clearly dominant. Mexico and Japan recorded higher 2023 values than Italy, but are not analysed deeply in this overview; the EU is retained as a strategic comparator for EVFTA and technical compliance. Separate Pressure Sensor × US, × Korea and × EU articles are preferable for deep SEO/regulatory treatment.

3.2. UNITED STATES – SEPARATE WIRED AND WIRELESS PRODUCTS

A non-radio pressure sensor does not have a generic “pressure sensor import licence” from the FCC. A digital device may still require Part 15 unintentional-radiator review, while a wireless sensor is an intentional radiator and generally follows FCC Certification. A certified radio module does not automatically eliminate host-integration obligations.

3.3. KOREA – RRA/KC BY EXACT EQUIPMENT

RRA conformity assessment is based on Article 58-2 of the Radio Waves Act. Official materials show certification, registration and other conformity routes; current Korean guidance also provides self-conformity confirmation for certain low-risk measuring/industrial/scientific equipment. Do not assume every pressure sensor uses one KC route. Korea has an MRA with Vietnam, but Korean technical rules still govern products entering the Korean market.

3.4. EU – DO NOT APPLY PED MERELY BECAUSE THE PRODUCT MEASURES PRESSURE

EMC Directive 2014/30/EU and RoHS 2011/65/EU are commonly relevant to electronic sensors. Wireless models trigger RED 2014/53/EU. LVD 2014/35/EU applies only to equipment designed for 50–1,000 VAC or 75–1,500 VDC, so many 12/24-VDC sensors fall outside LVD itself.

PED 2014/68/EU depends on the definitions and scope of pressure equipment, pressure accessories and safety accessories. A measuring sensor is not automatically a PED item; review whether it has a pressure-bearing operational housing, a safety/limiting role, or is part of a regulated assembly. ATEX 2014/34/EU is a separate trigger for equipment intended for potentially explosive atmospheres.

Buyer requirement ≠ law: ISO/IEC 17025 calibration, UL/FM/CSA, OEM PPAP/MSA, IP rating, material certificates, burn-in or traceable calibration may be commercially important but should not be described as universal market-law obligations without a legal trigger.

Classification precedent: Vietnam Customs Notice 46173/TB-CHQ dated 31 Dec 2025 classified one Denso oil-pressure-sensor assembly under 9026.20.90. The notice expressly limits the advance ruling to the applicant, so it is a classification reference, not a universal ruling.
Old → new HS: older pre-AHTN-2022 documents may show 9026.20.30/40 for electrical/non-electrical “other” products. Do not reuse old codes without checking the nomenclature effective on the declaration date.

5.2. EXPORT DUTY

CONCLUSION: do not mechanically state “0%”. Confirm the final 8-digit HS and check Annex I – Export Tariff of Decree 26/2023/ND-CP and effective amendments.

LEGAL BASIS: Decree 26/2023/ND-CP, effective 15 Jul 2023; review Article 4 and Annex I against the final HS.

EXECUTION: keep the technical classification file and tariff check used on the declaration date.

5.3. EXPORT VAT

CONCLUSION: qualifying exported goods may use the 0% VAT rate when statutory scope and conditions are met; export status alone is insufficient.

LEGAL BASIS: Decree 181/2025/ND-CP, effective 1 Jul 2025; Article 17 addresses the 0% rate and Article 18 its conditions.

EXECUTION: review the contract, sales/invoice records, qualifying payment evidence, customs declaration and transport/shipment records.

7. PRESSURE SENSOR × MARKET SPECIALIZED COMPLIANCE

SEPARATE THE TWO LAYERS: Vietnam-side export controls and destination-market requirements. For a standard sensor, Vietnam-side work mainly means HS/export-policy/strategic-trade screening by exact model/end-use. FCC, RRA, EMC/RED/RoHS and ATEX/PED are destination-market requirements when triggered, not a generic Vietnam export licence.

PACKING & COST SCOPE

Protect process ports/threads with caps, use anti-static packaging where appropriate, shock protection and moisture control, and mark serial/lot outside the package. Separate compliance/testing, calibration, origin, packing, trucking, local charges, freight, insurance, amendment/rebooking/storage and claim-survey costs.

14. FAQ

1. Can pressure sensors be exported commercially from Vietnam?

Generally yes for standard products, subject to exact model, end-use, strategic-trade screening and rules effective on the declaration date.

2. Is HS 9026.20.90 automatic?

No. It is a strong reference for complete pressure-measuring sensors/transmitters; pressure switches, controllers, parts and other variants require separate classification.

3. Why focus on the US and Korea?

WITS/UN Comtrade 2023 lists them as Vietnam’s two largest HS-902620 destinations, at about US$47.42m and US$37.39m respectively.

4. Does a wireless pressure sensor shipped to the US need FCC authorization?

An intentional radio transmitter generally requires FCC Certification. Certified modules still require review of host integration, antenna and use conditions.

5. Does every pressure sensor entering Korea use the same KC registration?

No. RRA has multiple conformity routes and equipment tables; exact electronic/radio characteristics must be checked.

6. Is every EU pressure sensor subject to PED?

No. PED depends on the device’s role and definitions of pressure/safety accessories and covered assemblies. Measuring pressure alone is not sufficient.

7. Is a 24-VDC sensor subject to the EU LVD?

The device itself is generally below the LVD’s 75-VDC threshold, but adapters, systems and higher-voltage variants require separate review.

8. Should Korea-bound goods use VKFTA or RCEP?

There is no universal best route. Compare tariff preference, PSR and evidence. RCEP 9026.20 uses CTSH or RVC40; check the current VKFTA PSR separately.

9. Is export VAT automatically 0%?

No. Scope and evidence must meet Articles 17–18 of Decree 181/2025/ND-CP and effective amendments.

10. Is a calibration certificate mandatory for every shipment?

Not as a universal market-law requirement. It often comes from buyer/OEM/quality-system requirements; when required, map it to exact model/serial.
